The PATH Act requires the IRS to hold refunds that include EITC or ACTC until February 15th. But that doesn't mean refunds magically appear on the 15th! After that date, the IRS can BEGIN processing those returns. Then add processing time, bank transfer time, etc. So while Feb 15th is when the legal hold lifts, Feb 27th is when many taxpayers might actually see deposits hitting accounts. The IRS website probably mentions the 27th as a realistic expectation date rather than the technical lift date. It's like ordering something with 2-day shipping that can't ship until a certain date. Finally got DD on Feb 28. This yr I filed on Jan 29, transcript updated w/ 570 code on Feb 9, then 571 code on Feb 16. Got my refund yesterday (Feb 26). So yeah, the whole Feb 15 vs Feb 27 thing is confusing but real-world experience shows late Feb is when money actually hits accounts.

I've been through this PATH Act confusion for 5 years running now. Every year it's the same story - February 15th is when they START processing, but nobody actually gets money that day. Last year I received my refund on February 23rd, the year before was February 24th. This year my transcript shows a deposit date of February 28th. The most reliable method I've found is to look for the 846 refund issued code on your transcript. Once that appears with a date, you can count on it (usually). The WMR tool is basically useless during PATH season - mine was stuck on "still processing" even after I had the money in my account!
