What does 'issue closed level 3' mean for California EDD unemployment claim?
So I've been checking my California EDD UI Online account obsessively for the past two weeks and today I noticed something that completely confused me. My claim status changed and now it shows 'issue closed level 3' somewhere in the details section. I have no idea what this means and I can't find a clear explanation anywhere on the EDD website. Does this mean my adjudication is resolved? Does it mean my claim was denied? Am I getting paid or not? I'm a warehouse supervisor who got laid off about 6 weeks ago after my company lost a major contract. This is my first time filing for unemployment in California and honestly the whole system is confusing as heck. My weekly certifications are submitted and it shows them as pending but I still haven't received any payments. I'm starting to stress out because rent is due in 10 days. Has anyone seen this 'issue closed level 3' status on their claim before and can tell me what it actually means in plain English?

issue closed level 3 is actually a good thing!! it means EDD finished reviewing whatever flag or issue was attached to your claim and closed it out at the internal level 3 review stage. basically your adjudication process hit a checkpoint and got resolved. you should see payments releasing soon hopefully

AuthorOh thank god, I was so scared it meant I was denied. So the 'level 3' part just refers to how far up the review process went before they closed it?

yeah thats pretty much it, different issues get escalated to different levels depending on complexity. level 3 just means it needed a higher tier reviewer to sign off on it

To give you a more complete answer here - California EDD uses a tiered issue classification system internally. When you see 'issue closed' it indicates the adjudication flag on your claim has been resolved. The level number (1, 2, or 3) refers to the complexity tier of the issue that was reviewed. Level 3 typically involves more complex eligibility questions that required senior adjudicator review. The critical thing is 'closed' means resolved in your favor OR with a determination made. You need to check if there's a Notice of Determination associated with the closure because that will tell you whether you were approved or if a disqualification was issued. Check your UI Online message inbox and also watch your physical mail for any official notices.

AuthorI checked my message inbox on UI Online and there's nothing new there. Should I be looking for a paper notice? How long does that usually take to arrive?

Marilyn Dixon
Paper notices from California EDD can take 7-10 business days to arrive even after the system updates. I'd recommend checking both UI Online messages AND your physical mailbox daily for the next two weeks. If you've been certified weekly, the payments may process automatically if the closure was an approval.

this is good info. I had a similar situation and the paper notice showed up like 8 days after my online status changed. the letter explained everything clearly

When I was dealing with my own adjudication issue last year I was absolutely losing my mind trying to figure out what all these status codes meant. The EDD website is not helpful at all about explaining their own terminology. What finally helped me was actually getting someone on the phone who could pull up my claim and read me the actual determination notes. If you're having trouble reaching anyone at EDD - and I know the phone lines are a nightmare - I used a service called Claimyr (claimyr.com) that basically gets you through to a live EDD agent without sitting on hold for hours. There's a video showing how it works at https://youtu.be/JmuwXR7HA10. The agent I talked to was able to tell me exactly what my issue closure meant and whether I was approved. Way better than guessing from status codes online.

AuthorI've been trying to call EDD for days and keep getting the 'we cannot take your call' message and getting hung up on. Is Claimyr actually legitimate? I'm skeptical of anything that says it can get through to EDD lol

I was skeptical too honestly. But it worked for me, I got connected to an actual EDD rep who had my full claim file open. For something like this where you genuinely need clarification on what a status means, talking to a real person is the only way to get a definitive answer.

seconded, I used it when my claim had an adjudication hold and couldn't get through any other way. the agent confirmed my issue was resolved in my favor

OK so I want to clarify something because there's some slightly inaccurate info floating around here. 'Issue closed level 3' doesn't automatically mean you're getting paid. The 'closed' part means the review concluded, but there are TWO outcomes - either the issue was resolved with eligibility confirmed, OR the issue was closed with a disqualification finding. You MUST look for a Notice of Determination (DE 1080CZ form) which will explicitly say 'eligible' or 'not eligible' with the reason. Do not assume payment is coming until you see that determination or your payments actually release. I've seen people on this forum celebrate an 'issue closed' status only to later find out they were disqualified and now owe money back.

