Can you reapply for unemployment with California EDD after your claim expires?

So my benefit year ended last month and I still haven't found steady work. I had been collecting UI for a while and then picked up some part-time gigs thinking things were going to turn around but they didn't really. Now I'm sitting here wondering - can you reapply for unemployment through California EDD once your original claim runs out? I honestly don't know if I qualify for a new benefit year or what the process even looks like the second time around. My last employer was the part-time place I picked up and I'm not sure if those wages count toward a new claim. I've been trying to look this up online but the California EDD website is giving me circular answers. Has anyone gone through reapplying after a benefit year ends?

Yes you absolutely can reapply for unemployment with California EDD when your benefit year expires. The process is called filing a new initial claim and you'd go through UI Online just like you did the first time. The key thing is whether you earned enough wages in what's called the base period - California EDD looks at your earnings from roughly 5 to 17 months before you file. If you worked that part-time job and earned enough, those wages count toward establishing a new claim. The minimum is earning at least $1,300 in your highest quarter or $900 in your highest quarter plus total base period wages of 1.25 times your high quarter earnings.

0 coins

Okay that's helpful. So the part-time wages I earned while collecting would count toward the new base period? I thought maybe they excluded wages earned during a benefit year or something.

0 coins

Correct, those wages absolutely count. California EDD doesn't exclude wages just because you were collecting UI at the same time. As long as those earnings fall within the base period dates for your new claim, they're calculated in.

0 coins

wait so you can work AND collect at the same time?? I thought that was like fraud or something

0 coins

Not at all - you're allowed to work part-time while collecting UI. You just have to report your earnings on your weekly certification and California EDD reduces your payment accordingly. It's the whole point of partial unemployment benefits.

went thru this exact situation last year. my benefit year ran out in the spring and I reapplied. honestly the hardest part wasn't the paperwork it was actually getting someone on the phone at California EDD to confirm my base period wages before I filed. I spent like two weeks trying to get through and kept hitting the 'high call volume' recording

0 coins

The phone situation with California EDD is genuinely awful. I had the same problem when I was trying to reapply - spent hours on hold or just getting disconnected. Someone in another thread mentioned a service called Claimyr that basically navigates the phone queue for you and calls you back when an EDD agent is actually available. Website is claimyr.com and they have a video showing how it works at https://youtu.be/JmuwXR7HA10 - I was pretty skeptical but it worked for me when I needed to sort out my base period question before reapplying.

0 coins

oh interesting I wish I had known about that. I eventually got through but it took forever. good tip for OP if they need to verify anything before filing the new claim

0 coins

I reapplied twice now lol. First time I was nervous thinking they'd deny me automatically but California EDD really does treat it like a fresh application. You go through the same interview process and everything.

0 coins

Was the phone interview pretty similar to the first time you filed? I remember my first one being pretty detailed about my separation reason.

0 coins

yeah pretty much the same questions. they want to know your most recent employer, why you separated, confirm your availability for work. nothing too crazy if your situation is straightforward

0 coins

same experience here. just make sure you have your employment history ready for the base period timeframe, that tripped me up the second time

0 coins

Can I ask a kind of related question - if your claim is showing as exhausted does that mean you automatically get cut off or do you have to do something to formally close it before reapplying? I'm in a similar boat and genuinely confused about whether there's overlap or something

0 coins

When your benefit year ends the claim just expires on its own, you don't need to formally close anything. You simply file a new initial claim through UI Online after that date. There's no overlap issue - you can't collect on an expired benefit year anyway.

0 coins

Oh okay that makes more sense. I was overthinking it thinking I needed to call California EDD and do some kind of formal closing process.

0 coins

I did the same thing, called EDD trying to close my old claim before reapplying and the agent literally laughed (nicely) and told me it closes itself lol

One thing that trips people up when they reapply for unemployment: California EDD will look at an alternate base period if your standard base period wages aren't enough to qualify. This can actually help people who had gaps in work or recently picked up jobs. The alternate base period uses your most recent four completed quarters instead of the standard calculation. Worth knowing because sometimes people assume they won't qualify and don't bother filing - but the alternate base period calculation might get them there.

0 coins

This is actually really relevant for me since I had a slow stretch in the middle of my benefit year. I didn't know there was an alternate calculation option.

0 coins

Yes and California EDD is supposed to automatically check the alternate base period if you don't qualify under the standard one. But it never hurts to mention it if you're talking to an agent, just to make sure they ran both calculations.

