PA UC claim stuck in 'review' for 11 weeks after reopening - normal wait time?
I reopened my PA unemployment claim about 11 weeks ago and it's still showing 'claim in review' status. The progress meter hasn't budged at all since I first filed. I've been filing my weekly certifications religiously, but haven't received a single payment. My previous benefit year was fine (no issues), so I'm confused why the reopened claim is taking forever. Is this normal for reopened claims in 2025? Anyone know what the current timeframe looks like for getting through review? Bills are piling up and I'm getting desperate!

•I've called at least 30 times in the past month and can't get through. Always get the busy signal or it disconnects after being on hold for an hour. Did they tell you what was causing your delay when you finally reached them?

11 weeks is WAY TOO LONG!! Something is definitely wrong. There's probably an 'open issue' on your claim that you can't see. My cousin had something similar happen and it turned out they needed additional employment verification that they never told him about.

•I agree that 11 weeks is much longer than normal for a reopened claim. The system should have either approved or formally disqualified you by now. This sounds like either a technical issue or an open issue requiring adjudication. You should check your dashboard for any correspondence or notices that might indicate what's needed.

This is definitely not normal for a reopened claim in 2025. The PA UC system is currently processing most reopened claims within 2-3 weeks unless there's a specific issue. When you reopen a claim, the system compares your new information against previous records, and sometimes this flags issues that need human review. Have you had any employment since your last claim period? Or did you report any earnings during these 11 weeks? Those can trigger reviews that delay processing.

•I worked for about 8 months between claims at a warehouse job (full-time W2). I was laid off without warning when they downsized. I reported exactly what I earned on my separation paperwork and haven't had any earnings while filing these weekly claims. Should I try going to a CareerLink office in person? Would that help?

Have you tried using Claimyr to get through to PA UC? I was in the same situation with my claim stuck in review for nearly 2 months. After trying for weeks to call on my own, I used their service and got connected to an agent within 45 minutes. The agent found that there was an employer verification issue that needed to be cleared but no one had looked at it yet. Once I talked to a human, it was resolved in a few days. They have a video showing how it works at https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 and their website is claimyr.com. Worth it to finally get some answers!

•Does that actually work? I thought those services were scams!

Another thing to check - log into your dashboard and make sure your address and contact information are all up-to-date. Sometimes the UC office mails requests for additional information, and if they don't have current contact details, you might miss important notices. Also, check your spam folder regularly in case emails from them are being filtered out. Since you had a period of employment between claims, there's an increased chance they're verifying your new separation information with your most recent employer. If your employer hasn't responded promptly to UC's verification requests, this could be causing the delay.

•Thanks for these suggestions. My contact info is definitely up to date, and I've checked my spam folder obsessively. Nothing there either. I'm wondering if my former employer is dragging their feet on responding. Is there any way I can check on that or nudge the process along?

My reopened claim was stuck for nearly 3 months!!! I finally broke down and contacted my state representative's office. They have a constituent services department that can inquire about your claim on your behalf. Two days after contacting them, my claim was magically fixed and all my back payments were released. It's ridiculous we have to go to these lengths, but sometimes you need to escalate beyond the regular channels.

•That's a great idea! I didn't even think of contacting my rep. Do you just call their office directly? Did you need to provide any specific info to them?

•Yes, I called the local office number (not the DC one). They had me fill out a form authorizing them to inquire about my case. I had to provide my claim number, SSN, contact info, and briefly explain the situation. They're used to handling these requests because apparently A LOT of people are having similar issues with UC.

One important thing to understand about reopened claims: The PA UC system automatically flags claims for review when there's a significant gap in filing (like your 8-month employment period). This initiates an automated cross-check against employer records and wage data. The current backlog for manual reviews is approximately 4-6 weeks, but 11 weeks indicates something specific is causing further delay. Possible issues include: 1. Discrepancy between your reported wages and employer reports 2. Questions about the nature of your separation (especially if it was coded as something other than layoff) 3. System flag if your new claim is based on the same employment period as your previous claim 4. Technical error where your claim is stuck in a review queue Keep filing your weekly certifications, as you'll receive all back payments once resolved. Contacting your state representative is excellent advice, as is finding a way to speak directly with a UC representative.

•Thank you for explaining this so clearly! My separation was definitely coded as a layoff - I have the paperwork from HR. I'm going to try both the state rep approach and see if I can finally get someone on the phone at UC this week.

•I was laid off when they downsized - definitely didn't quit or get fired. Have the official paperwork from HR saying it was a reduction in force. That's why I'm so confused about why this is taking forever!

Last year I had to wait 13 weeks for my claim to process and then BAM! one day the status changed and all my back payments hit my Money Network card the next day. Sometimes there's no rhyme or reason to it. The system is completely overwhelmed since they cut staffing after the pandemic but kept all the extra verification steps. Just keep filing every week!

Just to follow up on the suggestions already provided: have you checked if you need to complete any ID verification through ID.me? Sometimes claims get held up because the system is waiting for identity verification, but the notice doesn't display properly in your dashboard. Also, there's a specific UC Service Center email address for claims that have been pending for over 8 weeks. I believe it's UCHelp@pa.gov - you should email them with your claim number, last 4 of SSN, and a brief description of the issue. Put "Claim Pending 11 Weeks" in the subject line.

•I completed ID.me verification when I first reopened the claim, so that should be all set. I'll definitely try that email address though - thank you! Is it better to call or email at this point?

•Both if possible. Emails sometimes get responses within 1-2 weeks, while phone calls can potentially resolve issues immediately if you can get through. The emails are being monitored, especially for long-pending claims, but the phone is still the fastest route if you can connect with someone.

I'm dealing with something similar - my reopened claim has been stuck for 8 weeks now. Reading through all these responses, it sounds like there might be multiple issues causing these delays. Has anyone had success with the CareerLink offices? I'm wondering if showing up in person might help get some answers about what's actually holding up our claims. The phone system is absolutely useless and I'm running out of options for paying rent next month.

•I haven't tried CareerLink in person yet, but from what I've heard from others in similar situations, they can sometimes access your claim details and see what specific issues are flagging the review. The staff there might be able to identify if it's an employer verification delay or something else that's not visible in your online dashboard. Given how desperate things are getting with bills, it's definitely worth a shot - at minimum they should be able to tell you exactly what's holding things up, even if they can't fix it on the spot.
