EDD nightmare: PFL started before SDI ended after c-section, no payments since August!
I feel like I'm trapped in an EDD twilight zone and desperately need advice! I had my c-section on 9/22/25 and everything with my benefits has been a complete disaster since then. Here's what happened: - My company uses a third-party benefits coordinator who submitted all my paperwork - SDI was supposed to run 9/10/25 to 11/20/25 (including the standard 7-day waiting period) - PFL baby bonding was scheduled for 11/21/25 to 1/15/26 Somehow EDD activated my PFL claim DURING my SDI period even though the dates were clearly specified! I only received ONE SDI payment (for 9/17-9/21) before everything went haywire. It's now mid-December and I haven't received any additional payments - not SDI or PFL! I've called EDD approximately 30 times, spoken with 7 different representatives who all tell me: - "A form is being sent to resolve the overlap" - "Your claim is being reviewed" - "The system shows pending resolution" I finally received ONE form in November which I completed and returned within 24 hours via certified mail. Still NOTHING has happened! I even contacted my state assembly member who supposedly "escalated" my case three weeks ago. Zero updates since then. I've now depleted our savings, maxed out credit cards, and had to borrow $4,500 from family to cover December bills. We're literally choosing between diapers and groceries at this point. Has ANYONE experienced this weird SDI/PFL overlap problem? Did you eventually get paid? How long did the nightmare last? I'm honestly at my breaking point dealing with this while trying to recover from surgery and care for a newborn.

omg this EXACT thing happened to me last april!!! the EDD computer systems are COMPLETELY broken. they started my baby bonding during my pregnancy disability. took FIVE MONTHS to resolve and get all my backpay. i had to send in the DE2501F form TWICE because they "lost" the first one. call everyday even if u have to wait 3 hrs. the squeaky wheel gets the grease with these idiots!!

•Five MONTHS?? I might actually cry reading this. I can't survive five months without income. Did calling daily actually help? I've been calling but can barely get through, and when I do, they just tell me to wait.

Sorry youre going through this! have you checked your EDD online account? sometimes there are messages or forms there that never get mailed. also make sure you keep certifying for weeks even if you arent getting paid so you dont miss out on benefits when they fix it.

•Yes, I check the online portal obsessively! Nothing there except the same status showing "pending resolution" for months. But good point about continuing to certify - I've been doing that religiously every two weeks even though nothing happens.

This situation happens more often than people realize with the SDI to PFL transition. The system sometimes treats PFL as a new claim rather than a continuation when there's a specific medical event (like your c-section) that triggers date changes in the system. Here's what you need to do immediately: 1. Request a formal "Notice of Computation" for both your SDI and PFL claims 2. File a DE2501F (Continued Claim Certification) specifically noting the overlap issue 3. Submit a DE2525XX (Request for Secondary Review) as this forces a manual review 4. Call the specific SDI-to-PFL transition team at 833-978-2511 (press 1, then 2, then 4) rather than the general number Also, be aware that sometimes the system automatically converts remaining SDI benefits to PFL if you indicated on your claim that your disability was pregnancy-related. This is actually a documented issue in their new computer system rolled out in 2024.

•Thank you so much for this detailed information! I've never heard of a DE2525XX form before. Is that something I can download from the EDD website or do I need to request it? And I had no idea there was a specific SDI-to-PFL transition team. I'll definitely call that number tomorrow morning.

I had a similar issue (though not identical) with my PFL claim earlier this year. After weeks of getting nowhere with EDD directly, I used Claimyr (claimyr.com) to get through to an actual EDD representative who could see my file. They got me connected in about 20 minutes when I had been trying for days on my own. The rep was able to manually flag my claim for review by a supervisor and I had my backpay within 10 days. They have a video showing how it works: https://youtu.be/DOLxZQb92wM?si=6N1iCQ3a8Cdb2Ay5 Definitely worth it for me given how many hours I wasted trying to get through on my own.

•It worked for me! I was skeptical too but was desperate after waiting on hold for 2+ hours multiple days in a row. The service basically keeps calling EDD for you and then connects you once they get through. The rep I spoke to was actually helpful and fixed my issue.

The problem is your HR company. They should have coordinated this for you. My benefits coordinator screwed up my SDI dates and I had to fix everything myself. The state doesn't care who messed up - you're still responsible for making sure your claims are correct. The EDD system is broken but so are these third-party HR firms that companies pay $$$ to handle this stuff properly.

•You might be right. When I asked my HR company to help fix this, they just said "we submitted everything correctly" and that it's an EDD problem. Maybe I need to push them harder to help resolve this since they're the ones who set up the claims in the first place.

I'm so sorry this is happening to you. I see these SDI/PFL overlap issues regularly in my work. The official EDD guidance states that when there's an administrative error causing benefits to be processed out of sequence, you should: 1. Submit a formal Administrative Error Correction request (DE1419E) 2. Include documentation showing your original claim filing dates 3. Request expedited processing due to financial hardship The SDI-PFL transition problems increased significantly after EDD implemented their new claim processing system in mid-2024. Unfortunately, many representatives aren't properly trained on resolving these specific overlap issues. Additionally, because your c-section created a medical extension of your original SDI period, you'll need to ensure they've properly documented the extension period before transitioning to PFL. This is where many claims get stuck in limbo.

•Thank you for this detailed advice! I didn't realize the c-section would qualify for an extension on SDI - nobody at EDD mentioned that. Is the DE1419E form available online? I've looked through the EDD website and can't find it anywhere.

•The DE1419E isn't available online - you need to specifically request it from a tier 2 representative. Call and explicitly ask to speak with a claim processing specialist or supervisor who can provide this form. When you explain you need the Administrative Error Correction form for a SDI-PFL transition issue, they should know what you're talking about. If they don't, ask to be transferred to someone who handles overlap cases specifically.

my cousin works for EDD (not in claims tho) and she says their systems are ANCIENT and they literally have to manually fix these overlap problems!!! the computer doesnt know how to handle it when regular SDI changes to pregnancy disability and then to PFL. and they're so understaffed it takes forever. keep bugging them!!!

•This is 100% true!! When I finally got someone helpful on the phone they told me the EXACT same thing. They have to manually recalculate everything when there's an overlap and they have a backlog of THOUSANDS of cases just like this!

Update: I finally got through to EDD this morning after a 2-hour wait. The rep confirmed that my PFL claim was incorrectly processed BEFORE my SDI claim ended. She said this is a "known system issue" that requires manual correction by a specialist. Apparently, the form I submitted last month is still "in processing" and could take "several more weeks" to resolve. When I explained our dire financial situation, she said she would add an "urgent" flag to my case but couldn't guarantee faster processing. I'm going to try the specific SDI-to-PFL transition number that someone suggested above, and also look into Claimyr to see if I can get to someone with more authority. This is beyond frustrating!

•Good job getting this additional information. Ask specifically for your case to be referred to the "Benefit Systems Transition Resolution Team" - this is an actual department that handles these exact issues. They implemented this team after the system update created widespread transition problems. Also, document everything - the name of every rep you speak with, their ID number if they'll provide it, dates and times of calls, and exactly what they tell you. This documentation will be essential if you need to escalate further.

•Still nothing, but I did manage to get through to a supervisor yesterday who said they've expedited my case. They're supposedly doing a manual calculation of all benefits owed. She promised I should see some movement within 7-10 business days, but I'm not holding my breath at this point.