0 coins

I had NO idea about this alternate base period thing and I didn't reapply last year because I thought I'd be denied. might have qualified and missed out completely

0 coins

okay genuine question - when you reapply do you have to go through the whole ID.me verification thing again? because that was the worst part of my original claim and I'm dreading having to redo it

0 coins

In my experience I didn't have to redo the full ID.me verification the second time since my identity was already verified in the system. But California EDD sometimes flags things and you might get prompted. Depends on your account status.

0 coins

that's a relief to hear. fingers crossed it goes smoothly

0 coins

I had to reverify when I filed my second claim, no idea why. Just an FYI it might come up for some people even if it doesn't for others

0 coins

The reapplication process through UI Online is actually pretty straightforward now compared to a few years ago. When you log in and your benefit year has ended there's basically a prompt that walks you through starting a new initial claim. You re-enter your employment info for the past 18 months and it goes from there. The whole thing took me maybe 20 minutes to fill out.

0 coins

That's reassuring. I was imagining having to start completely from scratch like it was a brand new account.

0 coins

Your account stays the same, just the claim underneath it is new. All your previous info is there, you're just updating the employment history section essentially.

0 coins

Does it save as you go? Last time I remember being paranoid about losing my progress halfway through

0 coins

It does save at different points but I'd recommend not closing the browser mid-session just to be safe. I did it all in one sitting to avoid any issues.

0 coins

I reapplied and got denied because my part-time wages weren't enough to meet the base period threshold. It was really frustrating because I assumed working meant I'd qualify. Not saying this to scare OP but just to manage expectations - definitely worth checking your wage records in UI Online before filing so you know roughly where you stand

0 coins

That's a good heads up. How do I check my wage records before I file? Is that something accessible in my current UI Online account?

0 coins

In UI Online there's a section that shows your payment history and there's also a way to view what wages California EDD has on record for you. It's not always perfectly current but gives you a ballpark.

0 coins

You can also request your wage transcript through California EDD - it shows what employers have reported to the state. Good to review before reapplying so there are no surprises

0 coins

REAPPLYING IS FINE the actual nightmare is when your new claim gets stuck in adjudication AGAIN after you already went through it the first time. I reapplied, got a new claim, then had to wait 6 weeks for adjudication on the exact same separation reason California EDD had already cleared me for. Made zero sense to me.

0 coins

That's unfortunately pretty common. Each new claim goes through its own review process and California EDD doesn't necessarily carry forward prior adjudication decisions. If your separation reason hasn't changed it's frustrating but the new claim still has to be evaluated independently.

0 coins

I get it logically but it's maddening when you're waiting on money and they already decided the same question once before

0 coins

this happened to me too. the second claim adjudication actually went faster than my first one though, cleared in about 3 weeks

0 coins

honestly struggling to get through to California EDD right now trying to figure out if I should reapply or if I should be looking at other options. been calling for days and can't get a human. getting really demoralized about the whole thing

0 coins

The phone lines are brutal. Someone mentioned Claimyr earlier in this thread - I actually used it a few months ago when I couldn't get through to California EDD for three weeks straight. You go to claimyr.com and they hold your place in the queue and call you back when an agent picks up. There's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works. Saved me a ton of time and frustration.

0 coins

seriously going to look into this because I can't keep sitting here redialing for hours. thank you

0 coins

the phone thing is a real barrier to getting answers. like you have a pretty simple question about reapplying but you can't get anyone to just confirm it for your specific situation

0 coins

Quick note on timing - when you reapply for unemployment with California EDD you want to file as soon as your benefit year ends rather than waiting. Benefits don't backdate easily and if there's a processing delay you don't want to lose weeks of potential payments. I waited almost three weeks to file my second claim thinking I needed to wait until I had another full week of unemployment and it cost me those weeks.

0 coins

This is a really practical tip, thanks. I've been procrastinating partly because I wasn't sure if I'd qualify and now I'm realizing that delay itself could hurt me.

0 coins

Exactly - file first, ask questions second basically. If California EDD determines you don't qualify you'll get a denial notice you can appeal, but at least you've established the filing date.

0 coins

100% agree. The filing date is what determines when potential benefits start. There's no benefit to waiting.

0 coins

do you have to do a new phone interview every time you reapply? that part stressed me out the first time and honestly the thought of doing it again is keeping me from just filing

0 coins

It really depends on your situation. If your claim is straightforward - you were laid off, your separation is clear, no disputes from your employer - California EDD may process it without scheduling an interview at all. The interview is mainly triggered when there's something that needs clarification, like a quit vs layoff situation or a performance-related termination.

