I'm not completely certain, but I believe you might want to check the instructions on your Form 1040-X itself? I think there's a section that lists the addresses based on your state of residence. I remember seeing something about southeastern states possibly sending to the Kansas City processing center instead of Austin now, but I could be mistaken.
