No weeks to certify after filing appeal - normal or EDD error?

I'm so confused about what's happening with my UI claim right now. After getting disqualified for supposedly 'refusing suitable work' (which I absolutely did NOT), I filed an appeal last month. I was able to certify for my first two weeks normally, but ever since submitting the appeal paperwork, I haven't received ANY new weeks to certify! It's been almost 4 weeks now, and when I check my UI Online portal, there are zero weeks showing up. Is this normal during an appeal or did something go wrong? Should I still be getting certification weeks while waiting for my appeal hearing? Really stressed about bills piling up with no income coming in.

Yes, you should ABSOLUTELY still be receiving weeks to certify during the appeal process. This is a common issue with the EDD system. When an appeal is in process, sometimes the system incorrectly stops generating certification weeks. You need to call EDD immediately and explain that you're not seeing weeks to certify despite having an active appeal. They need to manually add those weeks to your portal. Don't wait - the longer you go without certifying, the more complicated it becomes to get back pay later.

Thank you! I've been trying to call for days but keep getting the "we're experiencing high call volume" message and then it disconnects. Any tips for actually reaching someone?

Did you eventually get it fixed? How long did it take?

I went through this exact situation in January. The certification weeks should continue to appear in your UI Online account even during an appeal. My advice is to keep detailed records of everything - screenshots of your portal showing no weeks available, dates you've attempted to call, any correspondence with EDD. You'll need this documentation when you eventually reach someone to get those missing weeks added back. And importantly, the judge will likely ask during your appeal hearing if you would have been able and available to work during those missing certification weeks, so be prepared to answer that.

I didn't think about keeping screenshots! Just did that now. I'm worried about the weeks I'm missing though - will they eventually let me certify for them retroactively?

my brother had the same problem when he got disqualified for some bs reason too. the system is totally broken imo. he waited like 6 weeks with no certify button and ended up having to do all the weeks backdate after his hearing. the most frustrating part is nobody even told him what was going on the whole time

That's unfortunately common. The system doesn't handle appeals consistently. Some people continue getting weeks to certify during appeal, others don't. It's critical to contact EDD rather than just waiting.

If you're having trouble reaching EDD by phone (which is super common these days), I'd recommend using Claimyr. It's a service that gets you through to an EDD agent without having to keep redialing yourself. I was in a similar situation with appeal issues and wasted days trying to get through. Claimyr got me connected to an agent in about 45 minutes. You can see how it works in their video demo: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km. Their website is claimyr.com - seriously worth it when you're dealing with appeal certification issues.

Thanks for the tip! I'm desperate enough to try anything at this point. I'll check it out because I really need to get this fixed.

Just wondering, did you get a letter confirming your appeal was received? I'm going through something similar and want to make sure I'm not missing any steps.

Yes, I got a notice in the mail about 10 days after sending in my appeal form. It had a case number but no hearing date yet.

To answer your follow-up question - yes, they should allow you to certify for all those missed weeks retroactively once you get this fixed. Make sure you explain to the representative that you've been ready and available to work during this entire period, as that's a requirement for receiving benefits. When they add the weeks back, you'll have to certify for each one individually, starting with the oldest week first.

That's a relief! I've definitely been job searching this whole time, applying to at least 3-5 positions every week and keeping records of all my applications.

The same thing happened to me during my appeal process and I was FREAKING OUT!!!! Turns out there was a glitch in the system and an EDD rep had to manually fix it. But here's the important part - after they fixed it, I had to retroactively certify for SIX WEEKS all at once! Make sure when you certify for those back weeks that you have all your work search activities documented properly. They scrutinize these certifications more closely when they're done in bulk after an issue like this.

Actually this isnt always true. I only had to list my work search for the newest 2 weeks even though I certified for 8 weeks bacl in 2025. I think it depends which rep helps you and how they set it up in the system.

One more important tip - after you manage to reach EDD and get those weeks added back, also ask the representative to make a note in your file about this system error. This documentation can be useful during your appeal hearing to show you were actively trying to comply with the certification requirements. If you do use Claimyr or manage to get through on your own, be sure to get the representative's ID number and the date/time of your call for your records.

Great advice - thanks! I'll definitely ask for their ID number and time of call. Would it be worth sending EDD a message through my UI Online account too, just to have written documentation that I've been trying to resolve this?

Yes, sending a message through UI Online is a good additional step. But honestly, these issues almost always require phone contact to resolve. The messaging system often results in generic replies that don't actually fix your specific problem. That's why getting through to a live person is so crucial for appeal-related certification issues.

Update: I managed to get through to EDD this morning! They confirmed it was a system error on their end. The rep added all my missing weeks and I certified for everything. She said I should see payment in 24-48 hours. Thanks everyone for your help!
