California EDD unemployment claim after minimum wage job loss - what to expect?

So I got laid off from my retail job last month and I'm trying to wrap my head around what happens with my California EDD claim now. I was making minimum wage working about 32 hours a week, and when my employer cut back hours to almost nothing before eventually letting me go, I had no idea the unemployment markets where they create a situation where minimum wage workers basically fall through the cracks. Like my base period earnings were already on the lower end, and now I'm fighting to make sure my weekly benefit amount actually covers anything meaningful. I filed my initial claim about three weeks ago and it's been sitting there. My UI Online account shows my claim is 'pending' with no explanation. Has anyone else gone through this after a minimum wage job? Do I still need to be doing the full job search activities even while things are pending?

Yes you absolutely still need to complete your job search requirements even while your claim is pending. California EDD expects you to be actively looking for work - that means at least 3 employer contacts per week. Don't stop filing your weekly certifications either. A lot of people make the mistake of waiting for their claim to get approved before they start their weekly claims and then they lose out on weeks of benefits they were owed.

0 coins

Oh wow I did NOT know that. I've been waiting to hear back before doing anything. So I should be logging job search contacts right now even though I don't know if I'm approved?

0 coins

Yes 100% this. File every week no matter what. When the claim gets approved they pay out all the back weeks you certified for.

0 coins

Same thing happened to my cousin, she waited 6 weeks thinking she had to be approved first and lost like $2,400 in back pay because she had gaps in her weekly certifications.

The pending status after a minimum wage job situation can sometimes mean they're verifying your base period wages. Since your earnings were on the lower end it's possible California EDD is cross-referencing your employer's payroll records. Usually resolves within 3-5 weeks but there's no guarantee. Have you received any notices in your UI Online inbox or by mail?

I got one letter that said something about identity verification which I completed online. Nothing since then.

0 coins

identity verification taking forever is a nightmare ughhh

0 coins

Good that you completed the ID.me verification. That step being done should help move things along. Sometimes the pending status after verification just means a manual review queue - not necessarily anything wrong with your claim.

I went through almost the same thing last year after losing a minimum wage gig. The phone situation with California EDD was honestly the worst part. I called probably 40 times over two weeks and either got the busy signal hangup or waited on hold for over an hour before getting disconnected. Someone in another thread told me about Claimyr - it basically gets you through to an actual California EDD agent without you having to sit there redialing all day. I was skeptical but it genuinely worked. Got connected to a rep in like 2 hours who explained exactly why my claim was pending. You can check it out at claimyr.com and there's a video showing how it works at https://youtu.be/JmuwXR7HA10

0 coins

I've been having the exact same problem with the phones!! I literally set an alarm for 8am and still can't get through. Will look into this, thank you.

0 coins

does that actually work? seems too good to be true honestly

0 coins

I thought the same thing but yes it's legit. Got through to EDD and they confirmed my claim was in adjudication queue and gave me an estimated timeline. Way better than spending days redialing.

0 coins

gonna try this today my claim has been pending for 5 weeks with zero communication from edd

Something important about minimum wage claims specifically - California's WBA (weekly benefit amount) is calculated as roughly 60-70% of your earnings during your highest earning quarter in the base period, up to the maximum. For minimum wage workers this often means benefits in the $180-$240 weekly range depending on your hours. That's a significant drop in income obviously but it's worth understanding how the math works so you know what to expect when payments finally start.

0 coins

So if I was making about $1,600 a month my benefit would be somewhere around that range? That's honestly less than I hoped but better than nothing I guess.

0 coins

Roughly yes. The exact calculation uses your highest quarter wages divided by 26, then that 60-70% formula applies. California EDD's UI Online actually has a benefit calculator you can use to get a closer estimate based on your actual quarterly wages.

0 coins

mine came out to $217 a week after a min wage job and it barely covers rent but at least edd approved it within 4 weeks

0 coins

THE PHONE SYSTEM IS DESIGNED TO MAKE YOU GIVE UP. I am not joking. I lost a minimum wage warehouse job in February and spent LITERAL WEEKS trying to get someone on the line at California EDD. Get disconnected. Call back. Busy signal. Wait 3 hours. Disconnected again. It is absolutely maddening and they know it. Sorry OP you're not alone in this nightmare.

0 coins

This is exactly what I'm experiencing and it makes me feel like I'm doing something wrong when really it's just the system being broken.

0 coins

same energy. i've been dealing with edd for 8 months off and on and the phones never get better

0 coins

It's genuinely one of the most frustrating bureaucratic experiences in California. The volume of claims they process is enormous. Not excusing it just explaining why the hold times are what they are.

