How do I actually speak to representative at EDD - tried everything

I've been trying to speak to representative at EDD for 2 weeks straight and I'm at my breaking point. Called the 800-300-5616 number probably 200+ times, tried the 1-wait-1-1-*** pattern everyone talks about, called right at 8am, avoided lunch hours - nothing works. I either get the 'too busy' message or when I miraculously get on hold after 45 attempts, the call drops after 90 minutes. My claim has been pending for a month and I desperately need to speak to representative about missing wages. Has anyone actually gotten through recently? What am I doing wrong?
