3 weeks delay for 2nd opinion doctor paperwork - SDI claim stuck in limbo

I've been waiting for weeks to get paperwork for a 2nd opinion doctor for my disability claim. It's been 3 weeks already and I still can't schedule an appointment. Has anyone else experienced this kind of delay? Any advice on how to speed up the process?

I found a way to actually get someone on the phone. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. Here's a video about it: https://youtu.be/1X-mEsLtbmQ
