Filing for partial unemployment at construction job - anything specific my partner needs to know?
My partner just started at a construction company about 3 months ago and now they're cutting hours because of the rainy season. His supervisor suggested he apply for partial unemployment to make up for the reduced income. We're both completely new to this process! Does he need to file differently for partial vs regular unemployment? Are there specific things he should mention when applying? His hours are going from 40 to about 15-20 per week starting next month. Any advice would be super helpful since neither of us has navigated the EDD system before!

He'll apply the same way as regular unemployment, but will need to accurately report his weekly earnings when certifying. The key difference with partial unemployment is that he'll still be reporting some income each week. A few important things to know: 1. He qualifies since he's had a significant reduction in hours (more than 20%) 2. When certifying every two weeks, he MUST report all earnings for the weeks worked (before taxes) 3. EDD uses a formula that allows him to earn about 25% of his weekly benefit amount without reduction 4. He'll need to be available for full-time work despite having part-time hours Make sure he has his employment history for the past 18 months ready when he applies, including the current employer. The application doesn't have a special 'partial unemployment' option - it's all the same system.

my boyfriend did this last yr when his roofing job slowed down. just make sure ur partner answers YES to the question "are you still attached to your employer" when filing! big mistake lots of people make.

When I tried getting partial unemployment last winter from my landscaping job it was a NIGHTMARE!!! EDD kept saying I wasn't eligible because I didn't report my hours correctly or something. Then they said I made too much one week and not enough another week? The whole system is designed to confuse people I swear. Tell your partner to document EVERYTHING and take screenshots of all confirmations. The EDD website randomly glitches all the time. And be prepared to wait FOREVER for payments.

•Eventually got some payments but missed out on like 3 weeks because of "reporting errors" they never clearly explained. Just make sure he reports EXACT hours and pay down to the cent. They'll use ANY excuse to deny benefits.

I work in HR for a construction company and we have several employees on partial unemployment during our slow season. Your partner should ask his employer for a completed DE 2063 form (Reduced Earnings Certification). While not always required, having this form from the employer makes the process much smoother and reduces the chance of discrepancies. Also important: he needs to understand the difference between "Work Sharing" programs (which require employer participation) and regular UI with reduced earnings (which he can apply for independently). Based on what you described, he'll be doing the latter. One more tip - make sure he creates his SDI Online account right away, even before getting approved. This will make certifying much easier once his claim is active.

hey just make sure he knows when to certify and dont miss the dates! my cousin got partial unemployment last year but lost out on 2 weeks cuz he forgot to certify on time. EDD is strict about that stuff.

I've been on and off partial unemployment in construction for years. The trickiest part is accurately reporting your hours and earnings each certification period. Keep a detailed work calendar showing exactly what days/hours were worked and the gross pay (before taxes). Also, be ready for delays. The first payment almost always takes 2-3 weeks, sometimes longer if they need to verify anything. And they might randomly select him for an eligibility interview even though his employer already confirmed the reduced hours. One more thing - if you're having trouble reaching EDD (which is almost guaranteed), I had really good luck using this service called Claimyr. They got me through to an actual EDD rep in about 20 minutes when I couldn't get through for days. Just to clarify something important: Your partner will use UI Online (not SDI Online as someone mentioned above - that's for disability). When he applies, the system will calculate his weekly benefit amount based on his highest-earning quarter in the base period. Since he's only been at this job 3 months, EDD will look at his employment history over the past 18 months to determine eligibility and benefit amount. If he didn't have other employment before this construction job, he might have a smaller benefit amount or potentially not qualify if he doesn't have sufficient earnings in the base period. Also, each week he works reduced hours, he'll need to report that he's able and available for work, actively looking for work (even though he's still attached to his employer), and report any job contacts made.

The work search requirement while still having a job seems a bit odd, but I understand they need to verify he's willing to work full-time hours.
