How to fix active issues on unemployment claim with California EDD

So I've been dealing with this nightmare for going on five weeks now. I was laid off from my warehouse supervisor job back in late January and filed my initial claim pretty much right away. Everything seemed fine at first — I got my confirmation number, set up my UI Online account, and started filing my weekly certifications without any problem. Then out of nowhere my payment stopped hitting my Bank of America debit card. I logged into UI Online and that's when I saw it: there are active issues on my unemployment claim that apparently need to be resolved before any more payments get released. The thing is, there's zero explanation on the screen about what the issues actually are or what triggered them. I've been trying to figure out how to fix active issues on my unemployment claim for weeks. I called the main EDD line probably 15 times and either get a busy signal or get placed in the automated queue and then disconnected before I ever reach a human being. I submitted an Ask EDD message but that just came back with a generic response telling me to call the 1-800 number. I even tried going to my local America's Job Center but they said they couldn't access my claim details. My roommate thinks it might be related to my employer contesting the claim — I did work for a staffing agency and my direct employer and sometimes that gets complicated. But I genuinely don't know because nobody at EDD will tell me anything. Has anyone else had mysterious active issues pop up on their claim? Were you able to get them resolved and how long did it take? I'm seriously drowning here and need actual answers, not just 'be patient' responses.

Active issues on a California EDD claim can mean several different things and unfortunately the UI Online portal isn't great at telling you which specific issue you're dealing with. The most common reasons I've seen are: employer contest (your former employer filed a response disputing your eligibility), identity verification flag, earnings discrepancy between what you reported and what your employer reported, or a determination that you may not meet the able/available/actively seeking work requirements. Since you mentioned working through a staffing agency, the employer contest scenario is pretty likely. When a claim involves both a staffing agency AND a direct employer, EDD sometimes opens an investigation into which entity is considered the base employer for UI purposes. This can put your entire claim into a pending status while they sort it out. The only real way to find out what your specific active issues are and start the process to fix them is to speak directly with an EDD representative. Everything else — Ask EDD messages, the automated system — won't give you the actual details of what's flagged.

This actually makes a lot of sense given my situation. I was technically employed by a staffing agency called WorkForce Temps but physically working at a distribution center run by a completely different company. Would EDD contact me by mail about this or is it all just sitting in limbo waiting for me to call?

0 coins

EDD should have sent a Notice of Interview or a DE 1101 CZ form to your mailing address if an employer contest was filed. Check your physical mail AND your UI Online message inbox. If you haven't gotten either, it's possible something was sent to a wrong address or the issue is something different entirely. Either way you need to get through to someone on the phone to confirm.

0 coins

same thing happened to my brother, staffing agency situation. took forever to sort out but it did eventually get resolved in his favor

0 coins

ugh I feel this post in my soul. I had active issues on my claim for almost 7 weeks last fall and could NOT get anyone to tell me what was wrong. The UI Online dashboard is basically useless when it comes to explaining anything. It just shows you the red flag and leaves you to panic on your own.

0 coins

Seven weeks?? I'm already at five and losing my mind. Did yours eventually get fixed? What ended up being the issue?

0 coins

Mine turned out to be an identity verification hold that got triggered randomly. Once I finally got through to someone at EDD they told me I needed to verify through ID.me which I had already done but apparently it didn't sync properly with my claim. Took about a week after that phone call to clear.

0 coins

id.me issues are super common and EDD reps can usually push through a manual verification override if you can get one on the phone

0 coins

For getting through to an actual EDD rep when your claim has active issues, I genuinely could not do it on my own after two weeks of failed attempts. A friend in my apartment complex told me about Claimyr (claimyr.com) — it's a service that navigates the hold system and calls you back when an EDD agent is actually available. I was skeptical but I was also desperate so I tried it. Got a call back with a live EDD agent within a couple hours. The agent could actually SEE the specific active issues on my claim in their system and walked me through exactly what documentation I needed to submit. You can watch how it works at https://youtu.be/JmuwXR7HA10 — would have saved me weeks of wasted time if I'd found it sooner.

0 coins

I'll look into this, honestly at this point I'll try anything. Did the EDD rep you talked to actually start the process to fix the active issues or just explain what they were?

0 coins

Both actually — they explained what the two issues were (one was employer related, one was a missing work search record for one week), AND they submitted internal notes flagging my claim for expedited review. My payments released about 9 days later.

0 coins

does claimyr actually work or is it just another scam thing

0 coins

I mean I can only speak to my own experience and it worked for me. Got through to EDD same day after two weeks of trying on my own.

