EBT card skimming took my CalFresh benefits - how long until funds restored?

I just discovered someone cleaned out my CalFresh EBT card yesterday - all $847 for my family of 4 is GONE! The transactions were made at stores I've never even been to, 30 miles from where I live. I called the EBT customer service line immediately to report it and they said they'd investigate, but couldn't tell me how long it would take to get my benefits back. Has anyone else had their CalFresh benefits stolen through skimming? How long did it take for your claim to be processed and money returned? My kids need to eat and I'm freaking out right now. The worker said to contact the county office too, but they never answer their phones!

12 days?? That's so long! Did you have to keep calling them to check on it or did they just notify you when it was done? I'll file a police report tomorrow.

I work as an advocate and unfortunately EBT skimming has become extremely common in California. The process typically takes 10-30 days depending on your county. Here's what you need to do: 1. File a police report (get case number) 2. Contact your county CalFresh office with the police report number 3. Ask for emergency replacement benefits while your claim is processed 4. Request a new EBT card with a PIN that's not easy to guess 5. Check BenefitsCal for updates on your claim status Most counties are now offering emergency replacements within 3-5 days while they investigate the full claim. The complete investigation takes longer but you shouldn't have to wait for food assistance.

Thank you so much for this detailed info! I didn't know I could get emergency replacement benefits. Do I need to go in person to request those or can I call? The CalFresh office is an hour away by bus.

You can request emergency replacements by phone, but getting through to the CalFresh office can be difficult. Make sure to clearly state that you're experiencing a "hardship due to benefit theft" and need immediate assistance. You might need to provide a statement about having no other resources for food.

Oh no, I didn't think about that! I've never shared my card with anyone. Do you know if they approved her claim eventually or did they just deny it completely?

I had this happen in January 2025. The county worker told me they're seeing a huge increase in EBT skimming. My claim took 22 days to process, but I was able to get emergency replacement benefits after 4 days. One thing I learned - if you're unable to reach anyone at the county office by phone (which is extremely common), try using Claimyr.com. It's a service that gets you through to a real person at government agencies without waiting on hold for hours. You can see how it works here: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 It helped me get connected to a worker who could actually process my emergency benefits request right away instead of waiting for someone to return my voicemail.

Thank you so much for this suggestion! I've been trying to call all morning without getting through. I'll check out that service because I really need to talk to someone ASAP. Did you have to submit any special forms for the emergency benefits?

They had me submit a signed statement describing when I discovered the theft and confirming I didn't authorize the transactions. I did this electronically through BenefitsCal after speaking with the worker. The emergency benefits were loaded onto my new card within 48 hours after that.

This is becoming a HUGE problem! The county offices are totally overwhelmed with skimming cases. Here's what's frustrating - they KNOW their system is vulnerable but won't implement chip cards like regular debit cards have!!! I was told by a worker that over 50% of their calls are now about skimming. I got my money back after 18 days but only because I called EVERY SINGLE DAY. Be persistent!!

yes!! why dont they have chips yet?? my regular bank replaced my card in 2 days when it got skimmed but ebt takes forever

i had my benefits skimmed twice last year and weirdly it was different timing each time? first time took almost a month but second time was only like 9 days. i think it depends on how busy they are with claims. definitely apply for emergency benefits though, they can give you partial benefits while you wait for the investigation

That's so frustrating it happened to you twice! Did you do anything different to protect your card after the first time? I'm worried about this happening again even after I get a new card.

after first time i started checking my balance every day on the app so i could catch it faster. also i only use my card at grocery stores now, no more gas stations or atms cause those have more skimmers. and i change my pin every month now

When this happened to me, I called the county office 5 times without getting through. Finally went in person and found out they had a special Benefit Theft Response Team that handles these cases faster. Ask specifically if your county has one! Mine took 15 days total but I got emergency benefits within 3 days of visiting the office. They replaced 60% immediately and the rest after the investigation. Also, they might ask if you used your card at certain types of stores - apparently skimming devices are more common at certain retailers. Be honest about where you've used it.

I hadn't heard about specific Benefit Theft Response Teams! I'll definitely ask about that. Do you remember what documentation you needed to bring to the in-person visit? I want to make sure I have everything ready if I need to go in.

Bring ID, your EBT card (even though it's been compromised), any police report information, and a list of the fraudulent transactions with dates/amounts if you have them. They had me fill out a form declaring under penalty of perjury that I didn't authorize the transactions. They might also ask about your normal shopping patterns to compare with the fraudulent purchases.

Quick update on this issue: Starting in March 2025, California CDSS implemented new policies regarding benefit theft. They're now required to provide emergency replacement benefits within 5 business days for households experiencing hardship. The full investigation still takes 15-30 days, but you shouldn't go without food assistance during that time. Make sure to specifically request the emergency replacement under the new policy.

This is such helpful information! Is there any specific policy number or name I should mention when I request the emergency replacement? I want to make sure I say the right things when I finally get through to someone.

Yes, reference "ACIN I-15-25" (All County Information Notice) when you speak with them. This is the policy letter that directs counties to expedite replacement benefits for theft victims. Having this specific reference can help if you encounter any resistance.

I'm so sorry this happened to you! EBT skimming has become such a nightmare for families. I went through this exact situation 3 months ago - $623 stolen from my card overnight. Here's what I learned that might help you: 1. Document EVERYTHING - take screenshots of your BenefitsCal account showing the fraudulent transactions, write down exact dates/times/amounts 2. When you call, ask to speak with a "case manager" or "supervisor" - regular customer service can't always process emergency benefits 3. If they give you a claim number, write it down and reference it in every call 4. Check your account daily going forward - I caught my second attempted fraud within hours because I was monitoring it My emergency benefits took 6 days (this was before the new March policy) and full restoration took 19 days. The stress is awful but most people do get their money back. Stay persistent and don't let them brush you off. Your family deserves to eat while they investigate!

Thank you so much Paolo! This is incredibly helpful. I'm definitely going to document everything and ask specifically for a case manager. I didn't know about asking for a supervisor either - that's a great tip. It's reassuring to hear that most people do get their money back eventually, even though the process sounds really stressful. I'm going to start checking my account daily once I get my new card too. Did you have any trouble getting through to someone who could actually help, or did the supervisor/case manager approach work right away?
