What unemployment is - confused about Washington ESD benefit types and eligibility
I'm really confused about what unemployment is exactly and how it works in Washington state. I lost my job last month and everyone keeps telling me different things about Washington ESD benefits. Some people say there's regular UI, others mention standby, and I've heard about job search requirements but don't understand what any of this means. Can someone explain what unemployment is in simple terms and how the Washington ESD system actually works? I'm stressed about applying for something I don't fully understand.

Unemployment insurance (UI) in Washington is basically temporary financial assistance when you lose your job through no fault of your own. Washington ESD administers the program. You file a claim, do weekly certifications, and follow job search requirements. There are different types - regular UI is the most common, standby is for temporary layoffs when you expect to return to the same employer.

•Thank you! So if I was laid off permanently, I'd apply for regular UI? How do I know which type to choose?

Dananyl Lear
•Yes, permanent layoff would be regular UI. The Washington ESD website has a questionnaire that helps determine which type fits your situation.

i was so confused too when i first applied!! unemployment is basically the state paying you while you look for work. you have to prove you're actively searching though - like applying to jobs and keeping records.

•How many jobs do you have to apply to each week? And what kind of records?

•i think its 3 job contacts per week but check the washington esd website to be sure. you keep a log with company names dates what you did etc

Here's the basic breakdown: Unemployment insurance replaces part of your wages (usually around 60-70% up to a maximum amount) when you're unemployed through no fault of your own. In Washington, you apply through the Washington ESD website, file weekly claims, and maintain job search activities. The key requirements are being able and available to work, actively seeking employment, and meeting the job search requirements.

•What does 'able and available' mean exactly? I have some health issues but can still work.

Ana Rusula
•Able and available means you're physically and mentally capable of working and you're ready to accept suitable work immediately. Health issues don't automatically disqualify you as long as you can still perform work within your capabilities.

•This is helpful. I've been trying to reach Washington ESD for weeks to get clarification on my specific situation but their phone lines are always busy. Has anyone found a way to actually talk to someone there?

I had the same problem getting through to Washington ESD when I needed help understanding my claim status. After weeks of busy signals, I found this service called Claimyr (claimyr.com) that actually got me connected to an agent in under 10 minutes. They have a video demo at https://youtu.be/7DieNd3C7zQ showing how it works. Saved me so much frustration trying to get through on my own.

•Really? How does that work? Is it legit or some kind of scam?

Isaiah Sanders
•It's totally legit - they just handle the calling and waiting for you, then connect you when an agent picks up. Way better than sitting on hold for hours or getting disconnected.

•I've heard of services like this but wasn't sure if they were worth it. Might try it since I can never get through either.

UNEMPLOYMENT IS A NIGHTMARE BUREAUCRACY!! The Washington ESD system is designed to confuse people and deny claims. They make it as complicated as possible on purpose. Don't expect to understand it easily because they don't want you to.

•That's not very helpful... I just need to understand the basics so I can apply correctly.

•While the system can be complex, it's important to understand that unemployment insurance is designed to help people. The complexity often comes from federal and state regulations, not malicious intent.

basically unemployment = temporary money from the state while you find new work. thats it. everything else is just paperwork and rules to make sure youre actually looking for a job

•Thanks for keeping it simple! That actually helps me understand the basic concept.

To add some specifics about Washington state: Regular unemployment benefits can last up to 26 weeks (though this can be extended during high unemployment periods). You must have worked and earned wages in Washington during your base period (usually the first 4 of the last 5 completed calendar quarters). The weekly benefit amount is calculated based on your highest earning quarter during the base period.

•What if I worked in another state before moving to Washington? Does that count?

•You might be able to combine wages from multiple states through the Interstate Claim process. Washington ESD can help determine if you qualify and how to file across state lines.

•I had an interstate claim and it took forever to get sorted out. Ended up having to file in my previous state instead of Washington.

The job search requirement is what trips up a lot of people. You need to make at least 3 job search activities per week and keep detailed records. This can include applying for jobs, attending job fairs, networking events, or even certain online activities like updating your LinkedIn profile.

•Do I need to apply for any job or does it have to be in my field?
0 coins
Fidel Carson
•It should be suitable work based on your skills and experience. You can't be required to take a job that pays significantly less than your previous wage (at least initially).

Something to watch out for - if you have any issues with your claim like adjudication or verification requirements, it can take weeks to resolve. I've been waiting almost a month for them to review my separation from my employer.

Lim Wong
•What's adjudication? Should I be worried about that?
0 coins
Xan Dae
•Adjudication is when they review your claim for eligibility issues. Could be anything from questions about why you left your job to verifying your identity. It just means they need more information before approving benefits.

•That's exactly when I used Claimyr - when my claim was stuck in adjudication. The agent was able to explain what documents I needed to submit and helped move the process along.

One important thing to understand: unemployment benefits are taxable income. You can choose to have taxes withheld from your weekly payments or pay them when you file your tax return. Many people forget about this and get surprised at tax time.
0 coins
Lim Wong
•Good point! How much should I expect to have withheld for taxes?
0 coins
Dananyl Lear
•The standard federal withholding is 10%, but you might want to withhold more depending on your total income for the year and tax situation.

also make sure you file your weekly claims on time every week even if you haven't heard back about your initial application. if you miss weeks you can lose benefits for those periods

Lim Wong
•When are the weekly claims due? Is there a specific day?

Noah huntAce420
•you can file starting sunday for the previous week and you have until saturday to submit it. dont wait until the last minute though

The Washington ESD website has a really helpful eligibility checker tool that walks you through whether you qualify for benefits. I'd recommend starting there before filing your claim. It can help you understand what documentation you'll need and what to expect during the application process.

•That sounds perfect! I'll check that out before I apply. Thanks for all the helpful information everyone.

Just want to add that if you were fired for misconduct or quit without good cause, you probably won't qualify for regular unemployment benefits. There are specific rules about what constitutes 'good cause' for quitting.

•I was laid off due to budget cuts, so I think I should be okay on that front.

Thais Soares
•Yeah, layoffs due to lack of work or budget issues are exactly what unemployment insurance is designed for. You should be fine.

Don't get your hopes up too high. Even if you qualify, the Washington ESD system is slow and full of delays. Expect to wait weeks for your first payment and be prepared for random requests for additional documentation.

Dananyl Lear
•While delays can happen, especially during high-volume periods, most straightforward claims are processed within 2-3 weeks. Being prepared with all necessary documents upfront can help speed the process.

One more tip - create your WorkSourceWA account even before you apply for unemployment. You'll need it for the job search requirements anyway, and having it set up in advance can save time later.
0 coins
Lim Wong
•What's WorkSourceWA? Is that different from the Washington ESD website?
0 coins
Fidel Carson
•WorkSourceWA is the state's job search website. It's connected to the unemployment system and you'll use it to track your job search activities and find job postings.

If anyone else is having trouble reaching Washington ESD like I mentioned earlier, I ended up trying that Claimyr service someone mentioned. Actually worked great - got through to an agent who helped clarify my adjudication issue. Much better than the endless busy signals.

•Thanks for the follow-up! It's good to know there are options if I can't get through the regular way.

To summarize for the OP: Unemployment insurance is temporary financial assistance when you lose your job through no fault of your own. In Washington, you apply through Washington ESD, file weekly claims, meet job search requirements, and can receive benefits for up to 26 weeks. Start with the eligibility checker on their website, gather your employment history and documents, and don't hesitate to ask for help if you get stuck.
