I went through this exact same issue a few months ago! Here's what worked for me: I ended up going to the EDD website and creating an online account (if you don't have one already). From there, I was able to access most of the forms I needed digitally. Also, try calling first thing in the morning around 8am - I had better luck getting through then. If the PFL form specifically isn't available online, you can also try visiting your local EDD office with your ID and any documentation about your claim. Have you tried contacting your local assembly member's office? They often have caseworkers who can help with EDD issues. I had success with this approach when I was stuck in a similar situation. They can sometimes get through to the right people faster than calling directly. Also, document everything - dates you called, times, any reference numbers. It helps when you finally do get through to someone!
