EDD Interstate Claim form link broken - how to file unemployment when laid off from out-of-state job?

Just got laid off from my job in Nevada last week but I'm a California resident. Been trying to figure out how to file an interstate claim but I'm hitting a wall. When I go to the EDD website and click the link for the interstate claim form (DE 2389), it gives me a 'page not found' error. Has anyone successfully filed an interstate claim recently? I'm worried about not being able to get benefits since I worked in a different state, but I've been paying into the system for years. Any help on where to actually find this form or if there's another way to apply would be awesome - rent is due in 3 weeks and I'm starting to panic.

Really? Are you sure that works? I read somewhere that there's a specific process for interstate claims and I don't want to mess it up and delay things even more.

You actually don't need the DE 2389 form anymore. Interstate claims are now handled through the regular UI Online application system. When you file your claim, just indicate that you worked out of state. The system will ask for your employment details including the state where you worked. California EDD will contact Nevada's unemployment department through something called the Interstate Connection Network (ICON) to verify your wages. It can take a bit longer to process interstate claims (about 2-3 weeks instead of the usual 1-2 weeks) because they need to communicate with the other state. Make sure you have your Nevada employer's information ready when you apply, including their complete address and your employment dates.

Thank you so much! This is super helpful. I was stressing out thinking I needed that specific form. Do you know if there's anything special I need to do for the work search requirements since my most recent job was in Nevada?

I went through this exact situation last year when I got laid off from my job in Oregon. The confusion happens because EDD's website still has some outdated info and broken links (typical EDD tech issues, right?). Here's what you need to do: 1. File a regular UI claim through UI Online 2. When asked about employment history, enter your Nevada employer info completely 3. Make sure to indicate it was an out-of-state employer 4. You'll get a message saying your claim requires additional review - that's normal After I applied, my claim was pending for about 3 weeks while they verified with Oregon. Then everything processed normally. Follow the certification schedule they give you even while waiting for approval.

I HATED dealing with interstate claims!!! The EDD website is COMPLETELY USELESS and full of broken links. I worked in Arizona and it took TWO MONTHS to get my first payment because they kept saying they needed to verify with Arizona dept but nobody would tell me what was happening! The whole interstate system is broken and nobody at EDD knows how to help when there's problems!!!

If you need to actually reach an EDD rep about your interstate claim, try using Claimyr. It helped me get through when I had an interstate claim issue that wasn't resolving. Their system connects you directly to an EDD agent instead of dealing with the busy signals. I found them at claimyr.com and they have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km Saved me hours of frustration when my interstate claim from Washington wasn't processing correctly and I needed someone to manually review it.

Hey so when I applied after working out of state they asked me for wage verification docs since they couldn't automatically verify with the other state. Maybe have your paystubs ready just in case they ask for them? They gave me like 10 days to upload them or my claim would be denied.

That's good to know, I'll gather all my paystubs tonight. Last thing I need is more delays because I couldn't find the documents fast enough.

For interstate claims, you can apply to jobs in either state (or any state) to meet your work search requirements. The important thing is documenting that you're actively looking for suitable work. If you're planning to move to Oregon while on California benefits, make sure to update your address in UI Online and continue certifying as normal. Your benefits won't be affected by your move as long as you remain eligible and continue with your work search activities.

Update: I filed my claim today using the regular UI Online application like you all suggested. It did ask for my Nevada employer information and had a checkbox to indicate it was out-of-state employment. The system accepted my application and gave me a confirmation number. Now I just have to wait for them to process it and hopefully contact Nevada without any issues. Thanks everyone for your help!

Great! Expect it to sit in pending status for a bit longer than usual while they verify with Nevada. If it goes beyond 3 weeks without any update, that's when you might want to try contacting them. Fingers crossed it goes smoothly!
