Federal tax return failed to deliver in Fresno, CA - address problem causing delivery issues?
I'm having the most frustrating experience with mailing my tax return this year. I can't e-file because TurboTax is asking for some PIN that I never got in the mail, so I've been forced to send everything through regular mail with tracking. My California state taxes made it just fine to the Franchise Tax Board in Sacramento, so at least that's done. But my federal return? Complete disaster. The tracking shows "delivery attempt failed" with a note about the "drop off being inaccessible." I sent it to: Department of the Treasury Internal Revenue Service Fresno, CA 93888 I just realized I might have messed up because I think the full address should be Fresno, CA 93888-0002, but that last part probably got cut off on my envelope. Could that be why they couldn't deliver it? Or is it because I used a PO Box number as the return address? Should I just wait for it to be returned to me and try again, or should I send another copy now? I'm supposed to get a refund and I'm getting worried about this whole situation. Anyone dealt with this before?

Hi there, I've seen this issue come up a few times with Fresno IRS deliveries. The -0002 extension is actually an important part of the delivery code that routes your mail to the right department within the IRS processing center. Without it, your return might be sitting in limbo at the postal facility. The tracking status "drop off being inaccessible" typically means the postal carrier couldn't complete delivery to the specific location. This happens with IRS facilities sometimes because they have strict delivery protocols, especially if the address isn't complete. Here's what I recommend: Don't wait for the return-to-sender process as that could take weeks. Prepare a new copy of your return and send it with the complete address including the 93888-0002 ZIP+4 code. Make sure to write "COPY - ORIGINAL SENT [DATE]" on the top of your 1040 form so they know this isn't a duplicate filing attempt. Also, for future reference, you can request a replacement Identity Protection PIN from the IRS website if that's what TurboTax is asking for, which would allow you to e-file instead of dealing with mail.

•Thanks for the advice! Quick question - if I send a second copy, is there any chance they'll process both and think I'm trying to claim my refund twice? And how long should I wait before the IRS acknowledges they've received my return once I send the copy?

•No, they won't process it twice if you clearly mark it as a copy. The IRS has systems to detect duplicate filings, and marking it as a copy helps their processing team understand the situation. That's why it's important to write "COPY - ORIGINAL SENT [DATE]" at the top. As for acknowledgment, unfortunately the IRS doesn't typically confirm receipt of paper returns. You'll need to wait about 4-6 weeks after mailing before checking the status of your return using the "Where's My Refund" tool on IRS.gov or by calling the refund hotline. If you mail it now, I would expect you to be able to check the status sometime in early-to-mid April.

After struggling with a similar issue last year, I found an amazing service called taxr.ai that really helped me figure out exactly what was going on with my return delivery problems. I was freaking out because my return bounced back after I sent it to the wrong processing center (they changed some of them recently). I took pictures of my return and the tracking info, uploaded them to https://taxr.ai and they analyzed everything and told me exactly where to send my return and what special notes to include so it would get processed correctly. They even explained why my return was getting rejected in the first place - turns out the IRS changed some of their mailing procedures. The AI explained everything in simple terms and saved me from having to sit on hold with the IRS for hours. Might be worth checking out if you're still having trouble after trying to resend.

•Does this taxr.ai thing actually work with delivery issues specifically? I'm worried about sending my documents to a random website. Do they just give general advice or can they actually help track where my return went?

•I'm skeptical about these tax AI tools... How is this any better than just looking up the correct address on IRS.gov? Seems like they're just telling you info that's already available for free.

•It absolutely works with delivery issues - that was exactly my problem. You don't send them your actual documents - just photos of relevant info like tracking numbers, addresses, etc. The AI analyzes the specific details of your situation and gives personalized advice. It's way more helpful than just looking up addresses on IRS.gov because it explains the whole process and tells you exactly what to do next based on your specific situation. In my case, it told me about special handling procedures that weren't mentioned anywhere on the IRS site. The advice is much more detailed than the general info you find online.

Alright, I have to admit I was completely wrong about taxr.ai. After my skeptical comment I decided to try it myself since I was having similar issues with my mailed return. Uploaded my tracking info and some basic details about my situation, and wow - the tool immediately identified that I had used an outdated address (apparently they changed some processing centers this year). It gave me the correct address to use and explained exactly how to handle the resubmission, including what to write on the forms so they wouldn't be processed as duplicates. The AI even pointed out a potential issue with my filing status that might have caused problems even if it had been delivered. Definitely saved me hours of frustration and probably weeks of delays. Sorry for being skeptical before!

