How to fix pending issues on unemployment with California EDD holding my claim
I've been dealing with this nightmare for going on 5 weeks now. My California EDD claim shows pending issues and I genuinely have no idea what triggered it or how to fix it. A little background - I was laid off from my warehouse logistics job in February and filed my initial claim right away. Everything seemed fine for the first couple weeks, then suddenly my payments stopped and UI Online started showing 'pending' with zero explanation of what the actual issue is. I've gone through every single section of my UI Online account trying to figure out how to fix pending issues on unemployment and I can't find any forms to fill out, no notices telling me what's wrong, nothing. My inbox on the portal is empty. Did they send something to my physical address that I missed? I moved recently so I'm wondering if mail got lost. I still have bills due and my emergency fund is basically gone at this point. The worst part is I can't get anyone on the phone to explain what's happening. I've called the 1-800-300-5616 number probably 30+ times and either get the 'high call volume' message or get transferred and then the line just drops. How are people actually supposed to fix pending issues on unemployment when EDD won't tell you what the problem even is??

Ugh this is SO common with California EDD and it's infuriating. Pending issues can mean a dozen different things and they rarely tell you which one applies to you. From what I've seen in these forums, the most frequent causes are: identity verification needed, a former employer contesting your claim, discrepancies in your reported wages, or questions about why you separated from your job. None of these will show up clearly in UI Online - you basically have to play detective. First thing I'd check is whether you have any letters in the mail from EDD. Even if your address changed, sometimes they don't update it based solely on what you put in UI Online - you might need to call and confirm your address with an actual agent.

AuthorI was afraid of this. I did update my address in UI Online when I moved but maybe that's not enough? This is so stressful not knowing what the actual pending issue even is.

Same exact thing happened to me. Employer contested my claim and I didn't know for like 6 weeks because the letter went to my old address. Make sure your mailing address is current!!

Also worth checking - did you report any earnings during the weeks in question? Even small amounts from gig work or anything like that can trigger a pending review if EDD can't match the figures to employer records.

ok so i had pending issues twice and both times were different problems lol. once it was my employer saying I quit (i didn't) and once it was ID verification that I thought i already did but apparently didnt complete fully. the second one was my fault kinda but they still could've told me better what to do

Getting through to EDD on the phone is genuinely the hardest part of fixing pending issues. I was in adjudication limbo for almost two months before I figured out a way to actually reach someone. I tried using Claimyr (claimyr.com) after seeing it mentioned here and it was a game changer - basically gets you in the queue to talk to a real EDD agent without you having to sit on hold for hours. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 if you want to see before trying it. Once I actually got an agent on the line she told me exactly what was pending and how to resolve it in like 10 minutes. The weeks of confusion could've been avoided if I'd just been able to talk to someone sooner.

AuthorI'm going to check this out tonight because I've completely given up on getting through by just calling directly. Did they actually fix the issue during that same call or did you have to submit something afterward?

They told me what I needed to send in and I faxed the documents the same day. Payment released about a week later. The key was just knowing WHAT was needed - that's the info you can only get from a live agent.

Second this - I used it last month when my claim showed pending for an employer dispute. Got through to EDD same day and had answers. Wish I'd known about it from day one instead of wasting 3 weeks trying to call myself.

I work in HR and deal with California EDD claims from the employer side sometimes. Here's what I can tell you about pending issues specifically: When EDD flags a claim as pending it almost always means one of these things needs to happen before they'll release payment: 1. IDENTITY VERIFICATION - If you haven't fully completed ID.me verification linked to your EDD account this will hold everything up 2. WAGE DISCREPANCY - Your reported wages don't match what employers reported to EDD 3. SEPARATION DISPUTE - Your former employer filed a response contesting the reason you left 4. AVAILABILITY QUESTIONS - EDD has questions about whether you're actively able and available for work For any of these, you need to either respond to a notice they sent you OR call and speak with an agent who can tell you which category you're in. The UI Online portal is genuinely unhelpful for diagnosing which issue is causing the hold.

AuthorThis is really helpful, thank you. I completed ID.me when I first filed so hopefully that's not the issue. My employer and I didn't end on bad terms (straightforward layoff) so I'm hoping it's not a dispute. Could it be something I did wrong on my weekly certifications?
0 coins
Alice Coleman
Yes actually - weekly certification answers are a big one I forgot to mention. If you answered a question in a way that flagged a potential issue (like saying you weren't available for work or that you refused work) that can put individual weeks into pending even if the overall claim is fine. Check each week's certification status separately in UI Online.