0 coins

I want to add something about the job search requirements because a LOT of people get active issues flagged on their claims without realizing the job search records are the cause. California EDD currently requires claimants to make a minimum of three job search contacts per week and log them in your UI Online account. If EDD audits your claim and finds gaps in your job search log or entries that look incomplete, that can trigger an active issue. For each entry you need: employer name, contact method, position applied for, date of contact, and the result. Vague entries like 'applied online' without a company name will get flagged.

0 coins

I have been doing three per week and logging them, but some of my entries are pretty short. Should I go back and add more detail to existing entries?

0 coins

You can't edit past entries once submitted but going forward make them thorough. Company full name, specific job title, application method, date, whether you got a response. For the flagged weeks you may be asked to provide supplemental documentation like screenshots of your applications.

0 coins

wait they actually audit job search logs?? I thought that was just a formality

0 coins

They do audit them, especially if your claim is already flagged for another issue. EDD cross-references job postings and application records sometimes. It's not every claimant but once you have any active issue they tend to look at everything.

0 coins

can I ask a dumb question — when it says 'active issues' in UI Online is that the same thing as being in adjudication? I've seen both terms thrown around and I genuinely don't know if they mean the same thing or not

0 coins

Not exactly the same but related. 'Adjudication' refers specifically to EDD's formal investigation process for a potential disqualification issue — like whether you quit or were fired for cause. 'Active issues' is more of a broad status that can include adjudication but also includes things like identity holds, employer contests, missing documentation, or earnings discrepancies. So all adjudication situations will show active issues, but not all active issues mean you're in formal adjudication.

0 coins

oh ok that actually clears up a lot. I've been telling people I'm in adjudication but maybe I'm actually just in a different kind of hold. how do I tell which one I'm in?

0 coins

You'd need to call EDD to find out the specific status. The UI Online portal doesn't break it down clearly enough. A rep can tell you whether a formal adjudication has been opened, whether an employer contest was filed, or if it's a different type of hold.

0 coins

of course the only way to find out involves calling them. of course.

0 coins

The employer contest situation with staffing agencies is genuinely one of the more complicated scenarios in California unemployment. Here's what typically happens: when you file, EDD sends a notice to your last employer of record (often the staffing agency) asking them to confirm your separation reason. If the staffing agency claims you were offered another assignment and declined it, they can contest your eligibility on grounds that work was available to you. This is actually a winnable situation for claimants though. Under California UI Code, refusing a staffing agency's reassignment is not automatically disqualifying — especially if the new assignment was significantly different in location, pay rate, hours, or job duties from your previous placement. Document everything about your last assignment and any communications about reassignment offers.

0 coins

This is super helpful context. My staffing agency did reach out about a different assignment but it was 45 miles away from where I live and I don't have a car. I declined for that reason. Does that count as a valid reason to decline?

0 coins

Yes, unreasonable commute is a legitimate reason to decline an assignment without losing UI eligibility. The standard is whether the work was 'suitable work' — which takes into account distance, travel time, whether public transit is available, and how the commute compares to your prior job. 45 miles without a car would generally support your position. Document this reasoning clearly if EDD contacts you for an interview.

0 coins

I wish someone had told me this stuff when I was dealing with my active issues. Would have saved me so much anxiety

0 coins

FIVE WEEKS WITH NO PAYMENT AND EDD WONT EVEN TELL YOU WHATS WRONG?? this is exactly why people end up in financial crisis after losing their jobs. the system is designed to make people give up. I had active issues on my claim for 9 weeks and nearly lost my apartment. Nobody should have to fight this hard just to get benefits they're legally entitled to. California EDD is completely broken and I don't care who disagrees with me.

0 coins

I hear you and I'm honestly not far from that level of frustration. I have rent due in two weeks and I have no idea when this is going to resolve.

0 coins

document EVERYTHING. every call attempt, every date, every Ask EDD ticket number. if this drags on long enough you may need those records for an appeal or a complaint to the state labor board.

0 coins

sorry you're dealing with this, the financial stress on top of job loss stress is brutal

0 coins

Something that helped me when I had active issues was sending a fax directly to the EDD claims processing center with a cover sheet explaining my situation and requesting urgent review. I know faxing sounds ancient but EDD still accepts and processes fax submissions and some people have had faster responses through fax than through Ask EDD or phone. You can find the fax numbers on the EDD website under the contact section.

0 coins

I would not have thought to try faxing in 2025 but honestly at this point I'd send a carrier pigeon if I thought it would work.

0 coins

lol right? But it actually goes into a different processing queue than the online messages. Worth trying alongside other methods. Include your full name, SSN, claim start date, and a clear description of what you know about the active issues.