If you need to actually talk to someone at the IRS about this issue (which I recommend), good luck getting through on their regular phone lines. I spent DAYS trying before I found Claimyr. It's this service that gets you through to an actual IRS agent without the endless hold times. I was in a similar situation with a lost return last year and was getting desperate because I couldn't get any answers. Used https://claimyr.com and they called the IRS for me, navigated all the prompts, waited on hold, and then called me once they had an actual agent on the line. You can see how it works here: https://youtu.be/_kiP6q8DX5c Saved me literally hours of hold time and the agent was able to tell me exactly what happened to my return and what I needed to do next. Worth every penny because I finally got answers instead of just guessing what went wrong.

•How does this even work? Do they somehow have a special line to the IRS? I've been trying to get through for weeks about my missing refund.

•This sounds like a complete scam. There's no way anyone can magically skip the IRS phone queues. Everyone has to wait their turn. I'd be very careful about giving my info to services like this.

•They don't have a special line - they use automated technology to wait on hold for you. Their system calls the IRS, navigates through all the phone prompts, and then waits in the queue. Once they get a human on the line, they call you and connect you directly to the agent. I had the exact same concern initially, but they don't need any sensitive information. You just tell them what department you need to reach, and they handle the waiting part. When they get an agent, they call you, and you take over the call. It's basically like having someone else wait on hold for you so you don't have to listen to that awful hold music for hours.

I need to apologize for calling Claimyr a scam in my previous comment. After waiting on hold with the IRS for over 2 hours yesterday and getting disconnected AGAIN, I was desperate enough to try it. I was completely wrong - it works exactly as described. Their system waited on hold with the IRS for about 90 minutes (according to their tracker), and then they called me when they had an agent on the line. I was connected to a very helpful IRS representative who confirmed that my return was stuck in processing because of an address issue similar to what the original poster described. The agent gave me detailed instructions on how to resubmit and what documentation to include. Honestly, I would have never gotten this information otherwise because I just couldn't stay on hold that long during work hours. Learned my lesson about being so quick to call something a scam!

Hey, just wanted to add that the Fresno facility is actually being phased out for individual tax return processing. Depending on where you live and whether you're expecting a refund, your return might need to go to a different service center entirely. I just learned this the hard way after sending mine to Fresno too. Check this IRS page for the correct address based on your state and situation: https://www.irs.gov/filing/where-to-file-addresses-for-taxpayers-and-tax-professionals The addresses change sometimes and they don't exactly advertise it. Might be worth double-checking before you send a new copy.

•Wait, seriously? So Fresno might not even be the right place anymore? I'm in California and was expecting a refund. Do you know where CA returns are supposed to go now?

•Yes, the IRS has been consolidating their processing centers. For California taxpayers expecting a refund, your return should now go to the Department of the Treasury, Internal Revenue Service, Ogden, UT 84201-0002. If you weren't expecting a refund (if you owed money), it would go to a different address. Always check the current year's instructions or the IRS website because they do change these occasionally. This consolidation has been happening gradually over several years as they modernize their processing systems.

Don't forget about filing for a tax extension if your return isn't going to make it by the deadline! Form 4868 gives you until October to file your actual return. You'll still need to pay any taxes due by the regular deadline, but at least you won't get hit with the failure-to-file penalties. I had to do this last year when USPS lost my return entirely. The extension form can be filed online even if you can't e-file your full return.

•But if OP is expecting a refund, there's no penalty for filing late anyway, right? I thought the penalties only apply if you owe money.

•@22 is right - there's no penalty for filing late if you're due a refund. The only downside is that you have to wait longer to get your money back. But you have up to 3 years to claim a refund before you lose it completely.

Based on all the helpful advice here, it sounds like you have multiple issues working against you. The incomplete ZIP code (missing -0002) combined with the fact that Fresno may not even be processing individual returns anymore means your return is probably stuck in postal limbo. I'd recommend taking Mohammad's advice and double-checking the current filing address for California refund returns - sounds like it should be going to Ogden, UT now instead of Fresno. When you resend, make sure to include the complete ZIP+4 code and mark it clearly as "COPY - ORIGINAL SENT [DATE]" as Eva suggested. The good news is that since you're expecting a refund, you don't have to worry about late filing penalties. You can take your time getting this sorted out. But definitely get a new copy in the mail soon with the correct address so you can start the 4-6 week processing clock ticking. Also, for next year, try to get that PIN issue resolved with TurboTax/IRS so you can e-file and avoid all this mailing drama!
