Can you get unemployment while waiting for disability through California EDD?
So I've been in this really frustrating limbo situation and I'm hoping someone here has dealt with something similar. I had to stop working about six weeks ago because of a medical condition that my doctor says could take several months to fully resolve. I filed for State Disability Insurance (SDI) through California EDD right away but the processing has been painfully slow and I still haven't received a determination letter or any payments. Here's where it gets complicated - I also filed for regular UI unemployment benefits at the same time because I genuinely didn't know if I'd qualify for SDI and I needed something coming in. My former employer actually laid me off (with the medical situation being a contributing factor to the timing) so I figured maybe I had a legitimate unemployment claim too. Now California EDD is showing my unemployment claim as 'pending' and I got a notice that says something about a potential conflict between the two claims. I've been trying to research whether you can collect both unemployment and disability at the same time in California and I'm getting really conflicting information online. From what I can tell, you generally can't receive both SDI and regular UI simultaneously because unemployment requires you to be able and available to work, while SDI is for when you're unable to work due to illness or injury. But does that mean I should withdraw one claim? Which one takes priority? And what happens to the weeks I've been waiting - do I lose that time entirely? I've been calling California EDD for two weeks straight trying to get someone on the phone who can actually look at my specific situation and explain my options. I keep getting the automated system or disconnected. I really need guidance before I accidentally disqualify myself from both programs by doing something wrong.

This is actually a really common situation and you're right to be concerned about it. In California, you generally cannot collect both SDI (State Disability Insurance) and regular UI (unemployment insurance) for the same period. The core conflict is exactly what you described - UI requires claimants to be able and available to work, while SDI is specifically for people who cannot work due to a medical condition. That said, your situation has some nuance because you were actually laid off. Here's what typically happens: if you were laid off AND have a medical condition, you need to determine which condition came first in terms of affecting your ability to work. If you were laid off for non-medical reasons and THEN became unable to work, there may be a window where UI benefits applied before SDI kicked in. The most important thing right now is DO NOT just withdraw one claim without talking to a California EDD representative first. The timing of your claims matters enormously for preserving your benefit weeks. A wrong move could cost you thousands of dollars in benefits you're legitimately entitled to.

This is exactly right. I went through something almost identical last year. Got laid off in January and had surgery scheduled for February. California EDD actually told me I could claim UI for the weeks between my layoff date and my surgery date, and then transition to SDI once I was medically unable to work. The key is documenting the exact timeline carefully.

AuthorThat timeline approach makes a lot of sense actually. My layoff was technically about two weeks before my medical condition got bad enough that I couldn't have worked anyway. So there might be a legitimate UI window there. This is exactly why I need to talk to an actual person at California EDD though - these kinds of nuances are impossible to figure out from the website alone.

To answer the question in your post more directly - yes, sometimes you CAN receive unemployment while waiting for disability, but it's complicated and depends heavily on your specific circumstances. The 'waiting' part is actually key here. California EDD's SDI program has a 7-day waiting period where you receive no benefits. During that waiting period, if you otherwise qualify for UI, there's an argument to be made for claiming UI during those specific days. However, once SDI benefits actually begin paying out, you generally cannot simultaneously collect UI. Also worth noting: if your SDI claim gets denied (which happens), you may be able to retroactively apply that time toward UI instead. California EDD has provisions for this kind of claim conversion in certain circumstances. But again - the details matter enormously and you really need to speak with someone at California EDD directly about your specific claim.

The SDI waiting period point is a good one. A lot of people don't realize there's that 7-day elimination period at the start of SDI where you get nothing. That gap is actually a legitimate window.

I did NOT know about this waiting period overlap possibility. I just assumed they were completely mutually exclusive. Does California EDD actually allow you to file for both simultaneously and then sort it out, or do you have to pick one upfront?

California EDD technically processes them separately since SDI is actually administered through the same agency but as a different program. You can have both claims open but they'll flag the overlap. That's probably why OP is seeing that 'conflict' notice. It's not necessarily bad - it just means a rep needs to review it.

this whole system is SO unnecessarily complicated. why cant they just figure out which one applies and pay it without making sick people jump through 50 hoops

I was in almost this exact situation eight months ago and I want to share what worked for me because spending weeks trying to call California EDD the regular way was getting me absolutely nowhere. I ended up using a service called Claimyr (claimyr.com) to actually get through to a live California EDD agent. There's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works. Basically it handles the hold time and connects you when an agent is available. I had been trying to get through for over three weeks on my own and used Claimyr on a Tuesday morning and had an agent on the line within a couple hours. The agent I spoke with was able to look at both my claims simultaneously, explain exactly which weeks would count toward which program, and put a note on my account so the conflict flag didn't cause additional delays. For a situation like yours where the specifics of your timeline really matter, talking to an actual agent is completely worth it.

