EBT card keeps getting declined with 'technical issues' message - can't access CalFresh benefits

So frustrated right now! My CalFresh benefits were loaded onto my EBT card 3 days ago according to my BenefitsCal account, but every time I try to use it at the grocery store it gets declined. Tried at 3 different stores and even the ATM just to check the balance, and I either get 'card declined' or some message about 'technical issues'. Called the number on the back of the card twice but got stuck in that automated system that just tells me my balance (which shows the full $427 is there!) but doesn't explain why I can't access it. My kids are hungry and I really need to buy groceries. Has anyone else had this problem recently? Is the whole EBT system down or something? Any ideas on how to fix this without waiting on hold with the county for 5 hours?

same thing happened to me last week!! so annoying. did u try entering ur pin really slowly? sometimes the machine cant read it if u go too fast

Yeah, I tried that... even had the cashier enter it for me at one store. Still no luck. Did yours eventually start working again or did you have to do something to fix it?

OMG the EBT system is SO GLITCHY lately!!! I swear they do this on purpose to make it harder for us to use our benefits. When this happened to me I had to go to the county office IN PERSON which took my entire day and three bus transfers just to get a new card. The worker acted like I was trying to scam them or something. The whole system is broken!!

Ugh I really hope I don't have to go to the office. I work two jobs and can't take time off easily. Did they at least fix it right away when you went in?

The system definitely has problems sometimes, but there are a few things to try before going to the county office. First, make sure your case isn't on hold - check BenefitsCal to see if there's any notice about needed verification documents. Second, sometimes your card can get locked if you enter the wrong PIN multiple times. Call the EBT customer service line (not the county) at 1-877-328-9677 to unlock it. Last, check if you need to activate a new card - sometimes replacement cards are automatically sent when the old one is about to expire.

0 coins

This is actually a common issue with the EBT system in California right now. There are a few potential causes and solutions: 1. PIN issues - If you entered your PIN incorrectly multiple times, your card might be locked. You'll need to call the EBT customer service (not your county worker) to reset it. 2. Card deactivation - Sometimes cards get deactivated for security reasons, especially if there hasn't been activity for a while or if the system flags unusual purchase patterns. 3. Card damage - The magnetic strip or chip might be damaged. Look for visible scratches or bending. 4. System outage - There have been several EBT system outages recently affecting certain counties in California. The fastest solution is usually calling the EBT Customer Service at 1-877-328-9677. They can tell you exactly what's wrong with your card and fix most issues immediately over the phone. If they can't help, then you might need to contact your county office for a replacement card.

Thank you so much for this detailed information! I don't think I entered my PIN wrong, and I've been using the card regularly. I'll definitely call that number. Do you know if they're 24/7? I can only really call after my shift ends at 9pm.

0 coins

You're welcome! The EBT Customer Service line is available 24/7, so you can definitely call after 9pm. When you call, make sure you have your card number handy. If they determine you need a new card, ask if they can expedite it - some counties can provide emergency replacement cards within 1-3 business days instead of the standard 7-10 days. Also, if you're still unable to access your benefits after talking with them, you might qualify for emergency assistance from your county office.

Have u tried using ur card at different times of day? I noticed mine sometimes won't work in the evenings but works fine in the morning. Also, try using it as "credit" instead of "debit" - sometimes that bypasses whatever technical issue is happening. But make sure you still enter your PIN when prompted!

I haven't tried different times of day - that's interesting. I'll try again tomorrow morning. And I didn't know you could run it as credit! I'll try that too, thanks for the tip.

When I had this exact problem trying to access my $380 CalFresh benefits, I was going crazy trying to get through to someone at the county. After spending two days calling and getting disconnected, I found this service called Claimyr that got me through to a real person at the CalFresh office in under 10 minutes. It was seriously a lifesaver. They have a video showing how it works at https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 and their website is claimyr.com. They basically wait on hold for you and call you once they have a real person on the line. My issue turned out to be that my card was flagged for suspicious activity (I had tried using it at too many locations in one day), and the worker was able to remove the flag immediately. Worth checking out if you can't get through on the regular line!

