Can I file unemployment with California EDD? Not sure if I qualify
So I got laid off from my warehouse job about two weeks ago and I'm honestly not even sure if I can file unemployment or if I qualify. My manager told me they were 'eliminating the position' which I think means I was laid off? I worked there for about 14 months full time, roughly 40 hours a week. I don't really understand how any of this works and the California EDD website is kind of overwhelming. Like do I just go on there and start filling stuff out? Will they automatically know my work history or do I have to enter everything manually? I'm also wondering if there's some kind of income cutoff where maybe I made too much and they won't pay me or maybe I didn't make enough. I really don't want to go through all the trouble of filing if I'm just going to get denied. Has anyone else been in this situation where they weren't sure if they even qualify before filing?

Yes you can almost certainly file! If your position was eliminated that counts as a layoff which is one of the most straightforward situations for qualifying for California EDD unemployment benefits. You don't need to worry about whether you did something wrong - an eliminated position means they let you go through no fault of your own, which is exactly what UI is designed for. Here's a quick breakdown of the basic eligibility requirements: - You need to have earned enough wages during your base period (roughly the 12-18 months before you filed) - You need to be unemployed through no fault of your own (layoff = yes) - You must be able and available to work - You must be actively looking for work With 14 months of full-time warehouse work you almost definitely meet the wage requirements. Go ahead and file at UI Online on the California EDD website. It walks you through everything step by step and yes you do have to enter some work history info manually but it's not too bad.

AuthorOk that's really reassuring thank you. So when they say 'base period' what does that mean exactly? Is that just the time I was at this job?

Gemma Andrews
The base period is usually the first four of the last five completed calendar quarters before you filed your claim. So basically California EDD looks at your earnings over roughly the past year to determine your benefit amount. Since you worked 14 months full time you should have plenty of wages in there to qualify.

yeah what they said, just file it. worst that can happen is they say no and then you can appeal anyway

Filing is definitely the right move in your situation. One thing I want to add - don't wait around second-guessing yourself because California EDD does NOT pay benefits retroactively to before your filing date in most cases. Every week you delay is potentially money you're leaving on the table. The process on UI Online is pretty straightforward: 1. Create an account at eapply4ui.edd.ca.gov 2. Answer questions about your last employer and why you left 3. Submit and wait for your Notice of Unemployment Insurance Award (or a notice that they need more info) For a straightforward layoff like yours the initial determination usually comes within 3 weeks but can vary. Once approved you'll need to certify weekly to actually receive payments.

AuthorWait so if I file today my benefits start from today and not from when I was actually laid off two weeks ago?

Basically yes, though technically there's a one-week unpaid waiting period for your first week. But your claim effective date is the Sunday of the week you file. So file ASAP. You can't go back and claim those two weeks you already waited.

this happened to me i waited like 3 weeks thinking i needed to gather stuff first and lost all that money. just file first then figure out the details

I was in almost the exact same boat last year - laid off, had no idea if I qualified, spent days Googling instead of just filing. Finally submitted my claim and got approved no problem. But I do want to mention one thing that tripped me up: after you file your initial claim, California EDD may call you or send you a notice asking for more information about your separation. With a position elimination it's usually fine but make sure you can actually reach EDD if they have questions about your claim. I tried calling them for three days straight and couldn't get through to anyone. I ended up using Claimyr (claimyr.com) which basically gets you through to an actual California EDD agent on the phone without sitting on hold for hours. There's a video showing how it works at https://youtu.be/JmuwXR7HA10 - it was genuinely the only way I managed to get a human on the line to sort out a question about my claim. Just mentioning it because if you run into any snag during the process it's way better than trying to navigate the phone system yourself.

AuthorOh wow I didn't even think about needing to call them. Is that something that comes up a lot?

Not always for a clean layoff but it's good to know the option exists. Sometimes they want to verify your separation reason with your employer or need a document from you. If anything flags on your claim you'll want to be able to reach someone quickly.

seconding Claimyr, I used it too when my adjudication dragged on. Actually got through to someone in like 20 minutes after days of getting nowhere on my own

ok real talk the california edd website is ROUGH. like I remember filing for the first time and being so confused. but for a layoff situation it really is the most simple scenario there is. you basically just say yes I was laid off, here's my employer info, here's my last day, and you're done with the main part. the confusing part comes AFTER you file when you gotta do your weekly certifications. every week you have to answer questions about whether you worked, looked for jobs, were available to work etc. don't skip those or your payments stop
0 coins
Lena Schultz
AuthorHow do you do the weekly certifications? Is that also online?
0 coins
Reina Salazar
yeah you can do it on UI Online or by phone through EDD Tele-Cert. most people do it online. you get a window each week (usually sunday to saturday) where you can certify for that week

Saanvi Krishnaswami
The phone option is still there but honestly the website is easier once you get used to it. Just make sure you're certifying during the right window each week or you could have gaps in your payments.

