This EXACT thing happened to me!!! I was FURIOUS when $3400 of my refund disappeared with just a vague letter about TOP! 😡 Called the regular IRS number 15 TIMES over 3 days and couldn't get through to anyone who could help. Finally used Claimyr (https://youtu.be/_kiP6q8DX5c) and got connected to a real person in about 30 minutes who confirmed it was unemployment overpayment from my state. The IRS person couldn't do anything about it but at least told me exactly which agency to call! You NEED to get this sorted ASAP because you only have 60 days to dispute the offset with the agency that claimed the debt!!!
