Partial unemployment for intermittent furlough days - DEO reporting questions

I'm dealing with my wife's partial unemployment claim for 2025 and DEO is making me want to pull my hair out! She works for a healthcare company that put her on an intermittent furlough schedule starting March 3rd. We waited until April 15th to file because we thought it would be temporary, but it's continuing indefinitely. Her claim effective date shows as April 17th, but I submitted a request to backdate it to March 3rd almost THREE WEEKS AGO with zero response. Meanwhile, we're trying to figure out how to properly report these mixed work/furlough weeks: 1. Do we round hours when reporting to DEO? Her time sheets show decimals (22.4 hours one week, 15.8 another) but CONNECT only accepts whole numbers 2. For calculating earnings, do we use actual gross pay (including overtime premium) or just multiply regular hourly rate times hours? Example: She worked 7.5 hours regular time and 4 hours overtime in one week - do I report the actual higher amount with overtime premium? 3. For weeks with only 1-2 furlough days out of 5, is it even worth claiming? Will she qualify for anything? 4. She received one payment of $340 plus a $750 supplement right after we first filed. Does that cover her waiting week? I've tried calling DEO about 40 times this week - either get disconnected immediately or wait on hold for 2+ hours only to have the call drop. Yesterday I requested a callback but never received one. I'm at my wits end trying to navigate this system while making sure we're reporting everything correctly! Thanks for any guidance on these partial unemployment questions!

I've been through a similar situation with intermittent furloughs. Here's what I learned: 1. Hours: Always round to the nearest whole number (22.4 = 22, 15.8 = 16) 2. Earnings: You MUST report the actual gross pay including overtime premiums, not just regular hourly rate × hours. DEO compares what you report to employer quarterly reports, and any mismatch can trigger an overpayment notice. 3. For weeks with only 1-2 furlough days: It depends on her normal salary. In Florida, if she earns more than her Weekly Benefit Amount + $58, she won't receive anything. But claiming consistently creates a record of her partial employment status. 4. The waiting week requirement is still in effect for 2025 claims. The first payment likely included a retroactive week. Regarding the backdating request - unfortunately those are taking 4-6 weeks to process right now. Keep claiming weeks as they become available regardless. Hope this helps!

Thank you!! This is so helpful. One more question - for the weeks where she had just 1-2 furlough days, should we still file claims for those weeks once the backdating is approved? Or would it just be a waste of time since she probably made too much on the working days?

The DEO is WORTHLESS!!!! I've been dealing with them for similar issue since januARY and still nothing resolved!!!! They never answer calls, hang up on you constantly, and give different answers every time u get through. Then they want to blame YOU for their mistakes? Good luck getting ANYONE to help - the whole system is designed to prevent people from getting benefits they deserve!!!!

I know it can be frustrating, but there are ways to get through to DEO. Try calling right when they open at 7:30am or use Claimyr (claimyr.com) - it's a service that connects you directly to a DEO agent without the hours of waiting. They have a video demo at https://youtu.be/UzW_hbUy-ss?si=zORd51jeq1GX5Ldj that shows how it works. This helped me get my backdate request processed when it was stuck for weeks.

same probs here. ya gotta report the ACTUAL pay not the hours × regular rate. they check with employer so dont mess that up or youll get overpayment notice later!!

Thanks for confirming. That's what I've been doing but wasn't 100% sure. I've been keeping super detailed records of everything just in case they question anything.

For your question about claiming weeks with only 1-2 furlough days - I'd recommend filing for ALL eligible weeks once backdating is approved. Here's why: 1. Sometimes you might be eligible for a small amount even when you think you won't be 2. It establishes a continuous claim history which helps if furlough days increase later 3. If you skip weeks and then try to claim them later, it can trigger all kinds of flags in the system The formula DEO uses is: if your earnings for the week are less than your Weekly Benefit Amount + $58, you'll receive something. The amount is reduced proportionally based on earnings. Also, for the decimal hours question - the official DEO guidance is to round to the nearest whole number. 17.7 would be 18, 17.3 would be 17.

this is right! my cousins neighbor got in big trouble for skipping weeks. DEO said he was 'failing to report income' even tho he was just trying to not claim when he knew he made too much 🙄

I work in hr and deal with furlough employees all time,,, you need to be VERY careful about the work search requirements even with furlough,,,, some employees got disqualified because they didn't do there work searches even though they were on furlough status,,, did DEO tell you guys your exempt from work searches?? because if not you could lose all benefits when they audit the account

That's not entirely accurate for 2025 partial unemployment claims with an attached employer. If your employer verified you're on temporary furlough with a return-to-work date (even if it's intermittent furlough), you should be automatically exempt from work search requirements. It will show "Work Search Waived" on your weekly certification screen. However, it's critical that the employer properly coded the furlough status when responding to DEO's notice of claim filing. If they didn't, you would need to request the exemption specifically by calling DEO.

If you're still struggling to reach DEO about the backdating issue, I'd honestly recommend trying Claimyr (claimyr.com). I was in the exact same situation with a backdating request sitting for weeks with no action. I tried calling 50+ times over two weeks with no luck. Claimyr got me connected to a DEO agent in about 20 minutes who was able to see my backdating request was sitting in a queue and escalated it for processing. You can see how it works in their video demo: https://youtu.be/UzW_hbUy-ss?si=zORd51jeq1GX5Ldj For your specific furlough situation, make sure you're claiming ANY week where there was at least one furlough day. Even if you don't get benefits for that specific week, it keeps your claim active and creates a paper trail in case there are questions later.

I hadn't heard of Claimyr before but I'll definitely check it out. At this point I'd try anything to get this backdating issue resolved. It's been incredibly frustrating trying to get through on the regular DEO line.

my brother is on ferlough too and he says always claim every week even if u only missed 1 day cause otherwise DEO thinks ur back full time and it closes ur claim!! happened to his friend

This is correct - if you don't claim weeks for 3 consecutive periods (which is 6 weeks in Florida since you claim biweekly), the system will automatically assume you've returned to full-time work and can inactivate your claim. With intermittent furlough situations, consistency in filing is extremely important.

that $340+$750 sounds like regular payment plus the new florida supplement thing they just started. waiting week doesnt get paid i think

You're partially right. The $340 is likely her Weekly Benefit Amount (WBA) and the $750 is the new Florida Economic Assistance Supplement that started in 2025. However, Florida does now pay for the waiting week - they changed this rule in late 2024. The waiting week is still served (first eligible week), but you do receive payment for it, typically with your first or second benefit payment.
