What is the purpose of unemployment insurance - confused about NYS Department of Labor benefits

I'm totally confused about unemployment insurance and what it's actually for. I keep hearing different things from people and I'm not sure I understand the whole system. My sister says it's just free money when you lose your job but that doesn't sound right? I've been working for 8 years and paying into this system but I honestly don't know what I'm paying for. Is unemployment insurance supposed to replace your whole salary or just help a little bit? And what's the actual purpose - is it supposed to help people find new jobs or just give them money while they're out of work? I feel stupid asking this but I want to understand before I ever need to use it.
