ESD approved appeal but payment shows $0 - anyone else seen 'PAID' status with zero amount?

I'm completely baffled with my boyfriend's unemployment situation and desperate for advice. He filed for UI back in June, got denied initially, but then won his appeal around September 17, 2025. The weird thing is his account status now says 'PAID' for those weeks from June, but the 'Amount Paid' column shows $0 even though his weekly benefit amount is listed as $484 (with $84 tax withholding). It's been almost 3 weeks since the appeal was approved and no money has shown up in his account. He's working now so he's not filing weekly claims anymore, but we're really counting on this back pay. Has anyone seen this weird 'PAID' but $0 situation before? Any ideas what might be going on or how to fix it? We've tried calling ESD literally 40+ times but can't get through to a human being. So frustrating!!

I had something similar happen last year. This is likely what's called a 'zero-dollar payment' which can happen for a few reasons. The most common are either 1) there's another issue on the claim that needs to be resolved before money is released, 2) they're verifying his identity again, or 3) there's an overpayment from a previous claim that's offsetting the payment. Check his 'Notices' section in eServices - there should be something there explaining why it's showing zero. If not, you unfortunately really need to talk to an agent directly.

Thanks for explaining this! I'll have him check his Notices section right now. I don't think he has any previous overpayments, but maybe there's something else flagged on his account? Really wish they'd just tell us clearly what's happening instead of this confusing status.

ugh the SAME EXACT THING happend to me!! took like 6 weeks to fix after my appeal was approved. the $0 means theres a hold on the payment for some stupid reason they dont tell u about. keep calling

yep just kept calling over and over and OVER. finally got thru one morning at exactly 8:00am. lady said it was a 'payment block' that needed manual removal. got paid 2 days later

Have you tried checking if there's a monetary hold or outstanding issues on the claim? Sometimes after an appeal they need to manually remove some kind of flag in the system. I went through something kinda similar but my issue was that I had reported wages during one of the weeks in question and that created a weird calculation problem.

How do we check for a monetary hold? I'm not seeing anything obvious when he logs in. He didn't work during those weeks so it shouldn't be a wage reporting issue... this is all so complicated!

I know how frustrating this is! When I had issues reaching ESD after dealing with a similar payment problem (different reason but same stress!), I finally tried using Claimyr.com - it's a service that helps you get connected to an actual ESD agent without spending hours redialing. Yes! In my case, the payment block was automatically placed because I had won an appeal, and their system requires manual verification before releasing backpay. The agent explained that winning appeals often triggers additional review before they release funds. Once the agent removed the block, I got my money in 3 business days.

This is actually a common issue with post-appeal payments. When an appeal is approved, the system marks the weeks as 'PAID' but there's often an automatic hold placed on the actual funds release. This is a safeguard in their system to prevent erroneous payments after appeals. The most important thing to know is that this WILL get fixed, but only by having an agent manually release the hold. There's no way around needing to speak with someone at ESD. In addition to checking the Notices section as suggested, also look at the 'Decisions' section in eServices. Sometimes the hold reason is listed there instead. If you can't get through by phone, you can also try visiting a WorkSource office in person - they can sometimes help with these issues or at least get you to the right person.

We checked the Decisions section and it just shows the appeal was approved, nothing about a hold. Going to a WorkSource office is a good idea we hadn't thought of - there's one about 30 minutes from us, so that might be our next step if we can't get through by phone.

THE SYSTEM IS DESIGNED TO MAKE YOU GIVE UP!! they do this on purpose hoping people will just stop trying to get their money. i had THREE different 'paid' status weeks with $0 after my appeal and it took a STATE REPRESENTATIVE getting involved to fix it. call your local state rep's office and ask for help, thats what finally worked for me

While I understand your frustration, I don't think it's intentionally designed to make people give up. The unemployment system is just outdated and overwhelmed. But contacting your state representative is actually good advice when you're really stuck - they can often get movement on cases that have stalled.

First thing in the morning (right at 8:00am) typically has the shortest wait times. Also, Thursdays seem to be slightly less busy than other days of the week for some reason. When you do get through, make sure to get a direct reference number for the call in case you get disconnected - that way you can reference the previous conversation if you need to call back.

has he checked his bank account info in the system? my friend had a similar thing and it turned out his bank info was wrong so the money had nowhere to go! the payment status was stuck in limbo or somethin

That's a good point! Just double-checked and his banking info is correct in the system. Same account he used for a previous claim that worked fine. This seems more like the payment block issue others have mentioned.
