Best way to send certified mail internationally to IRS for ITIN application?

So I'm in a bit of a pickle. I need to send my tax documents internationally and my accountant gave me specific mailing addresses - a PO box for federal (with my wife's W-7 ITIN application) and a non-PO box address for California state taxes. I tried UPS but they told me they don't do certified mail to PO boxes. I have to paper file because I'm including the W-7 form for my wife's ITIN application.
