EBT theft: No response about stolen CalWORKs benefits since November - who to call?

My monthly Cash Aid was stolen off my EBT card on November 3rd (2025 total of $1254). I reported it to BenefitsCal the same day and they gave me a claim number. It's been over 2 weeks now and I haven't heard anything back or gotten my benefits replaced. I tried calling the number on the back of my card but got stuck in an automated system. My rent is due next week and I'm getting really worried. Has anyone dealt with benefit theft recently? Is there a direct number I can call to actually speak with someone about my claim status? My worker doesn't return my voicemails and I need this money for my kids.

I had this happen in September. You need to call the EBT Customer Service AND file a separate report with your county office. The number on the back of your card is just for the EBT processor - they don't handle the investigation. Call your county CalWORKs office directly at their main line (varies by county) and tell them you need to speak with the EBT benefit theft specialist. They should have given you a form called the "EBT 2259 - Cash Benefit Theft Report" to fill out too. Did you complete that form?

I did fill out that form when I reported it online. But I don't think I ever got connected with a benefit theft specialist. I'll try to call the main county line tomorrow. Does anyone know how long these investigations usually take? I'm just so stressed about paying rent.

That's what I was afraid of hearing :( Did they eventually replace the full amount for you? I'm trying to figure out if I need to borrow money for rent or if this might get resolved soon.

they probly think ur lying thats what they told me. said i spent the money myself but i DIDNT. took 3 months to get my money back and they only gave me half back. system is so broken.

That's not entirely accurate. The county doesn't automatically assume you're lying. They have to investigate any EBT theft claim thoroughly because unfortunately there are people who do file false reports. The 10-day investigation timeline @helpful_expert mentioned is the standard, but it can take longer if they need to request camera footage or other evidence from merchants. Also, if they only replaced half your benefits, it's likely because they found evidence that only some transactions were fraudulent while others were legitimate. You can appeal that determination if you don't agree with it.

Try using Claimyr to get through to an actual person at the county office. I was in the same situation last month and spent DAYS trying to get through. Thanks for the tip! I've never heard of this before. Does it work with all county offices? I'm in Los Angeles County and their phone system is absolutely terrible. I'll check out that video because I really need to talk to someone ASAP.

Here's what usually happens - benefit theft investigations are taking 15-25 business days right now due to the huge increase in EBT theft cases. The county simply doesn't have enough staff to process them faster. If you need emergency help with rent while waiting for your benefits to be replaced, call 211 and ask about emergency rental assistance programs in your area. Depending on your county, there may be programs that can help bridge the gap while your claim is being processed. You can also request an immediate need payment from CalWORKs if you explain that your benefits were stolen and you're at risk of eviction.

Thank you for this suggestion. I didn't know about calling 211 for rental assistance. I'll try that tomorrow too. This is such a nightmare - I'm a single mom and was counting on that money for rent AND Christmas next month.

did u report it to the police too? my cousin didnt get her money back until she filed a police report

Filing a police report isn't required for EBT theft claims with CalWORKs, but it can sometimes help speed up the process or add credibility to your claim if it's being questioned. The county's fraud investigation unit works separately from local police though.

Just checked BenefitsCal again and nothing's been added back yet. Still showing a $0 balance which is making me panic. I appreciate everyone's suggestions though - at least now I have some numbers to call tomorrow.