The ID.me thing tripped me up too. I thought I finished it but there was an extra step that I missed and it sat pending for weeks. Definitely double check that it shows fully verified.

Going to add something practical here - when you call EDD and you actually get through, have this ready before the call: your Social Security number, your EDD Customer Account Number (on any letters from them), the specific week ending dates that show as pending, your employer's name and your separation date. Agents can move way faster if you have all that in front of you and you're not scrambling. Also call right when they open at 8am - afternoon calls almost always end in disconnection.

AuthorGood tip on the 8am thing. I've mostly been calling midday which is probably why I keep getting the high volume message.

The 8am tip is real. I got through in under 20 minutes calling at like 8:03. Same day at 2pm I tried again for a different question and waited over an hour then got disconnected. Morning is DEFINITELY the move.

can i ask a dumb question - when it says pending does that mean you were disqualified or just that they haven't decided yet?? bc i've seen people use those words like they mean the same thing but i thought they were different
0 coins
Alice Coleman
Not a dumb question at all - they are completely different things. Pending means EDD is still reviewing your claim and hasn't made a decision. Disqualified means they made a decision and it was against you. Pending is actually better because it can still go in your favor, but you often need to take some action or provide information to move it forward.

Jackson Carter
oh ok that's actually way better than i thought. thank you for explaining that

Yeah the California EDD portal uses terminology that confuses everyone. Pending, in review, adjudication - these all basically mean your claim is in a holding pattern waiting for resolution. Disqualified and denied are the bad outcomes you want to avoid.

I had the EXACT same situation last year - pending for no apparent reason, couldn't get anyone on the phone, felt like I was losing my mind. What finally worked for me was sending a written inquiry through the Ask EDD portal (ask.edd.ca.gov). I described my situation, asked specifically what was causing the pending status, and included my claim ID. Got a response in about 5 business days that actually told me what the issue was - turns out my former employer had responded to EDD's inquiry about my separation and their version of events differed from mine. Once I knew that I submitted a written rebuttal with my documentation and my claim moved forward. Not the fastest process but at least I finally had answers.

AuthorI didn't even know Ask EDD was an option for this kind of thing. I thought it was just for general questions. I'm definitely going to try this while I also keep trying to reach someone by phone.

It's underutilized for sure. Be specific in your message - don't just say 'why is my claim pending.' Say something like 'my claim has been pending since [date] and I have not received any notices explaining what action is required from me. Can you please advise on the specific issue holding my claim and what steps I need to take to resolve it.' The more specific you are the better the response tends to be.

Just want to make sure OP knows - you should ABSOLUTELY keep filing your weekly certifications even while your claim is pending! A lot of people stop filing because they think there's no point if they're not getting paid, but that's a huge mistake. If and when your pending issues get resolved, EDD will release all the back payments for weeks you certified. If you stop certifying during a pending period, you lose those weeks permanently and can't go back and claim them.

Adrian Hughes
AuthorYes I've been continuing to certify, thank goodness I saw this advice somewhere else before I made that mistake. It's surreal filing every two weeks and just watching the unpaid weeks stack up.

Yes absolutely keep certifying. Those weeks are being recorded and will be paid out retroactively once your issue is resolved. Stopping is one of the most common and costly mistakes people make during adjudication or pending periods.

Has anyone dealt with the situation where you fix one pending issue and then a NEW one pops up?? I swear EDD does this on purpose. Resolved my ID verification issue, waited 2 weeks, then boom - new pending issue for 'wage discrepancy.' Now I'm starting the whole nightmare over again. It's been 11 weeks total and I've received exactly $0.
0 coins
Molly Chambers
Unfortunately this cascading issue situation is really common. Each pending issue is handled somewhat independently and resolving one sometimes just moves you to the next review in the queue. Frustrating but it doesn't mean your claim is doomed - it just means EDD's system is genuinely terrible at communicating the full picture upfront.

11 weeks with no income is not a minor inconvenience. I have a family. This system is broken.