Authorok good to know. I thought it was just a one time thing when you file. didn't realize you had to keep doing stuff every week

Something important nobody mentioned yet: when you certify each week California EDD will ask if you looked for work. You're required to do job search activities every week - currently that means at least 3 job search activities per week for most claimants. Keep a log of every application, resume submission, job fair, etc. You don't have to submit proof but EDD can audit you and ask for your records at any time. Also - since your position was eliminated, when your former employer gets contacted by EDD they should confirm it was a layoff which helps your claim go smoothly. Position elimination is about as clean as it gets for UI purposes.

Lena Schultz
AuthorSo I need to be applying to 3 jobs a week minimum? What counts as a job search activity?
0 coins
Demi Lagos
Applying to a job is the most common one. But it can also include things like creating or updating your resume, registering with a job placement agency, attending a job fair, or doing a job interview. California EDD also wants most claimants to register with CalJOBS (the state's job search system) within 21 days of filing.
0 coins
Mason Lopez
wait do they actually check if you applied to those jobs or is it just self-reported
0 coins
Demi Lagos
It's self-reported but EDD does random audits where they'll ask you to provide your job search log with dates, company names, position titles, and contact info. If you can't produce records they can disqualify you and potentially create an overpayment situation. So definitely keep a spreadsheet or something.

Just wanted to share my timeline since you asked about what to expect. I filed on a Monday, got my confirmation email same day. About 10 days later I got my Notice of Unemployment Insurance Award in the mail telling me my weekly benefit amount. Started certifying right away and had my first payment deposited to my Bank of America EDD debit card about 2 weeks after my first certification. Total time from filing to first payment was maybe 3.5 weeks. Yours could be faster or slower depending on if anything flags for review.

Lena Schultz
AuthorThat's really helpful to have an actual timeline, thank you. Did you have to do anything special or did it just kind of happen?

Pretty hands off honestly. I just checked my UI Online account every few days. The only thing I'd recommend is making sure your contact info and bank account info are correct in the system so there are no delays with your payment method.

can I jump in with a related question? I'm in a slightly different situation - I technically quit my job but it was because my hours got cut from 40 to 12 a week and I couldn't survive on that. Does that count as being able to file unemployment in california??
0 coins
Gemma Andrews
That's actually a thing called constructive discharge or you may qualify under the 'good cause' exception for voluntary quits. California EDD recognizes that a dramatic reduction in hours can be a legitimate reason to leave. You'd need to file and explain the situation - EDD will investigate and make a determination. It's worth filing for sure.

Vera Visnjic
oh interesting I had no idea. I assumed quitting = automatic denial. I'll go file then
0 coins
Mae Bennett
Yeah the 'no fault of your own' requirement doesn't automatically mean you can't have quit. California has some of the more claimant-friendly rules around this. Definitely file and explain the hour reduction honestly.

THE EDD WEBSITE GOES DOWN ALL THE TIME btw. if you try to file and it's not working just try again at like 6am or late at night. I swear it's always overloaded during normal business hours. spent half a day trying to submit my initial claim and it kept timing out. eventually did it at like 5:30am and it went through instantly

One more thing worth knowing - your weekly benefit amount is calculated as roughly 60-70% of what you used to earn, up to a maximum. The current maximum weekly benefit amount in California is $450. So if you were making good money you might not get your full percentage, but for warehouse wages it's probably a fair chunk of your income. You can actually estimate your benefit amount before you even file using the EDD benefit calculator on their website. Might help you plan financially while you wait for the formal determination.
0 coins
Lena Schultz
AuthorOh I didn't realize there was a calculator. I'll look for that. $450 is less than I was making but better than nothing I guess
0 coins
Saanvi Krishnaswami
Yeah the max has been $450 for a while now in California. It's honestly not a lot but it's something while you job hunt. Make sure you're also looking into whether you qualify for any other assistance programs in the meantime.

I filed unemployment for the first time last spring and I was terrified the whole way through thinking they were gonna audit me or find some reason to deny me. But honestly for a normal layoff situation it's pretty routine. The system is frustrating but it does work eventually. Just document everything - save every confirmation email, screenshot your certifications, keep your job search log updated. Future you will be grateful if anything ever comes into question.

