Just got denied for NY unemployment after 4 week wait - now facing family shelter with wife and child

Just got a denial letter from NY DOL after waiting for 4 WEEKS. They're saying I'm not eligible, no explanation why. I'm completely out of savings after waiting so long for their decision. Thanks for the advice. The letter just says "not eligible based on information provided" which tells me nothing. I've been trying to call since 7:30am today but keep getting disconnected.