For the wage discrepancy specifically - I'd really recommend using Claimyr to get an agent on the phone (claimyr.com). Wage discrepancies often require you to provide documentation like pay stubs or W2s and knowing exactly what period they're questioning makes a huge difference in what you submit. An agent can tell you the precise dates and amounts in question. It saved me a lot of guesswork.

Something that helped me understand my pending issues better was requesting my complete claim file. You can submit a public records request to EDD for your claim file and they have to send you everything - all the employer responses, all the internal notes, everything. It takes a few weeks but you will know EXACTLY why your claim is pending and what your employer said (if anything). It's a bit of a process but when I did it I finally understood the full picture of my situation.
0 coins
Adrian Hughes
AuthorI had no idea you could do this. How do you submit the public records request? Is there a form on the EDD website?
0 coins
Lilah Brooks
Yes - search 'EDD public records request' and there's a form DE 1564. You submit it by mail or fax. In your request specifically ask for your complete claim file including any employer responses, adjudication notes, and all correspondence. It's your right to have this information.

Alice Coleman
This is excellent advice. A lot of claimants don't realize they're entitled to see exactly what their employer wrote in response to EDD's inquiry about their separation. Sometimes reading that response is eye-opening and helps you craft a much stronger rebuttal.

honestly i feel like every time i talk to a different EDD agent i get different information. one agent told me i needed to fax something, next agent said no just wait, third agent said the fax i sent was never received. how do you even trust what they tell you at this point
0 coins
Molly Chambers
This is a real frustration and it happens because individual agents have different levels of training and some have more access to claim-specific information than others. What I'd suggest: always get the agent's ID number or name, write down exactly what they said and when, and if they tell you to take an action get them to confirm the correct fax number or address from the internal system. Inconsistency is a known California EDD issue.

Sofia Price
getting their id number is a good tip i never thought to ask for that

If you fax anything to EDD ALWAYS keep your confirmation sheet showing successful transmission with the date and time. That's your proof of submission if they ever claim they didn't receive it.

Reading this thread with a huge sigh of recognition. I just want to say that resolving pending issues CAN happen - I had a 7 week ordeal with my California EDD claim pending due to an employer dispute and it did eventually get resolved in my favor. I kept certifying every two weeks, responded to every notice I received, called multiple times to check status (mostly got hung up on lol), and eventually got a determination letter saying I was eligible. Hang in there.
0 coins
Adrian Hughes
AuthorThank you for this. Sometimes just knowing it resolves eventually helps. Did you ever find out what your employer had said that caused the dispute?
0 coins
Owen Jenkins
They basically said I'd been warned about performance issues before the layoff, implying it was misconduct. I submitted my layoff notice and an email from my manager describing it as a business restructuring decision and that was enough to counter their claim. Keep ALL documentation from your employer when you leave a job.

This is why you should never throw away any paperwork from your employer when you're laid off. Layoff letter, emails, anything you have.

For what it's worth - I tried calling EDD for 4 days straight to ask about fixing a pending issue and couldn't get through at all. Finally a coworker told me about Claimyr and honestly I was skeptical but tried it anyway. You can watch how it works at https://youtu.be/JmuwXR7HA10 before committing. I got connected to an EDD agent within the same day, found out my pending issue was an identity question (super easy to fix once I knew), and my payment released the following week. I genuinely don't know how long I would have been stuck without getting that information from a live agent.

One more thing worth knowing about pending issues - there's actually a difference between a claim-level hold and a week-level hold. A claim-level hold means there's a fundamental question about your eligibility that affects the whole claim. A week-level hold means one or two specific certifications had something that triggered review but the overall claim may still be fine. If only certain weeks show as pending and others have released payment, that's actually a more positive sign - it likely means a specific certification answer is in question rather than your whole eligibility.
0 coins
Adrian Hughes
AuthorActually this is helpful context - ALL my weeks are pending not just some of them. So it sounds like a claim-level issue which is more serious?
0 coins
Eli Butler
Yes, that typically means there's something fundamental being reviewed - usually identity verification, wage eligibility, or a separation dispute. Definitely needs a call with an agent to understand exactly what's happening. But claim-level reviews do get resolved all the time - it just requires more active engagement on your part.
0 coins
Alice Coleman
Correct. And claim-level holds can sometimes be resolved faster than you'd expect if you have the right documentation. Don't assume the worst - but do take action rather than just waiting.