Lena Schultz
AuthorThat's good advice about documenting everything. I'm a little paranoid about making a mistake that comes back to bite me.

Jake Sinclair
Totally understandable. The main things people mess up are: not certifying on time, not doing their job search activities, or not reporting part-time work income when they pick up side gigs. Avoid those and you're mostly fine.
0 coins
Lena Schultz
AuthorWait you have to report it if you work part time while on unemployment? Like if I pick up a temp job?
0 coins
Jake Sinclair
Yes absolutely. You report any wages earned during the week you certify for. The good news is California has a partial benefits system so earning some money doesn't automatically stop your benefits - EDD just adjusts the payment. But you MUST report it or it's fraud.

ngl I was in denial about filing for almost a month after my layoff because it felt embarrassing somehow?? like I had been working since I was 16 and never needed help. but this is literally what unemployment insurance is FOR. you and your employer both paid into it your whole working life. there is zero shame in using it when the situation is exactly what the program was designed for

something that confused me when I first filed - the EDD will send you paperwork in the mail including something called a DE 1101I which is like an unemployment insurance booklet explaining your rights and responsibilities. READ IT. I threw mine away thinking it was junk mail and then later had questions I could have answered myself if I'd kept it. They also might send a form asking about your last employer so watch your mail closely the first few weeks after filing

I tried calling EDD probably 15 times in one week to ask a simple question about my claim status after I filed. Could not get through once. Either busy signal, automated system saying call volume too high, or I'd wait on hold for 90 minutes and get disconnected. It's genuinely one of the most frustrating systems I've ever dealt with. Eventually my coworker told me about Claimyr - you can check it out at claimyr.com and there's a demo at https://youtu.be/JmuwXR7HA10. It basically handles the whole hold situation for you and connects you to a real EDD agent. I was really skeptical but it actually worked and I got my question answered in one day after a week of failed attempts. If you end up needing to contact EDD by phone for any reason it's worth knowing about.

Quick note on the CalJOBS requirement since someone mentioned it above - when you file your UI claim California EDD requires most claimants to register with CalJOBS (careeronestop or the California-specific jobs system) within 21 days. It's free and pretty easy to set up. If you don't do it your payments can be delayed or stopped. Just create a basic profile with your work history and you're good.

Lena Schultz
AuthorIs CalJOBS totally separate from the EDD account? Like a different login?
0 coins
Mary Bates
Yes it's a completely separate system. Go to caljobs.ca.gov and create an account there. You'll use your EDD customer account number (from your UI Online account) to link them. It's annoying that they're separate but it only takes like 20-30 minutes to set up.

Saanvi Krishnaswami
Also CalJOBS can actually be useful beyond just the requirement - you can apply for jobs through it and those applications count toward your weekly job search activities

this whole thread is helpful, bookmarking it. I've been considering filing too and didn't know half this stuff. the weekly certification requirement was news to me, I thought it was just a one time thing when you apply

Super common misconception! The initial filing is just to establish your claim. Certifying every week is how you actually 'collect' your benefits for each week. If you stop certifying, payments stop.

has anyone had issues where their weekly benefit amount was way less than they expected? like the calculation seemed off? wondering if there's a way to dispute what EDD calculated
0 coins
Demi Lagos
Yes you can request a review if you think your benefit amount was calculated wrong. When you get your Notice of Unemployment Insurance Award it will show the base period wages EDD used. If any wages are missing or incorrect you can contact EDD to have them look at it. Sometimes employers are slow to report wages which can affect the calculation.

Definitely don't just accept it if something seems wrong. You have the right to question the determination. The award notice will have instructions for requesting a review or filing an appeal if you disagree with any aspect of the decision.

OP I know you have your answer but I want to add one thing for anyone reading this later: if you're self-employed or were working as an independent contractor (1099) the regular UI program works differently for you. 1099 workers built up a system during COVID but that's gone now. As of 2025 the standard California EDD UI program requires you to have been classified as an employee (W2). Just clarifying since a lot of gig workers think they qualify for regular UI and then get surprised.

Coming back to update on my own situation since I started reading this thread a few days ago when I was in the same boat as OP - I went ahead and filed my claim two days ago. Process took about 45 minutes total, the UI Online system was actually pretty clear with the questions once I got into it. Got a confirmation number immediately and now I'm just waiting. They did send me a message in my UI Online inbox saying they may need to contact my former employer to verify the reason for separation but it said that's routine for all claims. Feeling cautiously optimistic.