It worked perfectly for me. I was skeptical too, but I was desperate after trying for 2 days to get through. They called me back in about 8 minutes with an actual person from my county office on the line. The worker was able to see exactly what was wrong with my card and fix it right away.

did u check ur balance online? sometimes it looks like the money is there on the automated phone system but the website shows a different story. go to www.ebt.ca.gov and check ur actual balance. also sometimes theres a delay between when benefits are approved and when u can actually use them even tho it says theyre there

I did check online too - both the EBT website and BenefitsCal show my full balance is there. So confusing! It's been 3 days since they were deposited so I don't think it's a delay issue, but maybe...

One thing no one has mentioned is that sometimes merchants have issues with their EBT processing systems. If you've tried multiple stores, this probably isn't the issue, but it's worth knowing that not all store terminal problems are related to your card. I recommend calling the EBT customer service number others have mentioned. When you call, specifically ask them to check: 1. If your card is active or if it's been flagged 2. If there are any restrictions on your account 3. If there have been any failed transaction attempts and what error codes were recorded Those error codes are crucial because they tell exactly what's happening. Common codes include: - 51: Insufficient funds (even if your balance shows differently) - 54: Expired card - 55: Incorrect PIN - 61: Exceeding withdrawal limit If the customer service rep isn't being helpful, politely ask to speak with a supervisor who might have more technical knowledge about these issues.

This is super helpful, thank you! I'll definitely ask about those error codes when I call. I didn't know they could see the failed transactions - that makes sense. I'll update here once I get it figured out in case it helps someone else.

UPDATE: Problem solved! First, thank you all for your help. I called the EBT customer service number and asked about the error codes like someone suggested. Turns out my card had been flagged for "unusual activity" because I tried to use it at several different stores within a few hours (I was desperate and kept trying different places). The rep was able to remove the security flag right away, and I just used my card successfully at the grocery store! So relieved. If anyone else has this problem, definitely call the EBT customer service line directly rather than the county office.

So glad you got it sorted out! That "unusual activity" flag is such a pain - they should really let people know when that happens instead of just declining the card with no explanation. Thanks for updating us with the solution, this will definitely help other people who run into the same problem!

Thanks for sharing the solution! This is exactly why I love this community - people actually follow up when they get their issues resolved. I had a similar "unusual activity" flag happen to me when I was traveling and tried to use my card in a different county. It's so frustrating that the system doesn't give you any clear indication of what's wrong - just generic "technical issues" or "card declined" messages. For anyone else reading this, it's worth knowing that rapid attempts at multiple locations can trigger these security flags, even though it's totally understandable why someone would try different stores when their card isn't working. The EBT customer service number (1-877-328-9677) really is the best first step for these kinds of technical issues.

0 coins

This is so helpful to know about the security flags! I'm new to CalFresh and had no idea that trying multiple stores could trigger this. It's ridiculous that they don't tell you what's actually wrong - just saying "technical issues" when people are trying to feed their families is really stressful. I'm definitely saving that customer service number for future reference. Thanks everyone for being so supportive and actually explaining how this stuff works!

I'm so glad you got this resolved! This thread is incredibly helpful - I've been dealing with some EBT issues myself and didn't know about that customer service number. It's really frustrating how the system gives such vague error messages when people are just trying to buy food for their families. The fact that trying multiple stores can trigger a security flag is something they should definitely tell people upfront. Thanks for taking the time to update everyone with the solution - it's going to help a lot of people who end up in the same situation!

Absolutely agree! This whole thread has been so eye-opening for me as someone who just started receiving CalFresh benefits last month. I had no idea about these security flags or that there was a dedicated EBT customer service line separate from the county office. The system really should be more transparent about what's actually happening when cards get declined - "technical issues" tells you nothing when you're standing in line with groceries you can't pay for. It's amazing how much useful information this community shares that you just can't find anywhere else. Definitely bookmarking this thread and that phone number for future reference!

This is such valuable information! I've been dealing with similar EBT card issues on and off for months and never knew about that dedicated customer service line. I always thought I had to go through my county office, which usually means hours on hold or taking time off work to go in person. The fact that security flags can be triggered just by trying to use your card at multiple stores is really important for people to know - it's such a natural response when your card isn't working to try somewhere else! I'm definitely saving that 1-877-328-9677 number. Thanks to everyone who shared their experiences and solutions here - this kind of practical knowledge makes such a huge difference when you're dealing with these frustrating system glitches.

