FAFSA stuck on contributor signature page for non-US citizen spouse - need urgent help!

I'm literally at my wit's end with the 2025-26 FAFSA. As an independent student married to someone without US citizenship/residency, this process has been a NIGHTMARE. After 6 weeks of troubleshooting every other issue, we've hit another wall: my husband's contributor form is completely stuck on the signature page! Every time he clicks 'sign', he gets a confirmation email, but the page doesn't redirect and the form stays 'in progress'. We've tried:\n\n- 4 different browsers\n- 3 different devices \n- Clearing cache/cookies\n- Different times of day\n- Restarting the entire contribution section\n\nSo far he's received 112 signature confirmation emails but NOTHING WORKS. FSA helpline keeps disconnecting me after 40+ minutes on hold. My school needs this submitted in 3 weeks for my fall disbursement and I'm panicking.\n\nHe already consented to income-driven repayment and we're still waiting on his ID verification (he doesn't have an SSN), but I don't think that should prevent the signature from processing. Has anyone with a non-citizen spouse managed to get past this particular glitch? Any advice would be SO appreciated!

That's both reassuring and terrifying to hear! Did your roommate ever find a workaround? I'm getting desperate here.

I work in a university financial aid office, and we've been seeing this issue specifically with non-citizen contributors who don't have SSNs. It's a known system bug that FSA hasn't fully addressed yet. Some options to consider:\n\n1) Request a paper FAFSA form immediately - yes, they still exist\n2) Ask your school's financial aid office if they can process your aid with a partially completed FAFSA while you resolve the contributor issue\n3) File a case with the FSA Ombudsman Group with all details documented\n\nThe paper form is your safest bet right now. Your school's financial aid office may also have emergency funding options while you wait for the official aid.

Thank you SO much for this information! I didn't even know paper forms were still an option. Do you know roughly how long processing takes for the paper form? My biggest worry is missing disbursement deadlines.

I had a similar issue (not identical, but FAFSA system glitch related). After wasting 30+ hours trying to fix it myself, I finally used Claimyr to get through to an actual FSA agent. It's a service that holds your place in line and calls you back when an agent is available - saved me from the endless hold/disconnect cycle. Their site is claimyr.com and they have a demo video at https://youtu.be/TbC8dZQWYNQ\n\nThe agent helped me document the technical issue and escalated it to their IT team. While they couldn't fix it immediately, they noted it on my account and gave me specific instructions for my school's financial aid office. Might be worth trying since you're running out of time.

Did it actually work tho? Or just let u talk to someone who couldnt really do anything?

UGH THIS SYSTEM IS GARBAGE. They completely rushed out the 2025-26 FAFSA without proper testing and now REAL STUDENTS with REAL FINANCIAL NEED are suffering!!! I've been fighting with verification issues for 2 months and still can't get anyone to help me. Every call disconnects after 30+ minutes. Every email gets a generic response.\n\nThe Department of Education should be ASHAMED of this disaster. They had YEARS to prepare this new system and it's completely falling apart. Students are going to miss out on aid and drop out of school because of their incompetence.

preach!! its SO frustrating. like they expect us to just figure it out ourselves when THEIR system is broken

That's a good suggestion! We've tried with and without VPN and still hitting the same issue unfortunately.

Following up on what the financial aid officer said about paper forms - they typically take 2-3 weeks to process once received by the Department of Education. BUT, what most people don't realize is that schools can sometimes start processing your aid package with just the submission confirmation. \n\nDefinitely talk to your school's financial aid office ASAP about your situation. Many schools have contingency plans for FAFSA delays this year and might be able to use institutional funds as a bridge until your federal aid comes through. Some schools are even accepting screenshots of the error as documentation for processing aid.

This is really helpful, thank you! I've emailed my financial aid office with screenshots of all 112 confirmation emails and the error page. Hoping they can work with me on this.

UPDATE FOR EVERYONE: The Federal Student Aid office just released guidance to schools about this specific contributor signature bug. They're instructing financial aid offices to accept incomplete FAFSAs where this is the only outstanding issue. Contact your school's financial aid office immediately and reference \

THANK YOU SO MUCH! I just called my financial aid office and mentioned this announcement, and they confirmed they've received it. They're going to process my FAFSA without requiring my husband's signature completion. You just saved my semester!

Does anyone know if this is also happening with parent contributors who aren't US citizens? My dad keeps getting stuck at the same point when trying to sign as a contributor.

Yes, this is affecting all non-citizen contributors regardless of whether they're parents or spouses. The same guidance applies - have your school reference the June 29th announcement about the contributor signature workaround.

UPDATE: For anyone else facing this issue, I wanted to share what worked for me. After following the advice here:\n\n1) I contacted my school's financial aid office and referenced the FSA Electronic Announcement about contributor signature workarounds\n2) Provided screenshots of all our attempts and the confirmation emails\n3) My aid office approved processing my FAFSA without the completed contributor signature\n4) They're using institutional funds to cover my initial costs until federal aid is disbursed\n\nThe financial aid advisor also mentioned they're seeing this issue primarily with contributors who don't have SSNs and are still in the ID verification process. Apparently, the system can't properly link the verified ID with the signature when there's no SSN to connect them.\n\nI'm so grateful for everyone's help here. This forum literally saved my semester!

This is such a relief to hear your update! I'm actually dealing with a similar situation right now - my mom is a non-citizen contributor and we've been stuck on the signature page for weeks. I had no idea about the FSA Electronic Announcement you mentioned. Do you happen to know the specific date or title of that announcement so I can reference it when I contact my school's financial aid office? Also, did your school require any specific documentation beyond the screenshots of the error messages? Thanks so much for sharing your solution - it's giving me hope that I might actually be able to get my aid sorted out before classes start!

@QuantumLeap The announcement @Sienna Gomez mentioned was from June 29th - you can reference FSA "Electronic Announcement regarding contributor signature workarounds for non-citizen contributors without SSNs when" you contact your financial aid office. For documentation, I provided screenshots of the error page, all the confirmation emails I (had 112 of them! ,)and a brief summary of all the troubleshooting steps we tried. My school s'financial aid office was really understanding once they saw the scope of the issue. Definitely reach out to them ASAP - most schools are aware of this problem now and have processes in place to help students in our situation. Good luck!

Wow, this thread is incredibly helpful! I'm dealing with almost the exact same issue - my husband is a non-citizen contributor and we've been stuck on the signature page for about 3 weeks now. Like you, we've tried everything: different browsers, devices, clearing cache, different times of day. We're up to about 87 confirmation emails with no progress. I had no idea this was such a widespread issue or that there were workarounds available. I'm definitely going to contact my school's financial aid office tomorrow morning and reference the June 29th FSA Electronic Announcement that was mentioned. Thank you so much for documenting your entire process and solution - this gives me real hope that I can get my aid sorted out before the semester starts!
