Conflicting SS survivor benefit advice - income limits with FRA confusion?

I'm really confused about survivor benefits and income limits in my situation. I'll turn 66 this July 2025, which is before my survivor FRA in December 2025 (my regular retirement FRA isn't until April 2026). Here's where I'm totally lost - I've spoken with TWO different SSA representatives who gave me completely conflicting information! The first rep said I can start survivor benefits this summer since I'm in my survivor FRA year, and my earnings limit would be $62,000. The second rep claimed that since my regular retirement FRA isn't until 2026, I'm NOT in my FRA year for earnings limit purposes, so I'd be limited to only $23,400 in earnings. This is crucial for me because my deceased husband's benefit is much higher than mine would be (he passed before claiming any benefits). His FRA would've been the same as my survivor FRA. I'm still working and absolutely cannot live on just $23,400 - I need to know which earnings limit actually applies! Also, they mentioned I can't even apply for survivor benefits online. And one more thing - for self-employment income, which line on the 1040 counts toward the earnings limit?

Calling SSA is literally the WORST experience!!! I spent 4 hours on hold last month just to get disconnected. They seriously need to fix their phone system or hire more people. The whole agency is broken!

I went through this exact situation last year. The earnings test for survivor benefits uses your survivor FRA, not your regular retirement FRA. It's clearly stated in SSA's POMS section GN 02602.020. The higher annual exempt amount (the ~$62,000 figure) applies for the entire calendar year in which you reach your survivor FRA, even if that's in December. And yes, unfortunately you cannot apply for survivor benefits online - must be done by phone or in-person appointment. For self-employment income, it's your net earnings that count (Schedule SE, line 3). But be aware they may ask for monthly breakdowns if you're close to the limit, as they apply the earnings test monthly in the year you claim.

Anyone who tells you that your regular FRA matters for survivor benefit earnings test is WRONG! I dealt with this last year. Here's the exact rule: the earnings test for survivor benefits is based on the survivor FRA only. If you reach your survivor FRA in 2025, then for ALL of 2025 you get the higher earnings limit (about $62K). SSA Publication No. 05-10069 specifically addresses this. I've learned you have to be your own advocate with SSA because many reps don't understand the nuances between retirement and survivor benefits. THIS IS EXACTLY WHY I HATE DEALING WITH SSA!!! Every rep tells you something different. I spent THREE MONTHS trying to get my survivor benefits straightened out because every person I talked to gave different answers. The system is BROKEN and they expect us to just figure it out ourselves?!?! And don't even get me started on their ridiculous earnings limits. Why are they punishing people who NEED to work to survive?? It's maddening.

The earnings test isn't meant to be a punishment - it's based on the principle that Social Security is intended to replace lost income. Once you reach FRA, there's no earnings test at all. Before that, it's reduced because you have other income sources. But I do agree they should train their representatives better so people get consistent information.