Does anyone know if there's a difference between calling the main EDD number vs. the fraud hotline vs. the UI appeals line? I keep accidentally getting connected to the wrong department and then getting transferred and hung up on
0 coins
Molly Chambers
Yes there are definitely different numbers for different purposes. For pending issues on a regular UI claim you want 1-800-300-5616. The fraud line is separate and connecting there won't help with pending claim status. The appeals line is also separate and is only useful if you've already received a formal determination you want to appeal. For resolving pending issues before any determination has been made, stick with the main UI number.

Ian Armstrong
ugh i've definitely been calling the wrong number at least a couple times. no wonder i kept getting weird responses

Marcus Patterson
calling the right number sounds obvious but honestly EDD makes it so confusing to figure out. their website is a maze

Evelyn Rivera
One thing I want to add about the appeals process vs fixing pending issues - these are NOT the same thing and it matters which stage you're in. If your claim is still PENDING (no determination made yet), you're in the resolution phase - you can still provide information and documentation to influence the outcome. If EDD has already issued a DETERMINATION saying you're disqualified, THEN you need to file a formal appeal within 30 days. Many people miss that window because they didn't realize a determination had been made. Check your UI Online account and your physical mail carefully for anything that looks like an official eligibility determination.
0 coins
Adrian Hughes
AuthorI have not received any determination letter yet - still just pending with no official decision. So it sounds like I'm still in the resolution phase where I can provide info and hopefully avoid a disqualification altogether?
0 coins
Evelyn Rivera
Exactly right. Pending without a determination is actually the better position to be in because you can still influence the outcome. Use that time to gather your documentation, get in contact with an agent who can tell you what they need, and respond quickly to any notices. Once a disqualification is issued you're in appeal territory which is a longer process.

Update on my own situation for anyone following along - after posting my experience earlier I want to share that I also went back through all my weekly certification answers and found ONE week where I had accidentally answered 'yes' to being out of the country when I definitely was not. I must have clicked the wrong answer. I called EDD to report the error and they walked me through submitting a correction. Not saying that's OP's issue but definitely worth reviewing every single certification answer carefully.

Adrian Hughes
AuthorOh this is a good reminder - I'm going to go back and review all my certifications carefully tonight. One wrong click could cause all this?
0 coins
Kolton Murphy
Absolutely. Some of those certification questions are really consequential and it's easy to accidentally click the wrong answer especially on mobile. Anything that flags you as unavailable, out of the country, refusing work offers, or having unreported earnings will trigger at minimum a review.

Mobile is the worst for this. The buttons are tiny and it's easy to tap the wrong thing. I always do my certifications on a desktop now just to be safe.

FINALLY got through to an EDD agent today after using Claimyr like people suggested in this thread (claimyr.com). After 11 weeks of zero answers I found out EXACTLY what was causing my pending issues - my former employer had reported my separation date differently than I had, which kicked off an employer inquiry process that was apparently still open. The agent flagged it for expedited review and told me to fax in my termination paperwork. Have not received payment yet but at least I KNOW what I'm dealing with now. genuine question - if i have pending issues can i still look for a different job and report that I got hired somewhere new or does that complicate things
0 coins
Alice Coleman
Yes you can and should continue your job search and absolutely must report any new employment honestly on your weekly certifications. If you get hired and start working you need to report your earnings. If your hours and pay fall below a certain threshold you may still be partially eligible. If you get full time work you would simply stop certifying. Being honest about work activity cannot make a pending issue worse - only misreporting can cause problems.

Marcus Patterson
ok good to know. i've been nervous to report part time shifts i've been picking up but i definitely will now

Report every dollar you earn - always. The penalties for unreported earnings (overpayment notices, fraud flags, repayment demands) are way worse than the reduction in benefits from reporting. Honesty is always the right call.

UPDATE for everyone who helped me in this thread - I used Claimyr this morning (claimyr.com) and got connected to a California EDD agent within a few hours. The agent was incredibly helpful and told me that my pending issue was an identity verification discrepancy - apparently my ID.me verification had completed but there was a mismatch in how my name was entered vs. my legal documentation. She walked me through a quick verification process over the phone and flagged my account for manual ID review. She said I should see movement within 7-10 business days. I'm not paid yet but I finally know exactly how to fix my pending issues on unemployment and what's happening. Thank you all so much for the advice in this thread - especially keeping up with weekly certifications and understanding the difference between pending and disqualified.
