IRS Check Date Question - Is the Date When They Mail It?

Just received my tax transcript and noticed my refund check has a date of 3/15. I'm wondering - is that the day they actually mail the check? Or does it mean something else entirely? It seems logical that would be the mailing date, but with the IRS, can we really assume anything is logical? Has anyone had experience with paper check refunds this tax season?
