During the last recession I remember Washington ESD extending their phone hours and adding weekend service. Not sure if they're doing that now but it might be worth checking their website for current hours.
Bottom line is recession or not, if you're eligible for Washington ESD benefits you'll get them. The processing might be slower but the money will come. Just stay on top of your weekly certifications and job search requirements.
Another thing - make sure you're available for work and actively seeking employment. If they have any doubt about your availability it can trigger a review that adds weeks to processing.
Bottom line for OP: file immediately, have all your paperwork ready, file weekly claims on time, and expect 2-4 weeks for a straightforward case. If it goes longer than that, start making noise.
And don't hesitate to use tools like Claimyr if you need to talk to someone at Washington ESD. Saved me weeks of frustration.
If your claim gets stuck in adjudication like mine did, that Claimyr service mentioned earlier is actually really helpful for getting updates. The regular ESD phone lines are useless but they got me through to someone who could explain what was happening with my claim.
Just remember that even if you fill everything out perfectly, there might still be delays. The system is overwhelmed and understaffed. Be patient but persistent if you need to follow up on anything.

The requirements seem straightforward but Washington ESD's website explains it in the most confusing way possible. Basically if you worked regularly for about 4-6 months you probably qualify.

Don't wait to file if you think you might qualify. Even if you're not sure about the work requirements, let Washington ESD make that determination. You can't get benefits for time before you file your claim.