0 coins

okay that's actually reassuring. I was laid off both times so hopefully it's straightforward. just the anxiety of it I guess

0 coins

Even if you do have to do an interview it's really not that bad. Just answer honestly and have your dates and employer info ready. California EDD isn't trying to trick you, they just need to verify the facts of your separation.

0 coins

I want to add something about the job search requirements when you reapply - people sometimes forget that the three job search activities per week requirement kicks in immediately on a new claim. I got so focused on the financial qualification side of reapplying that I forgot to start logging contacts from week one and had a certification issue early on.

0 coins

Oh wow I definitely would have forgotten this. So you have to be doing and documenting job search activities from the very first week you certify on the new claim?

0 coins

Yes, three employer contacts per week minimum, and you need to keep a record of them. California EDD can audit your job search log. CalJOBS registration is also required - if you already registered for your first claim that registration should still be active but worth checking.

0 coins

Good reminder. The job search requirement catches people off guard, especially if there was a gap between claims where they weren't thinking about it

0 coins

Can you reapply for unemployment if you technically quit your last job? My situation is complicated - I left a part-time job while collecting UI and now I'm wondering if that affects a new claim

0 coins

Quitting generally creates an adjudication issue and California EDD may disqualify you unless you had good cause to leave. Good cause includes things like unsafe working conditions, a significant reduction in hours or pay, harassment, or needing to relocate for a spouse's job. If you quit without good cause California EDD will typically find you ineligible.

0 coins

It was more of a hostile work environment situation so maybe that qualifies as good cause? I'm not sure how to document that

0 coins

Hostile work environment can qualify but you'd need to demonstrate that you made reasonable attempts to address the situation before quitting - like telling HR or a supervisor. California EDD looks at whether a reasonable person would have felt compelled to quit. Worth filing and making your case rather than assuming denial.

0 coins

okay that's helpful I'll at least try. worst case I appeal right

0 coins

update from OP territory (not OP just a similar situation person) - I went through this about two months ago, reapplied after my benefit year ended, got approved in about 10 days which was way faster than my original claim. The process really is much smoother the second time around once you know what you're doing. Currently certifying weekly and everything is flowing.

0 coins

This is genuinely encouraging to hear. I think I'm going to just go ahead and file this week.

0 coins

Do it! The worst outcome is a denial that gives you appeal rights. The best outcome is getting approved and having income while you keep searching.

0 coins

glad to hear a success story in this thread lol we needed it

0 coins

one thing I haven't seen mentioned - if you reapply and your new claim gets approved but your weekly benefit amount is way lower than your previous claim, you CAN request a reconsideration of the wage calculation if you think California EDD used wrong numbers. happened to my cousin, the WBA came out to like $180 which seemed way off, she called and it turned out one of her employers hadn't properly reported her wages

0 coins

This is a really good point. Employer wage reporting errors do happen and California EDD's benefit calculation is only as accurate as the data they receive. If your WBA seems off compared to what you actually earned, it's worth contacting California EDD to review the base period wage record.

0 coins

exactly. and she said the agent was actually helpful once she got through - the problem was just getting through lol

0 coins

the getting through part is always the problem isn't it. claimyr saved me so much time on a similar wage calculation issue, if you need to reach an agent for something like this definitely worth checking it out at claimyr.com

0 coins

lurked this whole thread because I was afraid to ask this question myself. genuinely didn't know you could reapply and thought once your benefits ran out that was just it forever. submitting my new claim tonight. thank you everyone

0 coins

Same honestly - I learned so much from this thread. Filing this week.

0 coins

this is why these forums exist. good luck to everyone filing new claims, hoping for quick approvals all around

0 coins

same boat, same plan. fingers crossed for all of us

0 coins

For anyone still confused about the whole reapply for unemployment process with California EDD - the short version is: go to UI Online, start a new claim after your benefit year ends, enter your last 18 months of employment, wait for EDD to calculate your base period wages, do the phone interview if scheduled, and start certifying weekly once approved. Keep logging your three job search contacts per week. If denied, appeal within 30 days. It's the same basic structure as the first claim.

0 coins

This is the clearest summary I've seen. Saving this comment for reference when I sit down to file.

0 coins

Good luck! The process seems intimidating but once you're in UI Online it walks you through each step pretty clearly.

0 coins

wish I had this summary the first time I reapplied. would have saved me like four panicked phone calls to California EDD

0 coins

bookmarking this whole thread honestly. between this and finally getting through to an EDD agent (used Claimyr like someone suggested earlier, worked great - claimyr.com for anyone who needs it) I feel like I actually understand what to do now
