Can you get Washington ESD unemployment if you owe unemployment money from before?
I got laid off from my job last week and need to file for unemployment benefits through Washington ESD. The problem is I still owe them about $2,800 from an overpayment that happened two years ago when I didn't report some part-time work correctly. I've been making small payments when I can but haven't paid it off yet. Will Washington ESD let me file a new claim even though I still owe them money? I really need the benefits right now to pay rent and bills.

Update: I filed my claim this morning and it went through without any problems. The online application didn't even ask about existing debt - it just processed normally. Now I wait for the determination letter to see what my weekly benefit amount will be after the offset.
