EDD claim expired, $6,100 balance left. Need help reopening with Tier 2 specialist

Hey everyone, I'm in a bit of a pickle. My unemployment claim expired and I didn't get the last $6,100 I was supposed to receive. I need to talk to a tier 2 specialist to reopen my old claim. Has anyone been through this? Any advice on what to say when I finally get through to someone?