AuthorI'm genuinely desperate at this point so I'm going to look into this. Two weeks of calling and getting nowhere is exhausting when you're already dealing with a medical issue on top of everything else.

I've seen Claimyr mentioned a few times on here. Does it actually work or is it one of those things that sounds too good to be true?

It worked for me, that's all I can say from personal experience. I was skeptical too but I was also at the end of my rope. The video demo at the link explains it better than I can.

One thing I want to clarify because I've seen some confusion in this thread - SDI and SSDI are COMPLETELY different programs and this matters a lot for your question. SDI = California State Disability Insurance, administered by California EDD, short-term program (up to 52 weeks), funded by payroll deductions from California workers, pays a percentage of your wages SSDI = Social Security Disability Insurance, federal program administered by the Social Security Administration, for long-term disabilities, completely separate from California EDD When we're talking about 'can you get unemployment while waiting for disability' in the California context, we're talking about UI + SDI, which is the California EDD situation. SSDI is a whole different conversation and involves the federal government, not California EDD at all. OP's situation involves UI vs SDI which is the California EDD overlap question. The rules I see described in this thread are accurate for that scenario.

Gabriel Ruiz
oh okay that makes sense thank you!! my cousin is dealing with the federal SSDI thing so that's a separate situation entirely then

This is a really important clarification. The rules around collecting UI while waiting for SSDI approval are actually quite different - with SSDI it's more of a years-long process and there are different considerations. OP is dealing with the SDI situation which is much more immediate and handled entirely by California EDD.

Marcelle Drum
AuthorYes to clarify I am dealing with the SDI through California EDD, not the federal disability program. My condition is expected to be temporary which is why SDI makes more sense for me anyway.

Something nobody has mentioned yet - make sure you're still filing your weekly certifications for UI even while this conflict is pending. I made the mistake of stopping my weekly claims while waiting for my SDI situation to get sorted out, thinking 'well I probably won't get paid anyway.' Turns out you can lose benefit weeks if you don't certify, even if the payment is being held. California EDD can sometimes backfill payment once the claim conflict is resolved, but it's much harder to do retroactive certifications. Keep certifying every week and just answer the questions honestly about your ability to work status.

Marcelle Drum
AuthorThis is a really important practical point, thank you. I actually did stop filing weekly certifications two weeks ago because I was confused about what to do. Is there any way to go back and file those missed weeks?
0 coins
Adaline Wong
Yes but you'll need to call California EDD to request backdated certifications. You'll need a good reason for why they were late (your confusion about the dual claim situation is legitimate). This is another reason why getting through to an actual agent matters - a rep can often unlock past weeks for you to certify.

ugh I also stopped certifying during a situation like this and it took me months to sort out the backdated weeks. definitely keep certifying no matter what

I work in HR and see this situation come up with employees fairly regularly. Here's the practical breakdown from an employer-side perspective: When an employee has both a layoff AND a medical condition happening around the same time, California EDD typically wants to establish a clear 'benefit year' and determine the primary reason for unemployment. The conflict notice you're seeing is almost certainly an automatic flag, not a human determination yet. What California EDD agents look for in your situation: 1. The date your employment ended 2. The date your medical condition began affecting your ability to work 3. Whether you were medically cleared to work at any point during your claim 4. What your doctor's disability certification says about your work restrictions If your layoff predates your medical inability to work, you likely have a legitimate argument for a UI bridge period. Document everything with exact dates.
0 coins
Marcelle Drum
AuthorThe HR perspective is really helpful. My layoff date was actually about 10 days before my doctor put me on a complete work restriction. So there's a clear period there. I have all the documentation with dates, I just need to get it in front of the right person at California EDD.

Do employers have any say in which program a former employee collects? Or is that entirely between the employee and California EDD?
0 coins
Everett Tutum
Employers can protest UI claims but can't direct you to one program or another. Your former employer might receive a notice if you file UI and they could contest it, but that's a separate process. The SDI claim is completely private between you and California EDD - employers don't even get notified about SDI.