AuthorThis is making me nervous again. My certifications still just say 'pending' - would they show something different if I had been disqualified?
0 coins
Payton Black
Potentially yes - if a disqualification was issued you might see the certification status change to 'disqualified' or you'd see a break in your payment schedule on the UI Online payment history page. But honestly the only certain way to know is to receive the formal Notice of Determination or speak with an EDD agent directly.

this is exactly right, 'closed' doesnt mean approved it just means the review phase ended. I learned this the hard way

ugh I wish EDD would just use plain language in their system instead of all these codes and status things that nobody understands

SAME THING HAPPENED TO ME LAST MONTH. I saw 'issue closed level 3' and spent three days panicking thinking it was bad news. For me it turned out to be good - my claim had been flagged because my former employer contested the separation and EDD investigated and closed the issue in my favor. But like others said there's no guarantee your situation is the same. The WORST part of the whole experience was not being able to get anyone on the phone to just TELL ME what was happening. The EDD phone system is absolutely broken. I called 47 times in two days before getting through once.
0 coins
Isabel Vega
Author47 times!! That's insane. Did your employer contesting the claim cause the level 3 classification? I'm wondering what triggered mine.
0 coins
Summer Green
My guess is yes, contested separations tend to require more investigation and higher level review. Do you know if your former employer might have pushed back on your claim? That could explain why it went to level 3.

AuthorOh wow, I hadn't thought about that. My company said the layoffs were permanent but maybe they're trying to say it was a voluntary quit or something? I have no idea.

just want to pop in and say I literally googled 'issue closed level 3 edd' and this thread came up lol so glad I found it because I'm in the exact same situation right now. my claim has been in adjudication for 5 weeks and just changed to this status yesterday
0 coins
Marilyn Dixon
The fact that it moved from adjudication to 'issue closed' after 5 weeks is actually a meaningful change - it means your case left the pending review queue and received a formal determination. Please do check for a Notice of Determination in your UI Online inbox and by mail as others have mentioned.

My cousin had this exact status and it meant his claim was approved. He got like 6 weeks of back payments all at once once they released. So hopefully thats what happens for you too

To follow up on the Claimyr suggestion I made earlier - I want to stress that for a situation like yours where you're not sure if 'issue closed level 3' means approval or disqualification, getting a live EDD agent on the phone is genuinely the fastest path to certainty. The agent can see ALL the notes on your claim file, not just the status codes visible in UI Online. Claimyr (claimyr.com) was the only thing that actually got me through after days of failed attempts. You can see the process at https://youtu.be/JmuwXR7HA10 if you want to understand how it works before trying it.

Is this something you'd use just once or do people use it multiple times throughout their claim?
0 coins
TommyKapitz
I've used it twice - once for the adjudication question and once when I had a question about my job search requirements being waived. Both times I got through to an actual person with my claim file open.
0 coins
Payton Black
Let me also address the job search requirements angle here since it's relevant - if your claim had an issue related to your job search activities during the adjudication period, the level 3 closure could relate to that. California EDD requires 3 job search activities per week unless you have an approved waiver (like standby status). If the issue was about not meeting job search requirements, the determination would reflect that. Just flagging this as another possible reason for the level 3 flag beyond employer contestation.
0 coins
Isabel Vega
AuthorI have been doing my 3 job search activities each week and logging them. I was worried about not having proof so I've been keeping a really detailed spreadsheet. Does EDD ever actually audit those?
0 coins
Payton Black
Yes California EDD does conduct random audits of job search logs. Your spreadsheet is actually good practice - you want to record employer name, contact method, date, position applied for, and any response received. Keep this documentation for at least 2 years.

Darcy Moore
wait you need 3 per week?? I thought it was 2. I've only been doing 2 this whole time and now I'm freaking out

Amun-Ra Azra
I had issue closed level 2 on mine not level 3 and I was approved so maybe the level just means complexity not good vs bad? just my experience anyway
0 coins
Marilyn Dixon
That's a helpful data point - level 2 and level 3 both representing approvals in different cases supports the interpretation that level refers to the review tier required rather than the outcome direction.

Amun-Ra Azra
yeah my claim had been flagged because I took a part time temp job during my benefit year and they had to verify my partial unemployment calculations. i guess that was more complex than a basic issue

I don't want to be the voice of doom here but I had 'issue closed' on my claim back in 2024 and it turned out to be a disqualification. I didn't get the paper notice for almost two weeks and by then the appeal deadline was ticking. PLEASE don't wait around for things to resolve themselves - be proactive about finding out the outcome. If you ARE disqualified you have 30 days from the date on the notice to appeal, not 30 days from when you receive it, so every day matters.
0 coins
Isabel Vega
AuthorThe 30 days from the notice DATE not receipt date is a really important point I didn't know. So I need to find out ASAP what that notice says and what date is on it.
0 coins
Harold Oh
Exactly. And if the notice is dated before you receive it, you may have less time than you think to appeal. This is another reason why calling EDD to get info faster is worth doing.

