FAFSA shows 'missing signature' but school sent aid package text - Is this legit?

Has anyone gotten financial aid packages from schools while FAFSA still shows incomplete status? My son's application has been stuck with 'missing signature' for almost 3 weeks now. Yesterday he got a text from his top choice university saying they were still waiting for his FAFSA info, but then today got another text saying 'please disregard, we have everything we need for your financial aid package.' The texts came from a number I don't recognize, not the school's main line. Seems suspicious that they'd have his aid package ready when the FAFSA website still shows his application as incomplete? I'm planning to call the financial aid office directly tomorrow, but wondering if anyone else has experienced schools processing aid before the FAFSA was fully complete? The whole process this year has been such a mess.