0 coins

I've heard this tip before and it supposedly works better than Ask EDD which sometimes just generates automated responses anyway

0 coins

I just want to share a quick timeline from my experience in case it helps set expectations. I had an employer contest that created active issues on my claim. From the time the active issue appeared to when I finally got through to an EDD rep was 3 weeks of calling daily. The EDD rep walked me through the situation and told me what documentation to submit. From that submission to payment release was another 11 days. Total time without payment was about 6 weeks. The key turning point was 100% getting through to an actual rep on the phone. Everything else — Ask EDD messages, the callback request system, the message inbox — just generated delays or generic responses. Phone call was what actually moved things.

0 coins

Six weeks total, that's rough but at least it did resolve. I'm at week 5 so maybe I'm close? Do you remember what documentation you had to submit?

0 coins

In my case I needed my termination letter, my last two pay stubs, and a written statement explaining the circumstances of my separation. All uploaded through UI Online's document upload feature. Make sure your documents are clear scans or photos — blurry uploads apparently get rejected.

0 coins

the document upload on UI Online is glitchy btw, try using Chrome if it doesn't work in other browsers

0 coins

Circling back because I saw some people asking about getting through to EDD — I mentioned Claimyr earlier in this thread but I want to add more detail for people who are skeptical. When you have active issues on your claim, you specifically need an EDD rep who can pull up your account and see the internal notations. The automated system and Ask EDD cannot do this. Claimyr's whole thing is connecting you to that live rep. The video demo at https://youtu.be/JmuwXR7HA10 shows exactly how it works. I'm not affiliated with them I just wasted two weeks I didn't need to waste before I found out about it.

0 coins

ok I actually watched the video and it looks legit. might try it. currently on week 3 of active issues on my claim and I'm losing my mind

0 coins

3 weeks is rough, go for it. The sooner you get through to someone who can actually see your claim the faster this gets resolved.

0 coins

thanks for the follow up I was one of the skeptical ones but hearing more detail helps

0 coins

Quick tip about the UI Online message inbox — check it every single day while you have active issues. EDD sometimes sends notices there with specific instructions or document requests and they give you a deadline to respond. Missing that deadline can make the active issue worse or even result in a disqualification notice. The messages don't always trigger email notifications so you have to check manually.

0 coins

I've been checking it but maybe not every day. Going to set a daily reminder right now.

0 coins

Good. Also check your physical mail at the same time. EDD sends important stuff both electronically and by mail and sometimes only one or the other makes it.

0 coins

yes this!! I missed a DE 1101 CZ notice in my physical mail once and it almost caused my claim to be decided against me by default. physical mail is still really important

0 coins

does anyone know if active issues affect weeks you already certified for or only future weeks going forward? like if the issue gets resolved do the held payments come out all at once?

0 coins

Generally yes — when the active issues are resolved and your claim is approved, all the held weekly payments should release together in one lump payment. EDD holds the funds but doesn't cancel them just because of an active issue. However if a formal disqualification is issued rather than just a hold, that's a different story.

0 coins

oh wow ok so theoretically if someone has been certified for 5 weeks with active issues and it gets resolved they could receive 5 weeks of payments at once?

0 coins

That's correct in most cases. It won't necessarily come in one single transaction but the held weeks should all process and release relatively quickly once the hold is cleared. Keep certifying each week during the hold period — missing a certification week means missing that payment permanently even after the hold clears.

0 coins

THIS is what I needed to know. I've been scared to certify during this period thinking it might cause more issues. Continuing to certify is the right move?

0 coins

Absolutely continue certifying every single week no matter what. Stopping certifications while you have active issues is one of the most common and costly mistakes claimants make. Those weeks cannot be backdated easily once the hold clears.

0 coins

I went through something similar about six months ago. Mine was an identity verification issue that had nothing to do with my employer or job search. EDD flagged my account because my name had a hyphen in it that didn't match my ID exactly. Absolute nightmare of a bureaucratic snag over a hyphen. Once I got through to an EDD agent they escalated it to their identity team and it was cleared within 5 business days. The moral of the story is that active issues can sometimes be weirdly simple things that just require a human to look at your account and say 'yep, this is fine.

0 coins

A hyphen!! Oh my goodness. That's both infuriating and kind of reassuring that it can be something that simple.

0 coins

Right? After weeks of assuming I was under some major investigation it was literally just a data entry inconsistency. Get someone on the phone — a lot of these active issues are faster to fix than you think once a rep actually looks at them.

