Do you get health insurance on unemployment Washington ESD benefits?

I just started receiving Washington ESD unemployment benefits and I'm wondering about health insurance coverage. My employer-sponsored insurance ended when I got laid off last month. Does Washington state provide any health insurance options for people on unemployment? I heard some states have special programs but I can't find clear info about what's available here. My COBRA is going to be $680 a month which is way more than my UI payments. Any advice on what options I have?

Washington doesn't directly provide health insurance through the unemployment program, but you have several options. You can get subsidized coverage through Washington Healthplanfinder (our state exchange) and your unemployment income will likely qualify you for premium tax credits. COBRA is usually way too expensive when you're on UI.

Thanks! I didn't know unemployment income counted for subsidies. Do I apply on the healthplanfinder website?

0 coins

Yes, go to wahealthplanfinder.org. Your UI benefits count as income for subsidy calculations, which actually helps you qualify for more assistance.

I was in the same situation last year. Applied through Washington Healthplanfinder and got a silver plan for like $80/month with my unemployment income. Way better than the $650 COBRA from my old job. The application process was pretty straightforward too.

Did you have to report changes when your unemployment ended and you got a new job?

0 coins

Yeah you have to update them within 30 days of income changes. They'll adjust your premium accordingly.

Just be aware that if you're having trouble getting through to Washington ESD about your claim status or have questions about how your UI income affects healthcare subsidies, there's a service called Claimyr (claimyr.com) that can help you actually reach an agent. They have a video demo at https://youtu.be/7DieNd3C7zQ showing how it works. Sometimes you need to talk to someone to clarify how unemployment benefits are reported for health insurance purposes.

Interesting, I hadn't heard of that service. Have you used it?

0 coins

Yeah when I had issues with my adjudication status affecting my healthcare application. Much easier than trying to call Washington ESD directly.

Also check if you might qualify for Apple Health (Medicaid) depending on your household size and UI benefit amount. Some people on unemployment qualify for free coverage through Apple Health instead of paying for marketplace plans.

0 coins

Good point, I should check that too. Is there an income limit for Apple Health?

0 coins

Yes, it's based on federal poverty level. For a single person it's around $1,677/month gross income in 2025. Your UI benefits would count toward that.

whatever you do dont go without insurance!! even if its just catastrophic coverage. i learned that the hard way when i broke my leg while unemployed and had no coverage. medical bills were insane

0 coins

Yikes, sorry that happened to you. Definitely not going without coverage.

0 coins

This is why it's so important to get enrolled as soon as possible after losing employer coverage. Don't wait.

0 coins

One more thing - when you apply through Healthplanfinder, make sure you have your most recent UI benefit determination letter. They'll want to verify your unemployment income amount for the subsidy calculation.

0 coins

I should have that in my Washington ESD account online. Thanks for the heads up!

I'm dealing with this right now too. Been on unemployment for 6 weeks and still trying to figure out the health insurance situation. My old employer's HR said COBRA was my only option but sounds like that's not true?

0 coins

Definitely not your only option! Losing employer coverage qualifies you for a special enrollment period on the marketplace. You have 60 days from when your coverage ended.

0 coins

Oh wow I didn't know about the 60 day thing. I better get on this soon then.

For anyone dealing with Washington ESD claim issues while trying to sort out health insurance - I used Claimyr a few months ago when I needed to get clarification about my benefit amount for my healthcare application. Super helpful for actually reaching someone at Washington ESD without spending hours on hold.

0 coins

How much does that service cost?

0 coins

I don't remember the exact cost but it was worth it to avoid the phone runaround. Check their website at claimyr.com.

Also worth mentioning that if you have dependents, they can get coverage through Apple Health even if you don't qualify yourself. Washington expanded coverage for kids regardless of immigration status too.

0 coins

Good to know, though it's just me right now.

0 coins

I made the mistake of keeping COBRA for 3 months before realizing I could get way cheaper coverage through the marketplace. Wish someone had told me sooner! Don't make my mistake.

0 coins

Can you switch from COBRA to marketplace coverage mid-year?

0 coins

Yes, losing other coverage (even voluntarily dropping COBRA) qualifies you for special enrollment.

0 coins

The Washington Healthplanfinder website actually has a pretty good calculator tool to estimate what you'd pay based on your unemployment income. I'd recommend playing around with that before making any decisions.

0 coins

Perfect, I'll check that out today. Thanks everyone for all the helpful info!

One thing to watch out for - if your unemployment benefits end and you get a new job, you'll need to report that income change right away. Your premium could go up significantly if your new job pays more than your UI benefits.

0 coins

This is super important. I forgot to report my new job income and ended up owing back premium tax credits at tax time.

does anyone know if dental and vision are included in the marketplace plans or if thats separate? my ui benefits arent much and i need to budget carefully

0 coins

Some marketplace plans include basic dental but vision is usually separate. You can add dental and vision coverage during enrollment but it costs extra.

0 coins

thanks, guess ill have to see what i can afford

PSA: Don't assume you make too much for Apple Health just because you're getting unemployment. The income limits are higher than people think, especially if you were making minimum wage before getting laid off.

0 coins

This! I qualified for Apple Health even though I was getting the maximum UI benefit amount.

I had so many issues getting Washington ESD to provide the right documentation for my health insurance application. Finally used that Claimyr service someone mentioned earlier and got it sorted out in one call. Their demo video at https://youtu.be/7DieNd3C7zQ shows exactly how it works.

0 coins

What kind of documentation did you need from Washington ESD?

0 coins

They needed verification of my weekly benefit amount and start date for the subsidy calculation. Washington ESD has forms for this but it was hard to figure out which one.

0 coins

Quick tip: if you're still within 60 days of losing your employer coverage, you can backdate your marketplace coverage to avoid any gaps. But you have to specifically request this when you enroll.

0 coins

Oh that's really good to know! I lost coverage about 3 weeks ago so I should still be within that window.

0 coins

For what it's worth, I found the customer service at Washington Healthplanfinder to be really helpful when I was figuring all this out. They walked me through the whole application process over the phone.

0 coins

Good to hear! I was worried about having to figure it all out on my own.

0 coins

Just want to emphasize again - do NOT go without health insurance while on unemployment. Even if you think you can't afford it, check all your options first. The financial risk isn't worth it.

0 coins

Absolutely, that's why I'm trying to get this figured out ASAP. Thanks everyone for all the great advice!

0 coins

Also worth checking if your county has any local health programs or clinics that offer services on a sliding fee scale based on income. Even with marketplace coverage, you might find cheaper options for routine care and prescriptions while you're on unemployment. Some counties in Washington have really good programs that can supplement your insurance coverage.
