FAFSA signature page glitch for non-US parent - stuck in infinite loading loop

My husband (who has no SSN and lives overseas) is stuck on the FAFSA electronic signature page and we're at our wits' end! The Department of Education flagged his section as having a 'system glitch' in the financial information. Even though he re-entered the EXACT SAME numbers, now he can't get past the signature page. He clicks 'Sign', the circle spins for a few seconds, then nothing happens - no error message, no progress. We've tried multiple browsers, different devices, clearing cache, disabling extensions - nothing works! Meanwhile, our kids keep getting automated emails saying 'Action Required: Missing Signature' even though my husband's section shows as 'Complete' in email notifications but 'Draft' in his Activity feed. The Federal Student Aid reps we finally reached just said 'submit a paper FAFSA' or 'start over completely.' Could his foreign address and lack of SSN be causing this weird signature loop? Has anyone else run into this or found a solution? Our kids' aid packages are on hold until we fix this!

my sister's husband had the exact same problem!! he's Canadian living in US with green card no SSN. they ended up having to do the whole paper form and mail it in. took forever but eventually worked

Ugh, that's what I was afraid of. Did they have to start the whole application over from scratch with the paper form? Our kids already submitted their parts online weeks ago.

This is a known issue with the 2025-2026 FAFSA system when a non-SSN contributor is involved. The electronic signature validation can't properly verify without the SSN cross-reference. There are three potential solutions I recommend trying in this order: 1. Have your husband try signing using Private Browsing/Incognito mode with all extensions disabled - sometimes this bypasses the verification loop 2. Call FSA directly and ask specifically for a 'Signature Override' - not all reps know about this option, but supervisors can authorize it in certain cases 3. If all else fails, you'll need to use the PDF FAFSA form (available on studentaid.gov/resources) and submit via mail Don't start completely over - that's unnecessary and could reset your place in line for aid consideration.

Thank you! I'll try incognito mode tonight. If that doesn't work, I'll definitely ask about the 'Signature Override' option - none of the four reps we spoke with mentioned that. Appreciate the insider knowledge!

AFAIK the system wasn't designed properly for international contributors! My husband (British citizen) had similar issues and we eventually discovered it was related to the way his birthdate was formatted in the system (US format vs international). Try having him check ALL his personal info sections for any formatting issues. For us, changing his birthdate format from DD/MM/YYYY to MM/DD/YYYY (even though that's wrong for him!) somehow fixed the signature verification. Worth a shot!

That's brilliant - I never would've thought about date formatting! He did enter his birthdate in his country's format (day first). We'll try the American format even though that feels completely backward to him. Thanks for the creative suggestion!

have u tried turning off ALL browser security settings? somtimes the signature verification uses specific scripts that get blocked. worked 4 me when I was stuck on that page.

No, we haven't gone that far with the browser settings. We'll definitely try that approach if the date format change doesn't work. Thanks for the suggestion!

I work at a university financial aid office, and we've seen this exact issue multiple times this application cycle with non-US citizens. The most reliable fix we've found is having the contributor log out completely, wait 24 hours (this is important!), then log back in and immediately go to the signature page without reviewing any other sections. For some reason, the system gets stuck in a verification loop if you review the financial information right before signing. If that doesn't work, request a signature override by calling FSA directly.

This is incredibly helpful! We definitely were reviewing the financial sections right before attempting to sign. We'll try the 24-hour reset approach exactly as you described. I'm so grateful for this forum - the official help channels haven't been nearly this specific or helpful.

I had to deal with a similar signature page issue (though for different reasons) and after trying everything I was about to give up. What finally worked was using Claimyr to reach an actual FSA agent who could help. I found their service at claimyr.com and they got me connected to FSA in minutes when I'd been trying for days. The agent was able to see exactly what was happening in my account and manually override the signature requirement. They have a video showing how it works: https://youtu.be/TbC8dZQWYNQ - definitely worth trying before resorting to paper forms.

does that actually work? i tried calling FSA like 10 times and kept getting disconnected after waiting forever

@confused_parent8 - Yes, it genuinely worked for me after multiple failed attempts calling directly. The FSA agent I spoke with said they were specifically trained on handling contributor signature issues for non-US residents. The waiting time difference was night and day compared to calling directly.

Thank you for this recommendation! If our next attempts don't work, I'll definitely try Claimyr. At this point, I'd pay almost anything to get this fixed since our kids' aid packages are being held up. The disconnection after waiting for ages has been our experience too.

I'm seeing this exact issue repeatedly as a college counselor. Here's what the Department of Education isn't telling people: the signature page bug specifically affects contributors without SSNs who have to make corrections. It's a known issue they're supposedly working on. In the meantime, here's the ONLY workaround that consistently works for my students' families: 1. The contributor needs to clear their FSA ID cookies specifically 2. Close all browsers completely 3. Wait at least 30 minutes (system timeout period) 4. Login fresh and go DIRECTLY to the signature page 5. Complete signature without reviewing any other sections If this doesn't work, you'll need a manual override from FSA (which requires reaching a supervisor) or submit the paper correction form. Do NOT restart the entire application - that will potentially reset your position in the aid consideration queue.

Thank you so much for these detailed instructions! It's incredibly frustrating that none of the FSA reps mentioned this was a known issue specifically affecting non-SSN contributors during corrections. We'll follow your steps exactly. Restarting would be our absolute last resort since we're already weeks into delays.

@CollegeCounselor4 is exactly right. As someone working in financial aid, I can confirm this is a system limitation they're still working on. The 30-minute system timeout is crucial - we've found that's the minimum time needed for the system to fully reset the session cookies.

We tried the date format suggestion but it didn't work. Going to try this timeout approach next. So grateful for all the expert advice here!

UPDATE: SUCCESS! We followed @CollegeCounselor4's exact instructions, waiting the full 30 minutes after clearing cookies before logging back in. Then my husband went directly to the signature page without reviewing anything else. It worked! The confirmation page finally appeared after clicking sign. THANK YOU all for your help - this forum literally saved us from weeks more frustration and potentially missing aid deadlines. For anyone else with non-US contributors getting stuck in the signature loop, the timeout period seems to be the critical factor.

So glad it worked! This is exactly why I share these workarounds - the official guidance isn't keeping up with the actual system issues. Congrats on getting it resolved!