0 coins

this made me feel better about my situation too, I've been assuming the worst

0 coins

I want to push back gently on some of the doom and gloom here. Active issues on a California EDD claim are stressful but they are also extremely common and the MAJORITY of them do resolve in the claimant's favor. EDD data shows that employer contests in particular are denied at a high rate when the claimant responds appropriately and provides documentation. The process is genuinely frustrating and slow but the fact that you have active issues does not mean your claim is going to be denied. Stay engaged, keep certifying, respond to any notices promptly, and work on getting through to an actual rep to understand exactly what you're dealing with.

0 coins

I appreciate this perspective and I don't disagree that most do resolve, but 'most resolve eventually' is cold comfort when you can't pay rent right now

0 coins

Completely fair point. I'm not minimizing the financial reality — I've been there. I just want OP and others to not spiral into assuming the worst outcome when the most likely outcome is still resolution in their favor.

0 coins

I needed this comment. Thank you. I've been catastrophizing pretty hard and trying to stay focused on just doing the next right action step.

0 coins

Something nobody has mentioned yet — if you have a CalJOBS account, make sure your profile is fully built out and actively showing you as a job seeker. EDD cross-references CalJOBS activity as part of their eligibility reviews and a dormant or incomplete CalJOBS profile can sometimes be one of the active issues flagged. I learned this the hard way.

0 coins

wait I barely touched my CalJOBS account after setting it up. is this actually something that affects your claim??

0 coins

It can, especially if EDD is already looking at your claim for other reasons. Log into CalJOBS, make sure your resume is uploaded and current, and set your status to actively seeking employment. It takes 20 minutes and covers your bases.

0 coins

This is accurate — EDD can verify CalJOBS activity as part of their review process. Not everyone gets flagged for it but if they're already looking at your claim it's worth having everything in order.

0 coins

update from me since I commented earlier about my brother's staffing agency situation — he ended up using a service called Claimyr to get through to EDD after failing to reach anyone for weeks (claimyr.com) and it worked for him too. His active issues turned out to be the employer contest thing and he needed to submit a written statement about the reassignment he declined. Once he got that guidance from the rep and submitted the statement it was about two weeks to resolution. Just sharing in case helpful.

0 coins

Really appreciate you coming back to share this. Hearing multiple people mention Claimyr in the context of active issues specifically makes me think I should try it.

0 coins

Yeah it seems like the common thread is just needing to actually talk to a human at EDD who can see your specific account. Whether you get there through Claimyr or somehow get lucky on hold it's the same outcome — but Claimyr apparently makes that part way less random.

0 coins

One more thing I want to add for anyone reading this thread later: when you finally do get through to an EDD rep about active issues, ask them to give you a REFERENCE NUMBER for that call and ask them specifically what the next steps are and what the expected timeline is. Write everything down. If your claim doesn't move forward within the timeline they give you, you have something concrete to reference on your follow-up call rather than starting from scratch explaining your situation every time.

0 coins

This is great practical advice. I've been starting each call from zero which probably makes each interaction less useful.

0 coins

Exactly. And if a rep tells you something that contradicts what a previous rep told you, note both the date AND the reference numbers. Inconsistent guidance from EDD reps is common and having documentation protects you.

0 coins

adding to this — also confirm the spelling of your name and your mailing address with the rep while you have them on the phone. wrong address is a surprisingly common cause of people not receiving notices about their active issues

0 coins

Update for anyone following this thread: I finally got through to an EDD rep this morning. I ended up trying Claimyr after reading this thread and it connected me to a live agent in about 2.5 hours (after weeks of failed attempts on my own). The agent confirmed that my active issues were two separate things: 1) an employer contest filed by the staffing agency claiming I declined an available assignment, and 2) a flag because my job search entries for one week were deemed insufficient. The rep told me exactly what documentation to submit for each issue, walked me through the appeal process for the employer contest, and noted my account for urgent review. I have a clear path forward now. I'm not out of the woods yet but knowing WHAT the issues are and WHAT to do is such an enormous relief after weeks of just staring at a vague error message. Thank you to everyone in this thread who helped me understand how this stuff works.

0 coins

So glad you got through! This is exactly the kind of update these threads need. Document that staffing agency job offer refusal thoroughly — mention the 45-mile distance and lack of personal vehicle in your written statement. That's a strong case for suitable work refusal.

0 coins

Great outcome, and a good reminder that the active issues being complex doesn't mean they're insurmountable. Good luck with the resolution process.

0 coins

this made my day, rooting for you to get those back payments soon!

0 coins

Really glad you got answers. That's the thing — the system isn't impossible to navigate once you actually reach a human being. The barrier to reaching that human is the problem. Hope your payments release fast.