Hey @Destini Perez! Since you're dealing with the same issue, definitely try calling that EBT customer service number 1-877-328-9677 that everyone mentioned. It sounds like this "unusual activity" flag thing is happening to a lot of people lately. The rep should be able to tell you exactly what's wrong with your card and hopefully fix it right away. Let us know if that works for you too!

Just wanted to add that I had this exact same issue last month in San Diego county! My card kept getting declined even though my balance showed $312 available. What's really frustrating is that I wasted gas driving to 4 different stores thinking it was a store-specific problem. Turns out it was the same "unusual activity" flag that @StarStrider dealt with. The EBT customer service rep explained that their system flags accounts when you try to use the card at multiple locations within a short time frame, which is so backwards since that's exactly what people do when their card isn't working! They really need to improve their error messages - saying "technical issues" when the real problem is a security flag just causes more confusion and stress. Anyway, calling that 1-877-328-9677 number is definitely the way to go for these kinds of problems. They fixed it in about 5 minutes once I got through to someone.

This is exactly what I needed to hear! I'm dealing with this same issue right now in Fresno and was starting to panic that something was seriously wrong with my account. It's so ridiculous that trying multiple stores triggers their security system - like you said, that's the most logical thing to do when your card isn't working! I had no idea there was a separate EBT customer service line either. I've been dreading having to take time off work to go to the county office. Definitely calling that number first thing tomorrow morning. Thanks for sharing your experience - it's really reassuring to know this is a common (and fixable) problem!

This whole thread is so helpful! I just started receiving CalFresh benefits last month and had no idea about any of these potential issues. The fact that the EBT system flags your card for "unusual activity" just for trying multiple stores is honestly ridiculous - that's literally what anyone would do if their card wasn't working! Totally agree! I'm also pretty new to CalFresh (started about 6 months ago) and this whole thread has been incredibly educational. It's crazy that they don't provide this kind of information upfront when you first get your EBT card - like a simple guide explaining common issues and what the error messages actually mean. The "unusual activity" flag triggering from trying multiple stores is so counterintuitive! When your card doesn't work, of course you're going to try different places. I wish they'd at least send a text or email when they flag your account instead of leaving people guessing. This community is seriously a lifesaver for navigating all these confusing systems. Definitely bookmarking this thread!

This thread is incredibly informative! I just moved to California and got my first EBT card a few weeks ago, so I had no idea about any of these potential issues. The whole "unusual activity" flag system seems so poorly designed - of course people are going to try multiple stores when their card isn't working! It's like they're penalizing you for being persistent about trying to buy food. And those generic error messages are terrible - "technical issues" tells you absolutely nothing when you're standing there stressed out with groceries you can't afford to pay for out of pocket. I'm definitely saving that EBT customer service number (1-877-328-9677) in my phone right now. It's so valuable to have a direct line that can actually diagnose and fix these problems instead of having to go through the county office. Thanks to everyone who shared their experiences and solutions - this is exactly the kind of practical knowledge that makes such a difference when dealing with these government systems!

Welcome to California! This thread has been such a goldmine of information that I wish I'd had when I first started with CalFresh. You're so right about the "unusual activity" flag system being poorly designed - it's like they created a security measure that punishes people for the most logical response to a card not working. I had this exact same issue about 6 months ago and spent an entire afternoon going to different stores thinking it was a problem with the card readers. The stress of standing in line with groceries you need but can't pay for is awful, especially when the error messages give you no useful information. That EBT customer service line really is a game changer - I had no idea it existed until I found this community. It's so much faster than trying to get through to the county office. Hope you never need to use it, but definitely good to have in your back pocket!

