Can my dad switch from mailed unemployment claims to EDD UI Online? Complete newbie questions

My dad (58) got laid off from his construction job last week after 9 years with the same company. im 100% for online its way faster. my neighbor did paper forms and waited FOREVER for checks. online u can get direct deposit set up and get paid in like 2 days after certifying

think u still get the Money Network card first but then u can switch to direct deposit in ur account settings. way better than waiting for paper checks!!
