PA UC eligibility for school employee after no response to interview request? Reasonable assurance letter issue

Hey all - I'm in a really weird limbo situation with my school district job and wondering if I qualify for PA unemployment. I was a building substitute at Jefferson Middle School all last year. In June, they sent me the 'reasonable assurance' letter saying they anticipated positions in fall 2025. Then in July, HR emailed asking me to schedule an interview for a similar position. I immediately signed up, but they later emailed saying interviews for my position type were postponed. I've followed up TWICE over the past 6 weeks (once in late July, again mid-August) and have gotten either vague responses or no response at all. School starts in 2 weeks and I still have no idea if I have a job! Does the reasonable assurance letter automatically disqualify me from UC benefits if they're essentially ghosting me about returning? I'm getting desperate with bills coming due and no income since June.

This is tricky because of the reasonable assurance letter. Generally, school employees can't collect UC during scheduled breaks if they have reasonable assurance of returning. DONT WAIT!!! File asap because even if u get hired last minute youll have waited too long to get benefits for the weeks you were actually unemployed. The UC system is ridiculous with school employees and that reasonable assurance garbage. I went thru something similar last year and it took WEEKS to get sorted out. make sure you save ALL your emails showing you tried to follow up multiple times!!

Just the letter - no actual contract was ever sent to me. The letter basically said they anticipated having positions and would be in touch about the interview process. Then everything went sideways from there.

I had almost the exact situation last year!! Substitute teacher, got the letter, then crickets when trying to confirm my position. PA unemployment put my claim on hold for 6 WEEKS while they "investigated" even though the school never responded to their inquiries either! Haha, with my luck that's exactly what would happen! But I guess I'd just withdraw my claim? Or report that I found work? I'm honestly not sure how that works, but it would be a good problem to have compared to no job AND no benefits.

If they call you after you file, you simply report that you've returned to work on your weekly certification. You're only eligible for weeks you were actually unemployed, so there's no downside to filing now. And you're required to accept suitable work when offered, so there's no issue with taking the job if they finally contact you.

My sister had this EXACT problem in 2023!!! She got the letter then they kept putting off interviews and being super vague. She tried calling UC and couldnt get thru to ask if she qualified. She ended up applying for a bunch of other jobs and found something else before school started. The whole reasonable assurance thing is such a scam because schools send those letters to EVERYONE even when they don't have spots for everyone. Then they just hire who they want and everyone else is stuck without benefits all summer. Its seriously messed up.
