PA UC claim stuck 'under review' as school cafeteria worker during summer break - normal wait time?
I'm a school cafeteria worker and filed for unemployment for the summer break (since we don't get paid when school's out). My claim has been sitting in 'under review' status for almost 3 weeks now. I thought this would be straightforward since I go through this every summer, but it's taking longer than usual this year. No explanation online - just says 'under review.' Can't get through on the phone either. Is this normal for 2025? How long should school employees expect to wait? My bills aren't taking a summer break...

•5 WEEKS?? Omg I can't wait that long. Did she have to do anything special to get it approved or just wait?

School employee claims are taking longer this year because PA UC implemented new verification procedures for educational employees. They now have to confirm with your employer that: 1) You have no reasonable assurance of returning in the fall, or 2) Your summer break wages aren't already factored into your contract. Under the new system, most school district claims are taking 4-6 weeks for review completion. Make sure you're still filing your weekly claims during this review period! You'll get backpaid once approved.

•Thank you for explaining! I definitely have reasonable assurance to return (I'm permanent staff). But our contract specifically states we're only paid during the school year, which is why we've always qualified for summer UC benefits. Should I upload something from my contract to prove this?

•I'm going through exactly the same thing! Cafeteria worker at middle school, claim under review for 3+ weeks now. Did you have to answer YES or NO to the question about reasonable assurance? That's what confused me.

THEY DO THIS EVERY YEAR TO SCHOOL WORKERS!!! It's like they PURPOSELY make you wait all summer and approve you right before school starts so you get NOTHING!! Then they say "you're approved" but you've already gone back to work so you can't collect!!! I've seen this happen to dozens of school staff. The system is DESIGNED to deny benefits to school workers!!!

•While delays are frustrating, school employees are legally eligible for summer unemployment if they meet certain criteria. The PA UC system isn't designed to deny benefits, but verification does take longer. Most claims are approved with full backpay if you qualify.

•Then why does this happen EVERY. SINGLE. SUMMER?? Ask any cafeteria worker or bus driver how many actually get their summer benefits DURING summer! The entire process is broken on purpose!

I was in the same boat last summer. School custodian, claim stuck under review forever. I tried calling but it was always busy signals or disconnects. I finally found this service called Claimyr that got me through to an actual PA UC agent in about 20 minutes. They explained my review status and what was missing. Honestly, saved me weeks of stress. Their website is claimyr.com and they have a video showing how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. Worth trying if you're desperate to actually talk to someone.

•does this actually work? ive never heard of it before

•Yes, it worked for me. They basically call the UC office for you and then connect you when they get through. Saved me from having to constantly redial all day.

•Thanks for this! I'm going to check it out. At this point I need to speak to someone directly because waiting another 2-3 weeks might mean I miss out on half the summer benefits.

make sure ur answering the weekly certification questions right. i got delayed last year bcuz i said i had reasonable assurance of returning but then checked 'not available for full time work' since i was only available during summer. apparently thats wrong, u need to say ur available for full time work even tho ur going back to school job in fall

•Wait, I think I might have done this wrong then! I put that I'm not available for full-time work year-round because I already have my cafeteria job starting back in September. Should I go back and fix this somehow?

School employee claims require special handling in the PA UC system. The normal review time for educational institution employees during 2025 is 3-5 weeks because they must verify several factors: 1. Whether you have reasonable assurance of returning to work after the break 2. Whether your wages are calculated on a 12-month basis even though you only work 9-10 months 3. Whether you're available for suitable work during the break period For cafeteria workers, you generally should qualify if you're only paid for the days you actually work during the school year. Keep filing your weekly claims while you wait, and all weeks will be paid retroactively once approved. I recommend uploading a copy of your employment contract showing your pay structure to your dashboard. This often speeds up the review process.

•Thank you for the detailed explanation! I'll upload my contract right away. One more question - if I pick up some part-time hours somewhere else while waiting, will that mess up my claim? I'm thinking about doing some temporary work just to get by.

This happened to me two years ago and then it turned out they were reviewing whether I had done my job searches properly. Did you complete the work search activities? You need 3 per week.

•Yes, I've been doing all my work search activities and logging them in the system. I even applied for some summer jobs at other schools, but haven't heard back yet.

•Just to clarify - if you have reasonable assurance of returning to your school position in the fall, you still need to be available for full-time work during the summer and complete work search requirements to qualify for benefits. This is often where school employee claims get held up.

Update: I was in the exact same situation (cafeteria worker, summer break claim under review) and JUST got approved yesterday after almost 4 weeks waiting. They didn't even contact me for additional information - it just switched from "under review" to "approved" overnight. Received all my backpay for the weeks I'd been filing too. Hang in there!

