Here's what worked for me: I called the Spanish line (even though I don't speak Spanish) and then asked for an English speaker when I got through. Took way less time than the regular line.

Have you tried calling right at 8:01 AM? I've heard that's when you have the best chance of getting through. Also, I've had better luck on Wednesdays for some reason. might be worth a shot!
