PHEAA state grant not disbursed to school - transcript hold issue
My daughter just finished her first semester at Penn State, and we're hitting a major roadblock with her Pennsylvania state grant. The financial aid office placed a hold on her account because they claim they haven't received her PHEAA grant payment for EITHER fall OR spring semester (about $4,800 total). She can't register for summer classes or get her transcript because of this hold! I don't understand what's happening since we completed the FAFSA on time (October 2024) and got the state grant approval letter back in November. Her SAI score qualified her for the full state grant amount according to PHEAA's website. I've called the school's financial aid office twice but got different answers each time. First person said it was a processing delay, second person said there might be a verification issue we don't know about. Has anyone dealt with PA state grant disbursement problems? Who should I contact directly at PHEAA to resolve this? The school is basically telling us to figure it out ourselves, but I can't find a direct contact number that doesn't send me to an automated system.

omg this happened to my son last yr at temple!! the state grants are administerd by PHEAA not FAFSA directly so u gotta contact them. Try https://www.pheaa.org and look for the student portl they probably need verification or theres a missing form. the schools cant do anything it has to come from PHEAA side

Your daughter needs to check her PHEAA account directly. Login to pheaa.org with her info (not yours). There's usually a status indicator that will tell you if there's a hold or required action. My daughter had this exact issue - turned out they needed her final high school transcript even though she was already IN college for a semester 🤦♀️

•Totally get it! Just to prepare you - if there IS a verification or document issue, it can take 3-4 weeks for PHEAA to process after you submit whatever they need. The school won't remove the hold until they actually receive the money.

same thing happened with my PHEAA grant last year and i couldnt get my transcript either. turns out i had checked the wrong box about how many credits i was taking (checked part time instead of full time) on some random form and they held EVERYTHING bc of it. check all the forms!

the PHEAA system is BROKEN!!!! my son's grant was held for THREE MONTHS because they claimed they didnt have proof he was a PA resident even though he's lived here his ENTIRE LIFE and we'd already submitted his drivers license AND voter registration!!! the whole system is designed to DENY students the money they deserve!!! 😡😡😡

•This is a bit extreme. PHEAA isn't perfect but they're not deliberately trying to deny students. They just have stricter verification requirements because it's state taxpayer money.

did u make sure ur daughter actually accepted the PHEAA grant? sometimes they get approved but u still have to login and actually accept it! my nephew thought he did everything but missed that step

Just a follow-up suggestion - once you identify and resolve whatever is holding up the PHEAA grant, ask the financial aid office at Penn State for a "conditional release" of the transcript hold. Many schools will temporarily lift the hold if you have documentation showing the grant is coming but just delayed. They might not offer this option unless you specifically ask for it.

i had a similar issue and found out my SAI was calculated wrong because my parents tax info was entered incorrectly on FAFSA.. might want to double check all that stuff too just in case
