How to apply for supplemental unemployment benefits through Washington ESD
I'm currently receiving regular UI benefits but my hours got cut even more at my part-time job. Someone mentioned I might be eligible for supplemental unemployment benefits to make up the difference. Does anyone know how to apply for supplemental unemployment benefits through Washington ESD? I can't find clear information on their website about the application process.

You're probably thinking about partial unemployment benefits. If you're working part-time and earning less than your weekly benefit amount, you can still collect partial UI. You just need to report your earnings on your weekly claim and Washington ESD will calculate the difference.

•Oh that makes sense! So I don't need to file a separate application?

Malik Thomas
•Nope, just keep filing your regular weekly claims and report all earnings. The system automatically calculates partial benefits.

•They're often used interchangeably, but technically 'supplemental' usually refers to additional programs like food assistance. For unemployment, it's partial benefits when you're working reduced hours.

•thanks for clearing that up, the terminology is so confusing

I was in the same situation last year and had trouble getting through to Washington ESD to ask about this. If you need to talk to someone directly about your specific case, I found this service called Claimyr at claimyr.com that helped me get connected to an actual agent. They have a video demo at https://youtu.be/7DieNd3C7zQ showing how it works.

•How much does something like that cost? I'm already tight on money.

•It was worth it for me because I was getting nowhere with the regular phone system. Much easier than spending hours on hold.

•I've heard of services like this but never tried one. Did they actually get you through to someone?

The key thing to understand is that Washington ESD uses a formula to calculate partial benefits. They subtract your earnings from your weekly benefit amount, but you get to keep the first $5 you earn without any reduction. After that, they reduce your benefit by 75% of what you earn.

•So if my weekly benefit is $400 and I earn $100, I'd get $400 - $95 = $305 in benefits?
0 coins
Isabella Costa
•Exactly! You keep the first $5, then 75% of the remaining $95 gets deducted from your benefit amount.

•This math is making my head spin but I think I get it now

THE SYSTEM IS SO BROKEN!!! I've been trying to figure this out for weeks and nobody at Washington ESD can give me a straight answer. Every time I call I get disconnected or they tell me something different!

•I know it's frustrating, but the partial benefit calculation is actually pretty straightforward once you understand it. Just report your earnings honestly on your weekly claim.

•Easy for you to say! I reported my earnings and then got an overpayment notice!

•That happened to me too! Turned out I was reporting gross instead of net earnings. Make sure you're reporting the right amount.

I think there might be some confusion here about what 'supplemental' means in the unemployment context. In Washington, we don't really have 'supplemental unemployment benefits' as a separate program. We have regular UI, partial UI when you're working reduced hours, and emergency benefits during crisis periods.

•Thanks for clarifying! I think I was using the wrong terminology.

Emma Wilson
•Did you have any issues with the reporting? I'm worried about making mistakes.

Quick question - do you have to be actively job searching if you're collecting partial benefits while working part-time?
0 coins
Isabella Costa
•Yes, you still need to meet the job search requirements unless you're on standby with your current employer. You need to be available for full-time work and actively seeking it.

•Good to know, thanks! I wasn't sure if the rules were different for partial benefits.

I used to work in HR and saw this confusion a lot. Washington ESD's partial benefit system is actually pretty generous compared to other states, but people don't always understand how it works. The key is just being honest about your earnings on your weekly claim.

•That's reassuring to hear from someone with HR experience. I was worried I might be doing something wrong.

•Yeah, the worst thing you can do is not report earnings. That's when you get in trouble with overpayments.

Just wanted to add that if you're having trouble reaching Washington ESD by phone to ask questions about your specific situation, that Claimyr service mentioned earlier really does work. I was skeptical at first but it saved me hours of calling.

•How long did it take them to get you connected?

•Way faster than I expected. Definitely beat sitting on hold for hours just to get disconnected.

One thing to watch out for - make sure you understand the difference between gross and net pay when reporting. I made that mistake early on and it caused issues with my benefits calculation.

Emma Wilson
•Which one are you supposed to report?

Mateo Gonzalez
•You report gross earnings - what you made before taxes and deductions. Washington ESD needs to see your total compensation for the week.

•This is exactly the kind of detail that trips people up. Thanks for mentioning it.

Does anyone know if tips count as earnings that need to be reported? I work part-time at a restaurant and the tip situation is confusing.
0 coins
Isabella Costa
•Yes, tips absolutely count as earnings and must be reported. This includes both credit card tips and cash tips. Washington ESD considers all compensation as earnings.

•Ugh, that's what I was afraid of. Makes the weekly reporting more complicated.

•I know it's a pain but it's better to over-report than under-report and get hit with an overpayment later.

THIS WHOLE SYSTEM IS A NIGHTMARE! I've been trying to figure out my partial benefits for a month and every time I think I understand it, something else goes wrong. Why can't they just make it simple?

Malik Thomas
•I get the frustration, but once you get the hang of the weekly reporting it becomes routine. The partial benefit calculation really is automated once you report your earnings correctly.

•Maybe for you but I keep getting different answers from different people at Washington ESD

Pro tip: keep detailed records of what you earn each week and when you report it. If there are ever questions about your claim, having good documentation will save you a lot of headaches.

•Good advice! I'll start keeping better records from now on.

•Yeah, I learned this the hard way when I had to provide documentation for an audit. Now I keep everything organized.

wait so if im working like 25 hours a week but still need more money can i get partial unemployment? i thought it was all or nothing
0 coins
Isabella Costa
•Yes, as long as your earnings are less than your weekly benefit amount plus $5, you can collect partial benefits. It's not all or nothing - that's a common misconception.

•oh wow i had no idea! i should have been applying for this months ago

For anyone still confused about this, the Washington ESD website has a partial benefits calculator that can help you estimate what you might receive. It's under the 'Calculate Benefits' section.

Emma Wilson
•I couldn't find that calculator when I looked earlier. Do you have a direct link?
0 coins
Jamal Thompson
•It's a bit buried in their site. Try searching for 'benefit calculator' on the Washington ESD homepage.

Just to close the loop on the original question - there's no separate application for supplemental/partial benefits. You just file your regular weekly claims and report your part-time earnings. Washington ESD handles the rest automatically.

One last thing - if you do need to speak with someone at Washington ESD about your specific situation and can't get through on the phone, that Claimyr service is definitely worth trying. I was skeptical but it worked when I needed help with a complex partial benefits question.

This is exactly the kind of information that should be clearer on the Washington ESD website. So many people are confused about partial benefits because the terminology isn't consistent everywhere.

Isabella Costa
•Agreed. The state could do a better job with clear, simple explanations of how partial benefits work. Too much bureaucratic language on their site.