•Just waited and kept filing my weekly claims. Though I did upload my contract showing I'm only paid during school months, not sure if that helped or not.

I'm a school bus driver going through the exact same thing right now - claim has been under review for 2.5 weeks. Reading through everyone's experiences here is actually really helpful because I was starting to panic that something was wrong with my application. It sounds like the 4-6 week timeline is pretty standard this year due to the new verification procedures. I'm going to upload my contract showing I'm only paid during school months like some of you suggested. Really appreciate everyone sharing their timelines and updates - it helps to know we're not alone in this waiting game!

•I'm so glad I found this thread too! I'm also a school employee (substitute teacher) and my claim has been under review for almost 3 weeks now. It's really reassuring to hear that the 4-6 week timeline seems to be the new normal this year. I was getting really worried that I had messed something up on my application. I'm definitely going to upload my contract documentation like everyone is suggesting - seems like that might help speed things along. Thanks for sharing your experience and timeline! It really does help to know we're all going through the same thing.

I'm a school janitor and just wanted to add my experience to help everyone out. My summer UC claim was under review for exactly 5 weeks this year before getting approved. What really helped speed things up was when I called and got through to an actual person (took like 50+ attempts over several days). The agent told me they needed verification from my school district's HR department about my employment status and pay structure. Apparently the district was slow to respond to their requests. Once I contacted my HR directly and asked them to prioritize the UC verification request, my claim was approved within 3 days. So if you're stuck in review limbo, it might be worth reaching out to your school's HR department to make sure they're responding promptly to any UC office requests. Keep filing those weekly claims though - I got all my backpay once approved!

•This is really helpful advice! I never thought about contacting my school's HR department directly. I'm going to call them tomorrow to see if they've received any verification requests from PA UC and ask them to prioritize responding. It makes sense that the delay could be on the school district's end rather than the UC office. Thanks for sharing what worked for you - 5 weeks is a long time to wait but at least you got all your backpay in the end!

•That's brilliant advice about contacting HR directly! I never would have thought of that. I'm definitely going to call my school district's HR office tomorrow morning to check if they've gotten any verification requests and ask them to prioritize it. It makes total sense that the bottleneck could be on the school's end - our HR department is notorious for being slow with paperwork during summer when half the staff is on vacation. Really appreciate you sharing your experience and the specific steps that worked for you!

I'm a school secretary and my claim has been under review for exactly 3 weeks now too! This thread is so helpful - I was getting really anxious thinking I had done something wrong. Based on everyone's experiences, it sounds like 4-6 weeks is just the new normal this year due to the enhanced verification process. I'm going to upload my contract showing I'm only paid for the 10 months I work, and I'll also call our HR department tomorrow to make sure they respond quickly to any UC verification requests. It's such a relief to know other school employees are going through the same delays. I'll keep filing my weekly claims and try to be patient. Thanks everyone for sharing your timelines and advice!

•I'm in the exact same boat! School library aide here, and my claim has been under review for just over 3 weeks now. Reading through everyone's experiences has been such a lifesaver - I was starting to think there was something seriously wrong with my application. It's actually somewhat comforting (in a frustrating way) to know that the 4-6 week timeline is just the new reality for all school employees this year. I'm definitely going to follow the advice here about uploading my contract and contacting HR tomorrow. Our district's HR is also pretty slow during summer, so I bet that's part of the holdup. Thanks for sharing your timeline and for keeping the rest of us updated on your progress!

I'm a school aide and just wanted to share that my claim FINALLY got approved this morning after 4 weeks and 2 days of being under review! I followed the advice from this thread - uploaded my contract showing I'm only paid during the school year, and called my district's HR department last week to make sure they were responding to UC verification requests. HR told me they had received the request but it was sitting in someone's inbox who was on vacation. Once they reassigned it, my claim was approved within 3 business days. Got all my backpay too! So definitely call your HR department if you're stuck - the delay might be on their end, not the UC office. Hang in there everyone, it's frustrating but most of us seem to be getting approved eventually!

•That's amazing news, congratulations on getting approved! Your experience with the HR department being the bottleneck is exactly what I suspected might be happening with my claim too. I'm definitely calling our district's HR first thing Monday morning to check if they've gotten any verification requests. It's so frustrating that we have to do detective work just to get our rightful benefits, but at least now I have a clear action plan thanks to everyone's advice here. Really appreciate you coming back to update us - gives me hope that my 3+ week wait might be coming to an end soon too!
