What are the qualifications for unemployment in California EDD?
So I got laid off from my warehouse job about two weeks ago and honestly had no idea where to even start with filing for unemployment. My supervisor said I should be fine to collect but I honestly don't know what the qualifications for unemployment actually are. Like do I need to have worked a certain amount of time? Does it matter why I was let go? I've never had to deal with California EDD before and the website is kind of overwhelming. I'm a single parent so I really need to figure this out fast. Can someone break this down for me in plain English?

Great question and don't stress too much - being laid off from a job actually puts you in a good position to qualify. Here's what California EDD generally looks at for the qualifications for unemployment: 1. You must have earned enough wages during your base period (usually the first four of the last five completed calendar quarters before your claim) 2. You need to be totally or partially unemployed through no fault of your own - a layoff definitely qualifies 3. You must be physically able to work, available to accept work, and actively looking for a new job 4. You need to be ready to accept suitable work if offered For the wage requirement specifically, California EDD looks at whether you earned at least $1,300 in your highest quarter, or at least $900 in your highest quarter AND your total base period wages are at least 1.25 times your high quarter earnings. Most people who worked full time for several months will meet this threshold easily. Since you were laid off (not fired for misconduct), you should clear the eligibility requirements without any issues.

AuthorThis is super helpful thank you. I worked there for about 14 months full time so hopefully that's enough. Do I need to file right away or is there a window?

File as soon as possible! Your benefit year starts the week you file, not the week you were laid off. Every week you delay is potentially a week of benefits you can't recover. Go to UI Online on the California EDD website and start your claim today.

yeah what they said, i waited like 3 weeks after getting laid off and lost those weeks of payments. file immediately dont be like me lol

Adding to what was already said - the base period thing trips a lot of people up. If you worked for 14 months like you mentioned, you're almost certainly fine on the wage requirement. The bigger thing to understand is the ongoing requirements AFTER you're approved. Every two weeks you have to certify for benefits through UI Online, and you have to report any work you did and any earnings. You also need to be actively looking for work - California EDD requires you to keep a record of your job search activities. They can ask to see it at any time.

AuthorWait so even after I'm approved I have to keep looking for jobs? What counts as a job search activity?

Zoe Dimitriou
Yes exactly. Things that count include submitting job applications, going to interviews, attending job fairs, creating or updating your resume, contacting employers directly even without a job posting. California EDD wants you to make genuine efforts to find work. You should also register on CalJOBS which is the state's job search system - it's often required.

CalJOBS is actually mandatory for most claimants not optional just FYI. You need to create a profile there within 21 days of filing or your benefits can be delayed or denied

One thing I want to flag that nobody mentioned yet - make sure you understand the difference between being laid off vs being fired for misconduct vs quitting. The qualifications for unemployment in California EDD are VERY different depending on why you left. Layoffs = you're good. Fired for serious misconduct = likely disqualified. Quit voluntarily = disqualified UNLESS you had really good cause (like unsafe work conditions, significant reduction in pay, etc). Since you said laid off you should be fine but make sure you answer that question honestly when you file because they will verify with your employer.

AuthorYeah I was definitely laid off, they eliminated my whole department. Will EDD contact my employer?
0 coins
Jamal Anderson
Yes, California EDD will send a notice to your former employer who then has the opportunity to contest your claim if they believe the separation was different than what you reported. If they don't respond or confirm the layoff, your claim moves forward. This is why answering honestly is so important - if your employer's account matches yours, no issues.

my employer tried to say i quit when i was definitely laid off and it turned into a huge mess. had to file an appeal and everything. just be ready in case that happens

ok so this might sound dumb but i tried calling california edd to ask about qualifications before filing and literally could not get through to anyone. called like 9 times over two days and either got a busy signal or got disconnected after being on hold forever. how are you even supposed to get answers if you cant reach them??

Reaching California EDD by phone is notoriously brutal. I actually found a service called Claimyr (claimyr.com) that holds your place in line and calls you back when an EDD agent is available. Saved me hours of frustration when I needed to talk to someone about my claim status. They have a video showing how it works at https://youtu.be/JmuwXR7HA10 - way better than redialing all day.

I was super skeptical about Claimyr at first too but ended up trying it when I couldn't get through for like a week straight. Got connected to an actual EDD agent within a couple hours. Def worth it if you have a complex question that's hard to find online.

For the OP - another qualification thing people sleep on is the available for work requirement. Like you actually have to be AVAILABLE to take a job if one comes up. If you're traveling out of state for a long vacation or have some other reason you couldn't start a job immediately, California EDD could deny your claim for that period. Also if you're going back to school full time that can affect your eligibility too because they might consider you unavailable for full time work.

Yuki Yamamoto
AuthorGood to know - I'm not traveling anywhere I def need this money. What about if I do some freelance work while looking? Does that automatically disqualify me?

