How to write an appeal letter for unemployment - Washington ESD denied my claim
My Washington ESD unemployment claim got denied last week and I need to write an appeal letter but I have no idea where to start. The denial notice says I have 30 days to appeal but doesn't give much guidance on what to include. Has anyone here successfully written an appeal letter that got their claim approved? What should I focus on and what format should I use?

First thing - make sure you understand exactly why they denied your claim. The denial notice should have a specific reason code. What does yours say?

•It says something about 'voluntary quit without good cause' but I was actually laid off due to company restructuring

Ethan Taylor
•That's definitely appealable if you have documentation showing it was a layoff. Do you have any paperwork from your employer about the restructuring?

I wrote an appeal letter last year and got it overturned. The key is being super specific about facts and including any documentation you have. Don't just say you disagree - explain exactly what happened with dates and details.

•What kind of documentation helped your case? I have some emails from my supervisor about the layoffs.

Yuki Ito
•Yes! Include those emails. Also any company announcements, your termination letter, anything that proves it wasn't voluntary.

Here's what I learned from my appeal process - keep it professional and stick to facts. Start with your basic info (name, SSN, claim number), state clearly that you're appealing the denial, explain why the decision was wrong with evidence, and request a hearing if needed. Washington ESD has specific procedures they follow so make sure you follow theirs too.

•Should I send it certified mail or can I submit it online through my Washington ESD account?

•You can usually submit appeals online through your account but I'd also send a copy certified mail to be safe. The 30-day deadline is strict.

•I tried calling Washington ESD to ask about my appeal but couldn't get through after hours of trying. The phone system is impossible.

If you're having trouble reaching Washington ESD by phone, I found this service called Claimyr that actually got me through to a real person. They have a website at claimyr.com and there's a demo video at https://youtu.be/7DieNd3C7zQ showing how it works. Helped me get answers about my appeal process when I couldn't get through on my own.

•How does that work exactly? Do they actually get you connected to Washington ESD?

Andre Dupont
•Yeah they basically handle the calling for you and get you connected to an actual Washington ESD representative. Was way less stressful than trying to call myself.

ugh the whole appeal process is such a nightmare. i went through this 6 months ago and it took forever to get resolved. make sure you keep copies of everything you send them.

•How long did your appeal take? I'm worried about how long I'll be without benefits.

•mine took about 8 weeks but i know some people who had to wait 3-4 months. really depends on their backlog

For the actual letter format, keep it simple: Date, your contact info, Washington ESD address, clear subject line like 'Appeal for Claim Denial - [your claim number]', then your explanation paragraph by paragraph. End with a clear request for what you want them to do.

•Should I include my work history or just focus on the reason for the denial?

Ethan Taylor
•Focus mainly on the denial reason but briefly mention relevant work history if it supports your case. Don't make it too long - they see hundreds of these.

Whatever you do, don't wait until the last minute to submit your appeal. I almost missed the deadline because I kept procrastinating and that would have been a disaster.

•Good point. I'm going to start working on it this weekend.

Also make sure you continue filing your weekly claims while your appeal is pending. A lot of people don't realize this and it can mess up your benefit timeline if you win the appeal.

Aisha Khan
•Wait really? I can still file weekly claims even though my initial claim was denied?
0 coins
Carmen Lopez
•Yes, you should keep filing. If your appeal is successful, they'll pay you retroactively for those weeks. If you don't file, you might lose those weeks entirely.

•This is exactly what happened to me - I stopped filing during my appeal and lost 6 weeks of benefits even after I won. Don't make my mistake!

One more tip - if you end up having to go to a hearing, be prepared to present your case clearly and bring all your documentation. The hearing officer will ask questions so practice explaining your situation beforehand.

•How do I know if I'll need a hearing? Do they automatically schedule one?
0 coins
Yuki Ito
•Not always. Sometimes they'll approve your appeal based on the written information, but if it's complicated or disputed they might schedule a hearing.

The whole Washington ESD system is so confusing. I spent hours trying to figure out the right forms and procedures. At least there are people here who've been through it before.

•Yeah this forum has been really helpful. I feel much more confident about writing my appeal now.

Just wanted to mention Claimyr again since someone asked about it earlier. I was skeptical at first but it really did help me get through to Washington ESD when I needed to ask about my appeal status. The video demo explains it better than I can.

•I might try that service too. I've been trying to call Washington ESD for weeks with no luck.

whatever you do, don't give up. i know people who didn't appeal because they thought it was too complicated and they missed out on thousands of dollars in benefits they were entitled to.

•That's exactly why I'm pushing myself to do this even though it's intimidating.

Here's a basic outline for your appeal letter: 1) Header with your info and Washington ESD info 2) Clear statement that you're appealing 3) Explanation of why the denial was wrong 4) Supporting evidence 5) Request for reconsideration 6) Your signature and date. Keep each section focused and factual.

I'm going through the same thing right now. Got denied for 'misconduct' but it was really just a personality conflict with my manager. It's frustrating but I'm not giving up.

Aisha Khan
•That's tough. Do you have any documentation about what actually happened?

•I have some emails that show the situation wasn't really misconduct. Hoping that will be enough.

Remember that Washington ESD has to prove their decision was correct - you're not starting from zero. If you can show reasonable doubt about their reasoning, that often helps your case.

Aisha Khan
•That's a good way to think about it. I do have evidence that contradicts their reasoning.

One last thing - make sure you send your appeal to the right address. Washington ESD has different addresses for different types of appeals and if you send it to the wrong place it might delay processing.
0 coins
Aisha Khan
•The address should be on my denial notice, right?
0 coins
Jamal Wilson
•Yes, but double-check it on the Washington ESD website too. Sometimes the notices have old addresses.

For anyone still struggling to reach Washington ESD by phone, I'll mention Claimyr one more time. It's at claimyr.com and they have that demo video I posted earlier. Really helped me when I was stuck in the same situation.

Good luck with your appeal! It's not as scary as it seems once you get started. Just take it step by step and be thorough with your documentation.