The documentation point is huge. I cannot stress this enough - keep every single piece of paper or email related to both your layoff and your medical situation. Dates, names, everything.

HONESTLY THE CALIFORNIA EDD PHONE SYSTEM SHOULD BE ILLEGAL AT THIS POINT. I spent six weeks trying to get through about a much simpler issue than what OP is dealing with and I never once got a human being. I finally got so desperate I drove to a local California EDD office in person and the person there basically told me she couldn't actually access my claim on her system and I'd have to call anyway. WHAT IS THE POINT. Sorry for the rant but I feel so strongly that the most vulnerable people - those dealing with medical issues, job losses, financial stress - are the ones being failed hardest by a system that seems designed to make you give up.

You are not wrong and this is not a rant, this is facts. The system is genuinely broken for people in exactly these kinds of complicated situations.

Let me give you some concrete steps you can take right now while you're working on getting through to California EDD by phone: 1. Log into UI Online and look for any pending 'issues' listed on your claim. If there's a formal issue opened, note the issue code - this tells you exactly what California EDD needs to resolve. 2. Check if you have any pending eligibility interviews scheduled. The conflict between your claims may trigger an automatic phone interview - if one is scheduled, DO NOT MISS IT. 3. Look at your SDI claim status through SDI Online if you filed that way. Check if there are any outstanding items from your doctor (the medical certification is often the bottleneck). 4. If you haven't already, make sure your doctor submitted the physician's certificate for your SDI claim. SDI claims frequently stall because the medical provider part wasn't completed. 5. Compile a clear one-page timeline: layoff date, last day worked, first day of medical restriction, dates of both filings. Have this ready for when you do reach an agent.
0 coins
Marcelle Drum
AuthorChecking the pending issues tab right now - it says 'eligibility issue pending investigation.' It doesn't give me a specific code though. Does that mean there's definitely an interview coming?
0 coins
Peyton Clarke
An 'eligibility issue pending investigation' on a UI claim typically means one will be scheduled, yes. Check back daily and look at your California EDD email for a notice. These interviews are phone-based and if you miss it your claim can be automatically disqualified, so keep watching for it.

I want to share something that might be reassuring - I went through almost exactly this situation last spring. Laid off, had a surgery coming up, filed both UI and SDI not knowing what I was doing, got a conflict notice and panicked. After finally getting through to a California EDD rep (used Claimyr, claimyr.com, which someone mentioned above and I'll second the recommendation - watch the demo at https://youtu.be/JmuwXR7HA10 before you try it), the agent was actually really helpful and explained that my situation was pretty straightforward from their end. They could see I was laid off before my surgery date, confirmed my UI weeks up until surgery, then the SDI took over automatically for my recovery period. It wasn't that the rules were complicated - it was that I couldn't get anyone to LOOK at my account and tell me which category I fell into. Once I had that conversation it all made sense and my benefits were approved relatively quickly after that.

Marcelle Drum
AuthorThis is actually really encouraging because my situation sounds almost identical timeline-wise. Laid off first, then medical restriction started about a week and a half later. I'm going to try Claimyr today because I genuinely cannot keep doing the phone roulette every morning.

So Claimyr actually got you through the same day you tried it? That seems almost unbelievable given how impossible it usually is to reach California EDD.

Small but potentially important thing - when you answer your UI weekly certification questions while you have a medical condition, pay very close attention to how you answer the 'able and available to work' question. If you answer that you are NOT able and available to work, California EDD may automatically deny your UI claim for that week (since that's a basic UI eligibility requirement). But if you ARE receiving SDI, you're implicitly saying you CAN'T work. This is the core tension in collecting unemployment while waiting for disability - answering truthfully on one claim can create a conflict on the other. This is literally why you need to speak with an agent before completing more weekly certifications in your situation.
0 coins
Marcelle Drum
AuthorOh wow I had no idea answering that question wrong could have that ripple effect. I've been answering that I'm NOT able and available because I'm genuinely on medical restriction. Is that going to hurt my UI claim retroactively?
0 coins
Effie Alexander
Potentially, yes - but again, this is exactly why you need to talk to an agent. If you're on SDI, answering that you're not able to work is actually the CORRECT answer for SDI purposes. It's just that UI has the opposite requirement. An agent can help you understand how to navigate this going forward.

