Have you tried going to an EDD office in person? Sometimes face-to-face is the only way to get things sorted out with these bureaucrats.

I've been dealing with this exact issue for THREE MONTHS. It's ridiculous. I finally got through on the phone after calling 50+ times a day for a week straight. The agent told me there was a glitch in their system that was causing the online registration error for some people. They had to manually override it on their end. My advice: 1. Keep calling. It sucks, but it's the only way. 2. When you get through, ask them to check for this specific glitch. 3. Have them update your info in the system while you're on the phone. 4.