This happened to my sister. By the time the letter arrived she had like 12 days left to appeal. She filed in time but barely.

honestly the whole EDD status system is designed to confuse people i swear. 'issue closed level 3' could mean literally anything and they just expect you to figure it out

AuthorIt really does feel that way. Like at a minimum they could have a tooltip or FAQ on UI Online explaining what each status means

right?? it would take them like a day to add that. instead we're all here googling and stressing out

Update question for OP - have you seen any movement on your certifications since you posted? Sometimes when an issue closes the pending certs start processing within 24-48 hours
0 coins
Isabel Vega
AuthorI just checked and one of my certifications changed from 'pending' to 'in progress'!! Does that mean something good is happening?
0 coins
Dominique Adams
That is a positive sign! 'In progress' usually means the payment is being processed. Watch your EDD debit card or bank account over the next few days.

Marilyn Dixon
In' progress on a certification after an issue closure generally indicates the payment is being calculated and queued for release. Good sign forsure.

For what it's worth I work in HR and have dealt with a LOT of EDD claims on the employer side. 'Issue closed level 3' from what I've seen in employer notifications typically does indicate a completed investigation rather than a simple administrative closure. The level 3 designation in my experience usually comes from employer-contested separations or complex base period wage disputes. The good news is that the majority of completed investigations I've seen result in the claimant being found eligible, especially for clear layoff situations.
0 coins
Isabel Vega
AuthorThis is really reassuring, thank you. My separation was definitely a mass layoff, about 60 people got let go the same day. Would that type of documented layoff generally make it easier for EDD to find in my favor?
0 coins
Angel Campbell
Generally yes - mass layoffs with clear documentation (WARN notices, company announcements) make it much harder for employers to successfully contest. The burden is on the employer to show the separation wasn't a layoff and with 60 people let go simultaneously that's a difficult argument for them to make.

One thing nobody has mentioned yet - make sure you're continuing to certify every two weeks while you wait for this to resolve. Some people stop certifying when they think something is being reviewed or when they see confusing statuses, and then they lose those weeks of benefits entirely. Even if payments are pending, keep certifying on schedule.
0 coins
Isabel Vega
AuthorI have been certifying every week on the Sunday or Monday when it opens. Should I be certifying weekly or every two weeks? I thought it was weekly for standard UI?
0 coins
Louisa Ramirez
Standard UI in California is typically weekly certification, yes. Every week you need to certify to keep your claim active. You're doing the right thing.

Can we talk about how infuriating the EDD phone system is for a minute because I genuinely think it's designed to prevent people from getting help. I spent HOURS over multiple days trying to get through when I had my level 3 issue and kept getting the auto-disconnect. The only time I successfully got through was using Claimyr - their site is claimyr.com and the video at https://youtu.be/JmuwXR7HA10 shows how the process works. I was honestly so frustrated by that point that I didn't even care how I got through, I just needed answers.

I feel this so hard. The phone system hanging up on you after you've waited is genuinely one of the most demoralizing experiences

And then you have to call back and start from scratch. It's exhausting. Any tool that helps get through is worth knowing about.

Circling back to give OP a clear summary since there's been a lot of info: (1) Issue closed level 3 means your adjudication review concluded at the highest internal review tier. (2) Outcome is NOT determined by 'closed' alone - you need the Notice of Determination. (3) Check UI Online messages AND physical mail. (4) Continue certifying weekly without interruption. (5) If disqualified, appeal window is 30 days from NOTICE DATE. (6) 'In progress' certification status is a positive indicator. (7) If you cannot reach EDD by phone to confirm, there are third party services like Claimyr that people in this thread have used successfully to get through to agents.

AuthorThis summary is incredibly helpful, thank you. I feel much more informed now than I did when I posted. I'm going to keep certifying, watch my mail carefully, and try to get through to EDD this week to confirm the determination.

UPDATE FOR EVERYONE: I finally got through to an EDD agent this morning (used Claimyr after failing on my own again) and they confirmed that my issue closed level 3 was an approval! My former employer had indeed contested my claim arguing voluntary quit but EDD found in my favor because the mass layoff documentation was clear. The agent said 4 weeks of back payments should hit my account within 3-5 business days. I'm so relieved. Thank you to everyone who responded to this thread - the info here genuinely helped me understand what was happening and not completely panic.
