EBT card skimmed - Yolo County not responding to diabetic's emergency replacement request

So my CalFresh EBT card was skimmed last week - woke up on the 7th to find my entire $378 monthly benefit wiped out. Filed the theft report immediately that morning. It's now been 6 days and NOTHING from Yolo County. Called again today explaining I'm diabetic and literally cannot go without food (blood sugar is all over the place). Asked if they could expedite the replacement benefits since this is a medical necessity. The worker just said 'we're processing in order received' and couldn't tell me when I'd get my benefits back. I have no car to get to food banks and none of them deliver in my area. Does anyone know how/when they actually inform you about stolen benefit replacement? Do they call or send something in the mail? Or just randomly reload the card? I'm seriously worried and running out of options here.

I had my EBT skimmed back in February in Sacramento County. They should replace the benefits within 10 days of your theft report according to state regulations. For me, they didn't call or anything - the replacement funds just showed up on my card on day 9. Make sure you've also reported it to the EBT customer service line (not just the county) and gotten a new card issued with a new PIN. The county should have offered an expedited replacement given your medical condition - that's concerning they didn't. When you called, did you specifically mention you have 'no food resources' due to the theft? That exact phrasing sometimes triggers different protocols.

Thank you for this. No, I didn't use those exact words 'no food resources' - just explained I was diabetic and couldn't go without eating properly. I did report to EBT customer service and already got a new card, but there's nothing on it yet. I'll try calling again tomorrow and use that exact phrasing. 10 days feels like forever when you're worried about your blood sugar levels. Really disappointing that Yolo County treats this so casually.

Yolo County is THE WORST!!!! My sister had the same thing happen last year and they took almost 3 weeks to replace her benefits. They just don't care about us!! Try calling ur assembly person's office, sometimes they can light a fire under these lazy workers.

3 WEEKS?! That's insane and definitely not following the regulations. I'm going to try calling my assembly person tomorrow morning. That's a really good suggestion, thank you.

I work for a different county, so I can tell you the official process. California has a 10-day replacement requirement for skimming cases once a theft form is completed. However, if you have an immediate need due to a medical condition like diabetes, you can request what's called a "Hardship Accommodation" under the Americans with Disabilities Act. Call back and specifically request to speak with an ADA Liaison or supervisor about an ADA accommodation for your diabetes. Document who you speak with and when. Also, verify they actually have your theft form on file - sometimes they get lost in the shuffle. You might want to try Claimyr (claimyr.com) to get through faster - they help connect you directly to workers without the long hold times. They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8. I've heard clients say it really helps when you're dealing with urgent situations like this.

This is incredibly helpful information! I had no idea about the "Hardship Accommodation" option. I'll definitely ask for an ADA Liaison tomorrow. And I'll check out that Claimyr service - the hold times have been ridiculous (over an hour yesterday before I got disconnected). Thank you so much for this specific advice.

I've been checking the CONNECTEBT website obsessively, multiple times a day. Still shows $0 balance. But good to know they might not notify me when it's reloaded.

Unfortunately this is happening way too often these days. I recommend checking if there's a mutual aid group in your area - many cities have Facebook groups or community organizations that can deliver emergency food to people with health conditions. Also, try calling 211 - they might be able to connect you with diabetic-friendly emergency food resources that do deliver. As for notification, in my son's case (different county), they just reloaded his card with no notice at all. It's so frustrating that the county doesn't seem to understand the severity of your situation.

I hadn't thought about mutual aid groups. I'll definitely look into that and call 211 today. This has been such a stressful experience. It's crazy that they don't at least send a text message when benefits are restored - it would be so simple for them to implement!

BECAREFUL about what ur posting here!!! Scammers look for people talking about EBT problems and then they DM you pretending to be from the "EBT office" offering to "help" you but its all a scam to get your info!!! happened to my cousin last month!!! NEVER give card # or PIN to ANYONE who contacts you!!!

Oh wow, thanks for the warning. I've actually gotten a couple weird DMs already that I ignored. I would never give out my card info to anyone, but it's good to know scammers are actively looking for victims this way.

might be late to this but when my benefits got stolened they sent me a letter in mail telling me when they'd be replaced. took about 2 weeks total. the letter came like 4 days before the money showed up. also did they give u new card? cuz if ur using same card the scammers might just steal it again when u get new benefits

Thanks for sharing this. It helps to know what to expect. Yes, I did get a new card with a new number and PIN. The customer service rep on the fraud line told me to do that right away. So frustrating that we have to deal with these scammers on top of everything else.

Just checking back - any updates? Were you able to get through to Yolo County with the ADA accommodation request? Hope you were able to get some emergency food assistance in the meantime.

Yes! Finally some progress. I called using that Claimyr service someone mentioned and got through in about 10 minutes instead of waiting forever. Asked specifically for an ADA accommodation and mentioned having "no food resources" as you suggested. The supervisor approved an emergency replacement of my benefits! They're being loaded tomorrow. Thank you so much for your advice - it really made the difference. I also found a local diabetic support group through 211 that delivered some emergency supplies yesterday. Really appreciate everyone's help here.