This whole thread has been such a lifesaver! I'm dealing with this exact same issue right now in LA County - my EBT card shows $298 available but keeps getting declined everywhere I try to use it. I was getting so frustrated and worried there was something seriously wrong with my account. Reading through everyone's experiences, it sounds like this "unusual activity" flag is way more common than I realized. I definitely tried my card at multiple stores yesterday when it wasn't working, so that's probably what triggered it. I had no idea that was even a thing! Going to call that EBT customer service number (1-877-328-9677) first thing in the morning. It's so helpful to know there's a direct line that can actually diagnose and fix these problems instead of having to navigate the county office system. Thanks everyone for sharing your solutions and following up with updates - this community is amazing for getting real answers to these confusing bureaucratic problems!

Hope you get it sorted out quickly! It's so frustrating that this "unusual activity" flag seems to be such a widespread issue but nobody tells you about it when you first get your EBT card. I'm also in LA County and had a similar problem a few months back - the EBT customer service line really is much faster than trying to go through the county office. When you call, make sure to ask them specifically about any security flags on your account and mention that you tried multiple stores. The rep should be able to see exactly what triggered the flag and remove it right away. Fingers crossed it's a quick fix like it was for everyone else here!

Hey Mike! I'm curious about this too - are you referring to the newer chip-enabled EBT cards or just recently issued replacements? I just got my first EBT card a few weeks ago and it has the chip, but it's been working fine (knock on wood). Based on all the helpful info in this thread, it seems like a lot of the "card not working" issues are actually system flags or technical glitches rather than problems with the physical cards themselves. If you're having trouble with a new card, that EBT customer service number everyone's been sharing (1-877-328-9677) might be able to help figure out if it's a card activation issue or something else. Would love to hear more about your experience since I'm still pretty new to navigating all this!

0 coins

Hey Mike, can you clarify what you mean by "new cards"? Are you talking about recently issued replacement cards, or cards with the new chip technology? I'm curious because most of the issues people are describing in this thread seem to be related to security flags rather than the physical cards themselves. The EBT customer service line should be able to tell you if there's a problem with your specific card or if it's a system issue. Have you tried calling 1-877-328-9677 to check?

I totally agree! This thread has been such an eye-opener for me too. I've been on CalFresh for about a year now and had no idea about these security flags until reading everyone's experiences here. It's honestly shocking that trying multiple stores can trigger their system - that's literally what any reasonable person would do when their card stops working! The fact that they just give you generic "technical issues" messages instead of explaining what's actually happening is so frustrating, especially when you're already stressed about being able to afford groceries. This is such an important thread! I just went through this exact same situation last week in Sacramento County. My card had $215 loaded but kept getting declined everywhere - Target, Safeway, even the corner market. The worst part was standing in line feeling embarrassed while people behind me were getting impatient. Like everyone else mentioned, I had no idea that trying multiple stores would trigger a security flag! It's such backwards logic. I ended up calling that EBT customer service number (1-877-328-9677) and the rep was actually really helpful - she explained that the system flagged my account for "rapid successive transaction attempts" and cleared it immediately. The whole call took maybe 15 minutes including hold time. I really wish they would redesign those error messages to be more specific. "Technical issues" could mean literally anything, and when you're already stressed about feeding your family, those vague messages just make everything worse. Thanks to @StarStrider for posting this and everyone else for sharing such detailed solutions!

Thanks for sharing your experience @Mei Liu! That "rapid successive transaction attempts" explanation makes so much sense - it's exactly what happened to me when I was frantically trying different stores last month. I felt the same embarrassment standing in checkout lines when my card wouldn't work, especially with people waiting behind me. It's such a relief to know this is a common issue with a simple fix rather than something wrong with our accounts. I really appreciate how everyone in this thread has been so open about their experiences - it makes dealing with these system glitches so much less stressful when you know you're not alone and that there's a real solution!

This thread has been such a revelation for me too! I just got approved for CalFresh last month and honestly had no clue about any of these potential pitfalls. Reading through everyone's experiences, it's clear that the EBT system has some serious design flaws - like why would they penalize people for doing the most logical thing when their card doesn't work? The "unusual activity" flag for trying multiple stores is so backwards! And don't even get me started on those useless error messages. "Technical issues" tells you absolutely nothing when you're standing there stressed out trying to buy groceries. I'm so grateful for communities like this where people actually share real solutions instead of just complaining. That EBT customer service number (1-877-328-9677) is going straight into my contacts.
