Training Benefits ended early before school completion - L&I injury case
I'm absolutely panicking right now. My husband was injured at his construction job in April 2022 and received L&I benefits. When those ran out, he qualified for Worker Retraining with unemployment benefits. His vocational program is supposed to last 1.5 years (he's learning medical coding), but this April 2025 (just 1 year in), ESD told him he's suddenly 'exhausted his benefits.' Before he started the program, his counselor SPECIFICALLY told him benefits would cover his ENTIRE training period! He's still filing weekly claims every Sunday but nothing is being paid out. He sent messages through eServices three weeks ago and nobody has responded. We're about to lose our apartment because we budgeted based on what ESD promised. Has anyone gone through Worker Retraining after an L&I claim and had their benefits suddenly stop? Did you get them reinstated? I'm desperate for advice!!!

I went thru something similar last year. The problem might be that he hit his benefit year end (BYE). Even for training benefits, you typically get a max of 52 weeks in your benefit year, then you need to reapply for a new claim. Check his ESD account and see if theres a notice about BYE date.

•Thank you! I just checked and you're right - there's something about his benefit year ending on 4/14/25. But the counselor NEVER mentioned we'd need to reapply! Does this mean we have to start the whole process over? Will they approve him again since he's still in school?

This is a common misunderstanding with Training Benefits. The Worker Retraining program through colleges can last up to 2 years, but the unemployment Training Benefits that fund it are still subject to both maximum benefit amounts and benefit year end dates. Your husband needs to immediately: 1. File a new initial claim (not just weekly claims) 2. Contact his Worker Retraining counselor at the college 3. Request a Training Benefits extension with documentation from his school showing his continued enrollment and expected completion date 4. Make sure he's still completing the required 3 job search activities weekly unless he has a formal exemption Don't panic - this happens often with multi-year training programs. The key is getting the new claim filed quickly and having his school verify his continued enrollment.

•Thank you SO MUCH for this detailed information! I didn't realize there was a difference between the program length and the benefit period. He's going to file a new claim today and contact his counselor. Do you know if there's typically a gap in payments during this transition? We're really struggling with bills right now.

esd ALWAYS does this!!!! they tell you one thing then cut you off with no warning!! happened to my brother and he had to drop out of his IT program halfway through even after they PROMISED him full coverage. the whole system is designed to trick people

•While I understand your frustration, this isn't ESD 'tricking' people - it's actually federal unemployment insurance law that benefits are limited to one benefit year (usually 52 weeks). The counselors should definitely explain this better, but extended training benefits across multiple benefit years requires filing a new claim and additional paperwork. Many people do successfully complete multi-year programs with continued benefits after refiling.

I'd recommend trying to reach an ESD agent directly by phone to explain your situation. Regular messages through eServices can take 4-6 weeks for response these days. I was in a similar situation with my training benefits suddenly stopping and I used a service called Claimyr (claimyr.com) to get through to ESD quickly. They have a demo video at https://youtu.be/7DieNd3C7zQ?si=26TzE_zGms-DODN3 that shows how it works. Once I got connected with an actual agent, they walked me through the new application process and helped expedite my case since I was in an approved training program. Getting a live person was the key to resolving the issue.

•Has anyone actually used this Claimyr thing? Seems sketchy to pay for something the government should provide for free... but I guess if it works it would be worth it. Been trying to call ESD for 2 weeks about my own issue.

UPDATE: My husband talked to his school counselor today and they said this happens ALL THE TIME with Worker Retraining students! Apparently there's a specific form called the "Training Benefits Continuation Request" that needs to be submitted when you hit your benefit year end. His counselor is helping him fill it out tomorrow. They said there might be a 2-3 week gap in payments but they're pretty good about backdating the benefits once approved. So stressed but feeling hopeful now!

I went through the Worker Retraining program after a workplace injury too, but mine was back in 2023. Here's what I learned: the L&I vocational benefits and ESD unemployment benefits are completely separate systems that don't talk to each other well. When you transition from L&I to ESD, you need to be SUPER clear about exactly how long your benefits will last. In my case, I had to do TWO separate claims during my 18-month program. The key was not missing a single weekly claim filing, even during the weeks I wasn't getting paid during the transition. I'd recommend having your husband contact the WorkSource office that's partnered with his school - they often have dedicated staff who help with these exact situations for Worker Retraining students.

•That's incredibly helpful information! He has been filing every week even though nothing's coming through. I'll have him contact WorkSource tomorrow too. It's frustrating that L&I and ESD don't coordinate better - especially since the transition is so common for injured workers. Thank you for sharing your experience!

i had this exact thing happen in january and let me tell u what worked for me, go to ur local worksource office in PERSON and ask for a training specialist. dont mess with the regular ESD phone line theres a special department for training cases and the worksource peeps can connect u direct. got mine fixed in like 3 days after spending weeks trying to do it online.

•That's a great tip about going in person! There's a WorkSource office about 20 minutes from us so we'll definitely try that if the forms his counselor is helping with don't work out quickly. Thank you!

one more thing to check - make sure ur husband is answering the able and available question right on his weekly claims. for training benefit people u have to say YES even tho ur in school full time. my friend got denied because she was answering no since she couldnt work while in school. its super confusing!!

•Oh wow, I had no idea about that! I'll double check how he's been answering that question. The whole system seems designed to be confusing. Thanks for the tip!
