CalFresh EBT fraud wiped out my entire month's benefits - any way to get it back?
I just had the worst experience with my CalFresh EBT card and I'm desperate for help. Someone somehow stole ALL of my February benefits ($1,075 for my family of 4) overnight! I checked my balance yesterday and everything was there. This morning I went to buy groceries and the cashier said I only had $3.42 left! When I checked the transaction history, there were purchases made 200 miles away from where I live at stores I've never been to. I called the EBT customer service line and they said they can't do anything about stolen benefits and there's no fraud protection?! How is this possible? My physical card is still in my wallet! Has anyone else dealt with this? Is there ANY way to get these benefits back? My kids are counting on this food and I don't know what to do now.

I'm so sorry this happened to you. Unfortunately, this is a growing problem with CalFresh EBT cards. They use outdated magnetic stripe technology without chip protection, making them easy targets for skimmers. You need to report this to your county office immediately, not just the EBT customer service line. Ask specifically for a "benefits replacement due to theft" investigation. They might be able to help in cases where the physical card was still in your possession. In the meantime, reach out to local food banks - most counties have emergency food assistance programs that can help bridge the gap. Also, file a police report ASAP as your county worker will need that documentation.

•Thank you so much for the information. I didn't know I needed to contact the county directly! I'll try calling them right away. Do you know if there's a specific form I need to fill out for the "benefits replacement due to theft" or do I just explain the situation to them?

•I'm so sorry about your sister! That's exactly what I'm afraid of. Did she try contacting the county office directly or just the EBT customer service? I'm going to try 211 right now, thanks for the suggestion.

This is why I always empty my EBT card right when benefits load and buy shelf-stable stuff. Can't steal what's not on the card!

•That's not always practical for everyone, especially families who need fresh foods throughout the month. But it is one strategy some people use to protect their benefits. The real issue is that California hasn't updated EBT card security like regular debit/credit cards with chips and tap-to-pay features.

I work with a community organization that helps CalFresh recipients, and unfortunately this is becoming extremely common. The state hasn't implemented proper security measures despite the rise in EBT theft. Here's what you need to do: 1. Report to county office IMMEDIATELY (not just EBT customer service) 2. File a police report - get a case number 3. Ask specifically for form CF 303 "Request for Replacement" 4. Provide all transaction details showing the fraudulent purchases 5. Request a new card with a different number California does have a process for replacing stolen benefits, but it's not guaranteed and there are strict timeframes. You must report within 10 days of discovering the theft. The county investigates each case individually. While waiting, contact your local food bank and ask about emergency food assistance programs.

•Thank you so much for this detailed information! I didn't know about form CF 303. I'll call my county office first thing in the morning (they're closed now) and follow these exact steps. I really appreciate the help - this gives me some hope that we might get our benefits back.

THE STATE KNOWS THIS IS HAPPENING AND DOES NOTHING!!!! i had $892 stolen last year and spent WEEKS trying to get it back. called and called and called and got nowhere. they say its "federal policy" that they cant replace stolen benefits but thats BS because other states DO replace them!!! the whole system is rigged against us!!!

•You're right that it's frustrating, but there has been some progress. In October 2024, California actually did implement a limited benefits replacement program following federal changes. It's not perfect - they only replace up to two months of fraudulent transactions per year and there's a lot of paperwork. But it is possible now, unlike before. The key is getting to your county worker directly and submitting all the required documentation within their timeframes.

I spent THREE DAYS trying to reach someone at my county office about this exact issue last month. Kept getting disconnected or told to call back later. Finally I found this service called Claimyr that got me through to a real person at the county in under 10 minutes. They basically wait on hold for you then call you when they have a live worker. Saved me hours of frustration! Their website is claimyr.com and they have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 Once I actually talked to my worker, they told me about the new theft replacement process. I had to submit the police report and fill out their forms, but I did end up getting about 80% of my stolen benefits back after 3 weeks.

•Thank you for sharing this! I've been trying the county number all morning and can't get through - just endless holds and then disconnects. I'll definitely check out that service. And it's encouraging to hear you actually got most of your benefits back! Did they explain why it was only 80% and not the full amount?

•They said something about only being able to replace benefits that were stolen through electronic theft (like skimming) and not if someone had your physical card or PIN. Since some of the transactions used the PIN, they couldn't replace those ones. Definitely worth trying though! And seriously, use that service to reach them - otherwise you'll waste days on hold like I did.

•They dont actually track down the thieves lol. They can see where the card was used but the police dont care about EBT theft. Ive been through this twice and they just take a report and do nothing. The stores have cameras but nobody ever checks them.

As someone who's helped several clients with this issue, I want to clarify some information: 1. Yes, California now has a limited EBT theft reimbursement program as of October 2024 2. You must report the theft within 10 days of discovery 3. You need to submit form CF 303 along with a police report 4. The county can replace benefits stolen via skimming/electronic theft (not PIN-based transactions) 5. There's a maximum of two months of replacements per federal fiscal year 6. Processing time is typically 15-30 days The most critical factor is documenting everything and following up persistently. Many county workers aren't fully trained on the new replacement program yet, so you might need to specifically mention "Administrative Notice 24-12 regarding EBT benefit theft replacement" to get to the right person. Also, request a PIN change and new card immediately to prevent further theft.

•Thank you for this detailed information! I've been trying to reach my county office all day without success. I'll definitely mention that Administrative Notice when I finally get through. Do you happen to know if there's an online way to submit the CF 303 form? Or does it have to be done over the phone or in person?

•Unfortunately, the CF 303 still requires a signature, so it can't be submitted entirely online. However, you can download the form from the CDSS website, fill it out, and then either: 1. Upload the signed form through your BenefitsCal account under "Submit Verification" 2. Email it to your county office (if they accept emails) 3. Fax it 4. Bring it in person I recommend option #1 or #4 for fastest processing. And make sure to follow up by phone after submitting to confirm they received it!

Update on this issue: The state recently announced additional EBT security measures rolling out in 2025. They're finally adding chip technology to new cards and implementing transaction alerts via text message. But that doesn't help right now, unfortunately. One thing I didn't see mentioned - if you're approved for replacement benefits, make sure you request a new card with a different card number before those replacement benefits are loaded. Otherwise, if your card information was compromised through skimming, thieves could potentially access the replacement benefits too.

•I had no idea they were finally adding chip technology - that's long overdue! And thank you for the tip about getting a new card before replacement benefits are loaded. I wouldn't have thought of that. I was able to reach my county worker today (after many tries) and they're sending me the CF 303 form. Fingers crossed this works out!
