Is unemployment welfare? Washington ESD benefits confusion
My coworker keeps telling me that unemployment is just welfare and I should be ashamed for filing. I worked for 8 years at the same company before getting laid off last month due to budget cuts. I paid into the system through payroll deductions this whole time. I'm confused about whether Washington ESD unemployment benefits are actually welfare or if I earned these benefits? Can someone explain the difference?

Unemployment insurance (UI) is NOT welfare. You and your employer paid into this system through payroll taxes while you were working. It's an insurance program you earned the right to use. Welfare programs like TANF are need-based assistance funded by general taxes. Your Washington ESD benefits are based on your work history and wages, not your financial need.

Your coworker is completely wrong and honestly being pretty ignorant. Unemployment is an earned benefit - you literally paid premiums for this insurance through your job. It's the same concept as health insurance or car insurance. You pay in, then when you need it, you can use it.

The technical difference is that unemployment insurance is a social insurance program, while welfare programs are means-tested public assistance. UI eligibility is based on work history and reason for separation from employment. TANF, food stamps, etc. are based on income and asset limits.

I looked this up when I filed last year. Washington State unemployment benefits are funded through employer taxes and employee payroll deductions. It's literally insurance you paid for. The maximum weekly benefit in 2025 is around $999, and it's based on your previous earnings, not your current need level.

The confusion probably comes from the fact that both UI and welfare are government programs. But the funding sources and eligibility requirements are completely different. UI is contributory - you contribute while working and receive benefits based on those contributions.

One more thing - make sure you're doing your job search activities to stay eligible. Washington ESD requires 3 job search activities per week. Keep good records because they do audits sometimes.

Your coworker probably doesn't even understand how unemployment insurance works. Most people don't realize that both employees AND employers pay into the system. In Washington, it's funded through payroll taxes that come out of your check plus taxes paid by employers.