Andre Lefebvre
No! Partial unemployment is a thing. If you earn wages while collecting, you report them and EDD reduces your weekly benefit amount based on what you earned. The formula is they subtract earnings over $25 (or 25% of your weekly benefit, whichever is higher) from your payment. So working part time doesn't disqualify you - you just report it honestly.
0 coins
Carmen Ruiz
This is correct. Partial UI benefits are a legitimate and common situation. The key is always reporting your earnings accurately on your biweekly certification. Never underreport or skip reporting earnings - that can lead to an overpayment determination and you'll owe money back to California EDD.

ugh the qualifications for unemployment with california edd are so confusing. i applied 5 weeks ago and am still in adjudication and i STILL dont understand why. i met all the wage requirements i got laid off nothing weird about my situation but its just stuck. nobody will tell me anything its infuriating
0 coins
Zoe Dimitriou
Adjudication can happen for a bunch of reasons that aren't always obvious - sometimes it's something your employer flagged, sometimes EDD needs to verify your wages from a specific employer, sometimes it's just random review. Your best bet is to actually reach an EDD agent who can look at your specific claim and tell you exactly what's holding it up.

Seriously try Claimyr (claimyr.com) - I know it sounds weird but it actually gets you through to California EDD when normal calling doesn't work. Check the demo video at https://youtu.be/JmuwXR7HA10 - when my claim was stuck in adjudication I used it and finally got to talk to someone who explained exactly what the issue was and resolved it same day.

Something worth mentioning about qualifications - the ALTERNATIVE base period. If you don't qualify under the regular base period (first 4 of last 5 completed quarters), California EDD will automatically check if you qualify under the alternative base period which uses the 4 most recently completed quarters. This helps people who recently started working or had a gap in employment. So don't just assume you don't qualify without California EDD actually checking both periods.
0 coins
Yuki Yamamoto
AuthorOh I didn't know there were two different ways they could calculate it. That's actually reassuring since I started the job about 14 months ago
0 coins
Fatima Al-Hashemi
Yeah most people don't know about the alternative base period. It was actually expanded specifically to help more workers qualify who might otherwise fall through the cracks. California EDD is supposed to check it automatically but if your claim gets denied for wages it's worth asking if the alternative base period was considered.

this saved me when i had to file!! i had taken like 3 months off between jobs and under the regular base period i barely missed the wage threshold but alternative base period covered me

Nobody mentioned this yet but the REASON you were laid off can still matter even if its technically a layoff. Like if you were laid off as part of a mass layoff thats straightforward. But if you were offered a different position and turned it down, or if there were performance issues leading up to it, california edd might scrutinize it more. just making sure OP knows to have their documentation ready - termination letter, any communication from employer about the layoff reason, etc

AuthorI do have an email from my manager saying the whole department was being eliminated due to budget cuts. Should I upload that when I file?
0 coins
Mei Zhang
Yes absolutely. When you file on UI Online you'll have the opportunity to describe the reason for separation - be specific and consistent with what your employer will say. And save that email somewhere safe in case you need it for an appeal later. Better to have it and not need it.

Great advice. Also take screenshots of your UI Online portal regularly as evidence of your claim status over time. If anything goes sideways having that paper trail is invaluable.

Quick note on the job search requirements after you're approved - California EDD requires 3 job search activities per week for most claimants. You certify that you did them every two weeks when you file your biweekly claim. They don't usually audit everyone but if you're selected or if there's a question about your claim they CAN ask for your job search log. Keep a simple spreadsheet with the date, company name, position, how you applied, and contact info. Protects you if questions come up.

Author3 activities per week - got it. Does applying to multiple jobs in one day count as multiple activities?
0 coins
Giovanni Ricci
Yes, each application to a separate employer counts as one activity. So applying to 3 different jobs on Monday technically covers your whole week but most people spread them out. Just make sure they're genuine applications and not to the same company over and over.
0 coins
Andre Lefebvre
also employer contacts count too like even emailing or calling a company about potential openings even if no job is posted. keeps your options open for what you can log

Good luck! File today, seriously. And make sure you have your Social Security number, last employer's info (name, address, dates of employment), your employment history for the past 18 months, and your banking info for direct deposit ready when you file. Makes the process go much smoother.

For anyone wondering - if you're unsure about whether you qualify, California EDD has an eligibility checker on their website but honestly it's pretty basic. The actual determination happens after you file and they review your wages and separation reason. Filing doesn't lock you into anything if you end up not qualifying - they just deny the claim rather than penalize you for trying. So if you're on the fence just file.

Yuki Yamamoto
AuthorThis is reassuring - I was worried about 'messing something up' by filing but good to know filing itself isn't risky
0 coins
QuantumQuest
Exactly. The risk is NOT filing when you should have - you lose those weeks. There's no penalty for filing and being found ineligible as long as you answered the questions honestly.