This is a genuinely tricky part of the dual-claim situation that trips a lot of people up. The weekly certification questions seem simple but they're loaded when you have overlapping claims. Definitely pause and talk to someone at California EDD before certifying again if you're unsure.

I'd also note that if your doctor has you on modified duty or partial restrictions (as opposed to complete restriction), some of this gets even more nuanced. Partial work restrictions don't automatically mean you can't claim UI.

Something worth knowing about the SDI side specifically - Paid Family Leave (PFL) is also administered through California EDD under the SDI program umbrella but it's different from disability. Just making sure we're all talking about the same thing. SDI is for YOUR medical condition preventing you from working. PFL is for bonding with a new child or caring for a seriously ill family member. Different purposes, but all go through California EDD and all can potentially interact with a UI claim in similar ways.

Gabriel Ruiz
oh I didn't realize PFL and SDI were under the same California EDD umbrella. that's useful to know for a future situation I might be dealing with

Yes they're all funded by the same SDI payroll deduction on California workers' paychecks. The deduction on your pay stub labeled 'CA SDI' covers all three: SDI, PFL, and the DI program. California EDD administers all of it.

One more practical note from someone who works adjacent to benefits stuff - if your SDI claim gets denied for any reason, you can appeal it AND simultaneously file a retroactive UI claim for those same weeks. The denial letter will tell you your appeal rights and deadlines (usually 30 days from the notice date). Similarly if your UI claim gets denied because of the medical condition question, you can appeal that and potentially redirect those weeks to SDI. California EDD has appeal processes specifically designed to handle situations where someone was denied one benefit but may have qualified for another. The absolute worst thing you can do is let either denial become final without exploring your options. Deadlines matter enormously - missing an appeal deadline can permanently forfeit benefit weeks you're legitimately owed.
0 coins
Marcelle Drum
AuthorI haven't gotten a denial on either claim yet - both are still 'pending' - but I'll absolutely keep this in mind. The appeal deadline point is something I wouldn't have known about, thank you.

The 30-day appeal window is critical and it's one of the most common ways people accidentally lose benefits. Set a calendar reminder the moment you receive any determination letter, positive or negative.

Also worth knowing - if you disagree with a California EDD determination, you can also request an informal reconsideration before filing a formal appeal. It's a lower-stakes first step that sometimes resolves issues without needing the full appeals process.

has anyone mentioned the california edd chatbot? i know everyone says it's useless but honestly for basic status questions i've found it marginally less awful than the phone system lately. still not a replacement for a human agent for complicated stuff like OP's situation but for simple 'what does this notice mean' type questions it's worth trying first before spending all day on hold

Something I'm curious about that's slightly tangential - does anyone know if having a pending SDI claim affects your UI claim's priority in the processing queue? Like, does California EDD treat conflicting-claim situations differently in terms of how quickly they're reviewed? I ask because I've heard people say their straightforward UI claims were processed in 3 weeks while other people with complicated situations waited much longer. Wondering if the conflict flag actually moves you to a different queue or just adds time.
0 coins
Everett Tutum
From what I've observed, complex claims involving conflicts between programs do get routed to specialized claims adjusters rather than general processing. This can mean both that your claim is being handled by someone with more expertise AND that there are fewer of those specialists available, so it can take longer.
0 coins
Misterclamation Skyblue
I've seen both situations - sometimes the complex claims get priority because they need human review anyway, sometimes they sit longer because they're waiting for a specific department. It genuinely varies by California EDD office load and the specific nature of the conflict.

For anyone finding this thread later with the same question - here's a summary of what I've learned from my own experience and reading this whole discussion: - In California, you generally CANNOT collect UI and SDI for the same period - You CAN potentially collect UI for weeks before your medical condition made you unable to work - The SDI 7-day waiting period may allow for a brief UI overlap at the very start - Keep filing weekly UI certifications even if payment is held, until told otherwise - Don't answer 'able and available' questions without understanding the implications for both claims - Appeal any denial within 30 days - Get a human California EDD agent on the phone to sort out your specific timeline - services like Claimyr (claimyr.com) can help if you're stuck Hope OP gets this sorted out.

AuthorThank you for this summary - this thread has been genuinely more helpful than anything I found on the California EDD website. Update: I did try Claimyr and got through to an agent this morning.