0 coins

quick question - are you on standby status or regular UI? because if your employer might bring you back the standby option means you don't have to do the job search contacts. might be worth asking edd about if there's any chance your employer reduces more hours or recalls you

0 coins

No I was officially terminated, no chance of going back. So regular UI I think?

0 coins

yeah then definitely regular UI and you need those job search contacts. just making sure because a lot of people in retail don't realize standby is even an option when it applies

0 coins

Good point on standby. OP since you're fully terminated that doesn't apply here but worth knowing for others reading - California EDD standby status lets you pause job search requirements if you have a reasonable expectation of returning to your employer within 60 days.

I went through unemployment after a minimum wage food service job and honestly the hardest part was the job search log. I was so stressed about my claim being approved I forgot to actually write down my employer contacts and then panicked thinking EDD would audit me. Just keep a simple spreadsheet or even a notes app on your phone logging every application - date, company name, position, how you applied. Simple but saved me so much stress when I did a weekly certification.

0 coins

That's a really good idea actually. I've been applying places but not writing any of it down formally. Starting a spreadsheet today.

0 coins

Google Sheets works great for this. I had columns for date, employer, position, contact method, and outcome. When EDD randomly asks you to verify your job search during an audit you'll be so glad you have it.

0 coins

does edd actually audit job search stuff? i didnt know that was a thing

0 coins

Something nobody told me when I first filed - make sure your contact information in your California EDD account is absolutely current. Like double check your mailing address AND your email. I missed an important adjudication notice because my old apartment address was on file and they sent a physical letter I never received. Cost me like 3 extra weeks of delay before I figured out what happened.

0 coins

Oh no I haven't double checked this. Going to log in right now and verify everything. Thank you for mentioning this.

0 coins

Also check your UI Online inbox specifically - some notices only go there and not to your email. It's buried but there's a separate inbox inside the portal.

0 coins

THIS. EDD will send you a critical notice and then claim you were notified even though nobody could find it. Check every possible inbox every few days.

0 coins

For anyone else reading this thread who's been on hold forever or can't get through - I mentioned Claimyr earlier and want to add that when I used it the agent I reached was actually able to tell me there was a specific issue flagged on my claim that wasn't showing on UI Online at all. So it's not just about convenience it's about getting information the online portal doesn't surface. claimyr.com has the info if you want to check it out.

0 coins

ok wait so you're saying there was a flag on your claim that wasn't showing on the website? that's actually scary to think about

0 coins

Yeah it was a wage verification discrepancy between what I reported and what my employer's records showed. Tiny difference but it had put my claim in a manual review queue. The agent fixed it during the call. Never would have known without actually getting through to someone.

0 coins

this happened to my brother too, claim was stuck because of a wage mismatch and the website just said pending forever. makes me wonder how many peoples claims are stuck for fixable reasons

0 coins

One more thing worth understanding about minimum wage unemployment in California - the state minimum wage is currently $16.50/hour (or higher in some localities) and this actually matters for your claim because it affects your base period calculation. If your employer was paying you correctly, your quarterly wages should reflect those hours x $16.50. If you're getting a benefit amount that seems too low it's worth requesting an explanation from California EDD about how your WBA was calculated.

0 coins

I didn't realize I could request an explanation of the calculation. How do I do that?

0 coins

You can call California EDD and ask a rep to walk through your base period wages and WBA calculation with you, or you can file a written request. If you think there's an error in the wage records they used you actually have the right to appeal the benefit amount specifically.

0 coins

wait you can appeal the weekly benefit amount itself?? I thought appeals were only for disqualifications

0 coins

ok semi off topic but minimum wage workers get the worst deal in unemployment because even when you DO get approved the benefit amount barely covers anything and then people are trying to survive on like $200 a week while job searching which costs money too (transportation, interview clothes, etc). The system was not designed with low-wage workers in mind and it shows

0 coins

THANK YOU. Finally someone saying it. The replacement rate for minimum wage workers relative to actual living costs in California is basically insulting.

0 coins

I hear the frustration and it's valid. For what it's worth there are some county-level programs in California that can supplement UI for low-income claimants - worth looking into your local workforce development board for resources.

0 coins

Yeah CalWORKs, SNAP, and some local rental assistance programs can stack with UI benefits. Doesn't fix the underlying problem but can help bridge the gap while you're job searching.

0 coins

To answer the original question about job search requirements - yes you need to be doing them now. 3 employer contacts per week minimum, and California EDD has been stricter about this post-COVID. What counts as a contact: submitting an application, attending an interview, contacting an employer directly about job openings, attending a job fair. What does NOT count: just browsing job listings online without applying, updating your resume without sending it anywhere. CalJOBS registration is also required - make sure you've set that up if you haven't already.