100% this. False statements on a California EDD claim are a serious issue but an honest good faith filing that doesn't meet the threshold is completely fine. EDD handles denials as a normal part of operations.

something that confused me when i first filed was the waiting week. even if you're approved you don't get paid for the first week of your claim. it's called the unpaid waiting period and it's basically just the first week of your benefit year that you won't receive payment for. California EDD brought it back after it was waived during covid so just know that going in so it doesn't freak you out when you see that week shows as processed but $0
0 coins
Yuki Yamamoto
AuthorOh wow I had NO idea about this. So the first week I certify for I just won't get paid?
0 coins
Sofia Martinez
Correct. You still have to certify for it like normal - it just won't result in payment. Think of it as the deductible. Week 2 onward you'll receive your weekly benefit amount as normal once the claim is processed and approved.

this is such a trap because a lot of people see that $0 and panic thinking something is wrong with their claim lol

Also want to add for completeness - California EDD qualifications for unemployment include citizenship/immigration status requirements. You must be legally authorized to work in the US. EDD does verify this. Just putting it out there because it's one of the qualification checkboxes people sometimes overlook when thinking about whether they're eligible.
0 coins
Carmen Ruiz
Correct, and for people with work authorization documents (like EAD cards), you'll need to enter that information when filing. EDD does have processes for various work authorization situations so if that applies to you it's worth calling or checking the EDD website for specifics.
0 coins
Dmitry Volkov
Yeah and importantly your authorization needs to be valid for the entire benefit period, not just when you file. So if your work auth is expiring soon that can affect your continued eligibility.

i see a lot of people talking about the qualifications for unemployment but not mentioning disability. what if you got hurt at work and THAT's why you lost the job - does that affect unemployment? asking for my cousin
0 coins
Fatima Al-Hashemi
This actually gets complicated. If your cousin can't work at all due to the injury, they may not qualify for UI since you need to be able and available for work. They might instead qualify for California State Disability Insurance (SDI). If they were laid off after recovering, that's different. If they were fired because of limitations from the injury, that could be considered wrongful termination and also affects the UI analysis.
0 coins
Ava Thompson
Oh wow its that complicated huh. Thanks I'll tell my cousin to call California EDD and explain the specific situation

Yeah this is genuinely one of those scenarios where talking to an actual EDD agent is important because the outcome depends heavily on exact circumstances. The general info online won't cover every variation.

Super late to this thread but wanted to share my experience with qualifications for unemployment because it was wild. I got denied initially because EDD said I didn't meet the wage threshold but I had WAY more than enough wages - the problem was that one employer hadn't reported my wages to EDD correctly. Had to file an appeal, submit my own pay stubs as evidence, and go through a whole hearing before it got corrected. Took 3 months. Keep your pay stubs!!
0 coins
Yuki Yamamoto
Author3 months is insane. I'm definitely keeping all my pay stubs now just in case. Was the appeal process difficult?
0 coins
CyberSiren
The appeal itself isn't that hard - you file online through California EDD, then you get scheduled for a phone hearing with an administrative law judge. You just explain your situation and provide documentation. Winning isn't guaranteed but if you have solid evidence like pay stubs the judge will usually side with you. The hard part is just the waiting.
0 coins
Mei Zhang
Also worth noting - you only have 30 days from the denial notice to file an appeal. Don't sit on it hoping something changes. File the appeal immediately and THEN continue trying to resolve it through other channels too.

Does anyone know if gig work counts toward the qualifications for unemployment? I did some doordash and instacart stuff but my main job was W2 at a restaurant that just closed. Would the gig income help my wage base or hurt my claim somehow??
0 coins
Fatima Al-Hashemi
Gig work as an independent contractor (1099) does NOT count toward your base period wages for California UI purposes because those wages weren't subject to UI tax. Only W2 wages where your employer paid into the UI fund count. So the DoorDash/Instacart income won't help or hurt your base period calculation - it's just invisible to EDD for qualification purposes.
0 coins
Miguel Alvarez
Ok that makes sense actually. So basically just the restaurant wages matter for qualifying. And I need to report if I do gig work while collecting right?
0 coins
Andre Lefebvre
technically there's debate about whether to report independent contractor gig earnings during your claim period but the safest answer is yes report it. California EDD guidance has varied on this so when in doubt report and let them determine how it affects your payment

Just want to summarize the main qualifications for unemployment through California EDD for anyone finding this thread later: ✓ Lost job through no fault of your own (layoff, business closure, etc.) ✓ Earned sufficient wages during the base period ✓ Currently able to work and available for work ✓ Actively looking for work (3 activities per week) ✓ Legally authorized to work in the US ✓ Register on CalJOBS ✓ File biweekly certifications on time Most people who were laid off from a regular W2 job will meet these requirements. When in doubt, file and let EDD make the determination.