0 coins

I didn't know about CalJOBS! Is that separate from the UI Online account? How do I sign up?

0 coins

Yes it's completely separate - CalJOBS is at caljobs.ca.gov and it's the state's job matching and workforce development system. California EDD requires you to register there as part of your job search requirements. It takes maybe 20-30 minutes to set up your profile.

0 coins

some EDD offices also require you to attend a reemployment workshop if you're expected to be on UI for more than a few weeks. you'll get a notice if that applies to you

0 coins

been on hold trying to get through to california edd for literally 3 weeks about my own pending claim and finally caved and used claimyr yesterday. not gonna lie I was skeptical reading about it in forums but it actually connected me to an edd rep. she told me my claim needed a phone interview scheduled and nobody had reached out to me about it. would have been stuck indefinitely otherwise. check it out at claimyr.com if you're going in circles trying to reach someone

0 coins

ok this is the third mention of claimyr in this thread and i'm finally going to try it lol

0 coins

This is exactly the kind of thing I'm worried about - some issue existing that I can't see online. Did she schedule the phone interview during that call?

0 coins

Yes she scheduled it right then. Interview was 4 days later and my claim was approved within a week after that. The whole time I had no idea a phone interview was even required.

0 coins

Something that helped me when I was in the same boat - screenshot EVERYTHING in your UI Online account. Like take screenshots of your certifications after you submit them, screenshot any notices, screenshot your claim status. I know it sounds paranoid but California EDD has had technical issues where submitted certifications didn't process correctly and having documentation saved my payments twice.

0 coins

This is a great tip. I never thought to do this but it makes total sense. Also saving confirmation emails from job applications for the same reason.

0 coins

Exactly. And when you certify for your weekly benefits write down the confirmation number they give you at the end. That number proves your certification was received.

0 coins

confirmation numbers are so important. i once had EDD tell me they had no record of my certification and i had the number right there and suddenly they found it

0 coins

genuine question - does the type of industry matter for how long adjudication takes? like retail vs. food service vs. office jobs? asking because I've heard different things

0 coins

Industry generally doesn't affect adjudication timing directly. What affects it: whether your employer contests the claim, whether there are wage verification issues, whether you had any separations from employment within your base period beyond the most recent job, and overall claim volume at EDD.

0 coins

One exception - if you were in an industry with specific licensing requirements (like security or healthcare) there can sometimes be additional verification steps. But for retail/food service/warehouse type minimum wage jobs that's generally not a factor.

0 coins

ok good to know. my claim is retail too and it's been 4 weeks pending so just trying to understand if it's normal

0 coins

update us when something happens OP!! I love when these threads get a resolution. also solidarity to everyone else stuck in EDD purgatory with a pending claim. the waiting is genuinely one of the more stressful things I've experienced and people don't understand unless they've been through it with minimal savings trying to survive

0 coins

Will definitely update. Currently at week 3 pending, completed ID verification, registered for CalJOBS, doing my weekly certifications and job search contacts. Trying to stay patient.

0 coins

Fingers crossed for you. Sounds like you're doing everything right which matters. A lot of claims that stay stuck are because people miss a step and don't know it.

0 coins

you've got this. the system is slow but if your claim is legit it usually does come through eventually

0 coins

Just to circle back and confirm for OP and anyone else reading - the complete checklist for a minimum wage UI claim in pending status: 1) Complete any requested verifications including ID.me, 2) Register on CalJOBS and create your profile, 3) File weekly certifications every week without gaps even while pending, 4) Log minimum 3 employer contacts per week in your job search log, 5) Check UI Online inbox AND physical mail every few days, 6) Keep all certification confirmation numbers. If your claim is still pending after 6 weeks with no communication, that's when you need to escalate by speaking to an actual California EDD rep.

0 coins

This is incredibly helpful to have in one place. Saving this comment. I'm going to use one of the services mentioned in this thread to actually get through to someone if week 5 comes and I still have nothing.

0 coins

Solid checklist. Would add - if you do get through to EDD and they tell you your claim needs additional information, ask specifically WHAT information and get a reference number for the call.

0 coins

Also worth adding - if you receive a Notice of Determination (DE 1080CZ) that partially or fully denies your claim, you have 30 calendar days from the mail date to file an appeal. Don't miss that window even if you plan to resolve it informally.

0 coins

this thread has been actually so helpful im bookmarking it. going through almost same thing right now, minimum wage job, pending claim, can't get anyone on the phone. nice to know other people get through it eventually

0 coins

right? EDD forums are honestly the most useful resource because actual people going through it know more than the official website tells you

0 coins

solidarity. we're all in the edd waiting room together

0 coins

Good luck to you too. We'll get through it!
